Staff Report dated November 10, 1997 re: Orange County Council of Governments - Alternative Fuels Strategy Background Paper 2. Receive and File. Staff Report dated November 10, 1997 re: Orange County EV Infrastructure Program - Approval ofMOU and Contracts Motion by Hurley; second by McGuire to approve the consent calendar. Minutes of March 18, 1997 Mr. Hurley indicated Member Rosenman proposed a minimum review period for environmental documents during the Board concerns. Motion by Hurley; second by Christ to approve the Minutes of March 18, 1997 as amended. Motion Carried: AYES: NOES: ABSENT: 5-0-0 Christ, Burley, McGuire, Rosenman, Voce None None 4. Minutes of June 17, 1997 Boardmember Hurley indicated there were two typos on page 4. On the second to last line add "away" after "take". Motion by Hurley; second by Voce to approve the Minutes of June 17, 1997 as amended. Motion Carried: AYES: NOES: ABSENT: 5-0-0 Christ, Burley, McGuire, Rosenman, Voce None None 5. Minutes of August 19, 1997 BoardmemberMcGuire indicated she had a problem with "Staff Concerns" on page 3. She felt the Board gave the Planning Commission permission to start their review before the Board, but they weren't to be allowed to take final action. She asked to translate this portion verbatim. She indicated because of pending litigation this is very important and the Board want's to make sure doesn't set a precedent which can come back on the Board in the future. Mr. Curtis indicated it wouldn't cause a legal problem because there's no requirement that the Board consider this before the Planning Commission. Mr. Curtis indicated he could provide her with a copy of that portion of the Minutes for her to review. Mr. Curtis indicated stafPs goal is for the Board to consider this type of matter before the Planning Commission and certainly to be completed before the Commission. Motion by Christ; second by McGuire to table the Minutes of August 19, 1997 to the next meeting to aUow Boardmember McGuire to review the Staff concerns portion dealing with the date of the following meeting. Minutes of September 9, 1997 Boardmember Christ corrected the nominations for the Board elections. Mr. Curtis indicated these Minutes were transcribed by the department's secretary who is less familiar with the Board's voices. Motion by Voce; second by Hurley to approve the Minutes of September 9, 1997 as amended. Motion Carried: AYES: NOES: ABSENT: 5-0-0 Christ, Burley, McGuire, Rosenman, Voce None None 7. Minutes of September 16,1997 Boardmember McGuire had a concern with page 5 of the Minutes starting with "read or so you don't ... " on the very bottom of the page in the last paragraph it states, "Member McGuire said the Boardmembers need to have all the documents to take home to review. She said she has always been in favor of voting for adequacy but there are only three members present tonight." That's not what she remembers saying. She went into the meeting thinking she was going to vote for inadequacy. She indicated this whole portion of the transcript is totally off and asked to review the tape to provide a verbatim transcript. Motion by McGuire; second by Hurley to table the Minutes of September 16, 1997 to allow Boardmember McGuire to review the tape of the meeting. Minutes of October 23, 1997 Motion by Voce; second by McGuire to approve the Minutes of October 23, 1997. Motion Carried: AYES: NOES: ABSENT: 5-0-0 Christ, Burley, McGuire, Rosenman, Voce None None VIII. Staff Concerns - none. IX. Board Concerns Boardmember Hurley asked for a copy of Item 1 from tonight's agenda when it's released. Boardmember Voce discussed the City's tree policy. The Board discussed the need to have identifiable licensing for tree trimmers. Boardmember Christ indicated the City should consider issuing some sort of visible permit to stick on a bumper for business licenses. Chairman Rosenman indicated he would discuss this with the City Manager. Boardmember Christ discussed a coputer piracy business recently raided in the City. Boardmember McGuire discussed the status of leaf blower issue. The Board agreed to bring the matter back at its February meeting. She discussed confusion in the community regarding the Bixby for sale signs. She indicated the signs list the wrong acreage for the parcels and there are too many signs. The Board asked to agendize consideration of a letter regarding this matter at its January meeting. The Board discussed the scheduling of its next meeting. Mr. Curtis indicated there are currently no agendized items for the January 28th meeting. The Board determined to hold a meeting to finalize the two sets of tabled Minutes. x.
