SUBJECT: APPROVE PLANS AND SPECIFICATIONS FOR
LOCAL STREET RESURFACING PROGRAM
PROJECT NO. ST0906 -A (ST1004) - Old Town
SUMMARY OF REQUEST:
The City Council is asked to approve the plans and specifications for the Local
Street Resurfacing Program Project No. ST0906 -A (ST1004) — Old Town and
authorize staff to solicit bids.
BACKGROUND:
City Council allocated $5 million dollars for local street resurfacing. The City
Council created an Ad -Hoc committee to select various streets city -wide to be
paved. Based on the approved 2008 Pavement Management System and the
Ad -Hoc Committee, the following streets were selected:
OLD TOWN - Project No. ST0906 -A
1 S Street from Ocean Avenue to Marina Drive
6 th Street from Ocean Avenue to Electric Avenue
7 th Street from Ocean Avenue to Marina Drive
8 th Street from Ocean Avenue to Pacific Coast Highway
Central Avenue from Marina Drive to 12 Street
Seal Way from 11 th Street to 14 Street
The original project consisted of resurfacing streets in both Old Town and
College Park East. Staff divided the project into two separate projects, one in
Old Town, Project No. ST0906 -A and the other in College Park East, Project No.
ST0906 -13. Staff believes that by dividing the larger project into two smaller
projects, the City can receive some cost savings. There are aspects of each
project which are different for the different neighborhoods that would require
specialized subcontractors. Smaller companies will now be able to bid on the an

individual project separate from the other whereas before, only the larger paving
companies would be able to bid on the bigger project.
The scope of work in Old Town consists of removing curb & gutter and portions
of the parkway that are impervious and replacing with new curb & gutter and sod.
The project in Old Town also consists of grinding sections of concrete, paving
with rubberized asphalt, replacement of damaged sidewalk and driveway
entrances.
On October 14, 2009 the City held an open house for owners, residents and
tenants on the streets to be resurfaced to come and learn about the project and
ask any questions that they may have. Over 400 notices were mailed out for this
event. The five residents who showed up at the open house were pleased with
all aspects of this project and excited for it to move forward.
The complete bid package is located-in the City Engineer's office for review and
is ready to solicit bids.
In the approved 2009/10 Budget, Capital Improvement Project funds are
budgeted for Local Street Resurfacing, in the amount of $5,050,000.

The state of California has been 'borrowing' the City of Seal Beach's property tax
revenue to provide funds to close the State's revenue /expenditure deficit. This
fiscal year, 2009/2010, the amount is $750,000. The decisions of the State have
adversely affected the adopted FY 09/10 Municipal Budget. The impact has
been such that each City department has been asked to reduce their budget by
2.0 %, using the adopted budget as the basis for the reduction. The State's
'borrowings' not only reduce current year revenues; but, the borrowing also
affects the City's ability to replenish the unallocated General Fund revenues.
The unallocated reserves are the main funding source for Local Street

Resurfacing projects, such as Project No. ST0906 -A and Project No. ST0906 -B,
as well as many of the City's Capital Improvement Projects.
FINANCIAL IMPACT:
The cost for construction of Project No. ST0906 -A (ST1004) -Old Town is
$2,700,000. The cost for inspection is $170,000. The total cost to construct the
project in Old Town is $2,870,000. The funds for this construction are budgeted
in the 2009/2010 Budget and are sufficient to complete the construction of this
project.
RECOMMENDATION:
It is recommended the City Council approve the plans and specifications for the
Local Street Resurfacing Program Project No. ST0906 -A (ST1004) - Old Town,
and authorize staff to solicit bids.
