I. Pledge of Allegiance II. Roll Call Present: Absent: Members Hurley, Jones, and Porter Chairperson McGuire and Member Voce Mr. Mac Cummins stated that he had received a telephone call from Chairperson McGuire stating that due to a schedule conflict she would not be in attendance at tonight's meeting. Mr. Cummins stated that he had not heard from Member Voce. Member Jones inquired as to the procedure for advising the Board of a member's absence from EQCB meetings. Vice-Chairperson Hurley explained that the proper protocol was to notify the Board Secretary of an impending absence prior to the next scheduled meeting. MOTION by Jones; SECOND by Porter to excuse Chairperson McGuire. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Hurley, Jones, and Porter None McGuire and Voce III. City of Seal Beach Environmental Quality Control Board Meeting Minutes of August 25, 1999 Recommendation: Approve Minutes subject to any corrections determined appropriate. Vice Chairperson Hurley noted corrections to Page 2 Line 32 and Page 6 Line 2 of the minutes. Member Jones asked if changes could be made to the minutes of a meeting, since the "minutes are the minutes." Mr. Cummins noted that the minutes reflect what takes place during a meeting, and that any changes or clarification desired could be addressed during Board Concerns. BOARD REVIEW - EQCB STAFF REPORT re: "Draft Survey Work Plan, Subsurface Soil and Groundwater Investigation - Site 14; Naval Weapons Station Seal Beach. Report Dated July 22, 1999. Recommendation: Authorize the Chairperson to sign the draft response letter, with any additional comments determined appropriate. Instruct Staff to forward to the City Council and Planning Commission for information purposes. Receive and File Staff Report. Mr. Cummins provided a summary of the Staff Report for Site 14 at the Naval Weapons Station (NWS). He stated that this was formerly the site of an underground gasoline storage tank. In 1984 it was discovered that the tank had a leak, but how long the tank had been leaking could not be determined. Usage of the tank was immediately shut down and NWS has recently determined that this is a major problem at this site. A recent study shows that the subsurface soil is contaminated in the area of approximately 160,000 square feet, 1 to 2 feet deep. Baseline studies are now being done to determine clean-up procedures for this site. Member Jones noted that it would appear that the leakage would go deeper than 1 to 2 feet because steel gas tanks are usually 8 feet in diameter and their capacity varies based upon the length of the tank. Vice Chairperson Hurley noted that the report indicates that studies were being done to find "additional data on the extent of contamination in subsurface soil and groundwater associated with the gas tank." Mr. Cummins commented that the intent of the work plan was to continue to study the extent of the contamination. Member Jones noted that gasoline stations now install fiberglass tanks instead of steel tanks. Member Jones noted that fiberglass was an inert substance and would last longer while not interacting with the gasoline. Vice Chairperson Hurley noted that there was no references made to meeting the California Environmental Quality Act (CEQA) requirements. Mr. Cummins stated that this was probably because this is only a baseline survey and that CEQA would probably oversee approval of clean-up processes. MOTION by Porter; SECOND by Jones to authorize the Chairperson to sign the draft response letter with board-approved changes. Instruct Staff to forward to the City Council and Planning Commission for Information purposes. Receive and file Staff Report. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Hurley, Jones, and Porter None McGuire and Voce 8. Election of officers for 1999-2000 Term - Elect Chairperson and Vice Chair. Vice Chairperson Hurley requested that elections be continued until Member Voce could be present. He stated that he did not feel it was necessary to wait until Chairperson McGuire could be in attendance as she had indicated very clearly that as far as she was concerned, elections could be conducted without her being present. He said that Chairperson McGuire had noted that she was having conflicts with family activities at this time that she did not feel she would be able to resolve in the near future. MOTION by Hurley; SECOND by Jones to continue election of officers until the next meeting. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Hurley, Jones, and Porter None McGuire and Voce VIII. City of Seal Beach Environmental Quality Control Board Meeting Minutes of August 25, 1999 Member Porter noted that he would not be able to attend the October meeting, as he would be out of town. Member Jones noted that he also would not be able to attend the October meeting, as he would be on vacation the last week in October. Mr. Cummins announced that Staff could look into scheduling the meeting for an alternate week in October and that he would look into this and report at the September meeting. Vice Chairperson Hurley noted that when the minutes refer to an approved letter or other document that the Chairperson signs, if the words "with Board-approved changes" could be recorded. x. Adjournment MOTION by Jones; SECOND by Porter to adjourn to the scheduled September 1999 meeting date.
