A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA AUTHORIZING THE SUBMITTAL OF A
FUNDING APPLICATION TO THE CALIFORNIA ENERGY
COMMISSION TO IMPLEMENT ENERGY EFFICIENCY
IMPROVEMENTS AT CITY OF SEAL BEACH AND APPROVING
THE AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN
THE CITY AND ENERGY INNOVATION GROUP, LLC
WHEREAS, the City of Seal Beach recognizes that it is in the interest of the
regional, state, and national economy to stimulate the economy; create and
retain jobs; reduce fossil fuel emissions; and reduce total energy usage and
improve energy efficiency within our jurisdiction ; and
WHEREAS, Energy Efficiency and Conservation Block Grant ( EECBG) funds are
available through the California Energy Commission's EECBG Program for
grants to eligible local governments for cost - effective energy efficiency projects;
and
WHEREAS, the City of Seal Beach is eligible for EECBG funding under the
California Energy Commission's EECBG Program; and
WHEREAS, the City of Seal Beach is proposing to implement the energy
efficiency projects described in Exhibit A in order to qualify for EECBG funds
from the California Energy Commission; and
WHEREAS, the City of Seal Beach has reviewed the energy efficiency projects
described in Exhibit A under the California Environmental Quality Act (CEQA);
and
WHEREAS, Energy Innovation Group, LLC will provide energy program
management, full bid package specifications and grant application services; and
WHEREAS, Energy Innovation Group, LLC has completed its initial survey of
City facilities as described in Exhibit A.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. In compliance with CEQA, the City of Seal Beach finds that the
approval of the energy efficiency projects described in Exhibit A is exempt under
California Code of Regulations Title 14, Article 19.
Section 2. The City Council of the City of Seal Beach authorizes the submittal of
the application to the California Energy Commission's EECBG Program for funds
to execute the proposed project described in Exhibit A.
Section 3. If recommended for funding by the California Energy Commission, the
City Council of the City of Seal Beach authorizes the City of Seal Beach to
accept a grant award up to the amount of this application for $131,827, and, that
the City Manager acting for the City of Seal Beach is hereby authorized and
empowered to execute in the name of the City of Seal Beach, all necessary
contracts and agreements, and amendments hereto, to implement and carry out
the purposes specified in the application.
Section 4. The City Council hereby approves the professional services
agreement ( "Agreement ") between the City of Seal Beach and Energy Innovation
Group, LLC for services related to the Grant Funding.

Section 5. The Council hereby directs the City Manager to execute the
Agreement.

Beach at a regular meeting held on the 14 day of December, 2009 by the
