I. Pledge of Allegiance II. Roll Call Present: Absent: Vice-Chairperson Hurley, Members Jones, Porter, and Voce Chairperson McGuire Vice Chairperson Hurley stated that he had spoken with Chairperson McGuire and she had expressed her interest in remaining on the Board and said that she would be in attendance at future meetings. Vice-Chairperson Hurley then recommended that Chairperson McGuire be excused from tonight's meeting. MOTION by Voce; SECOND by Jones to excuse Chairperson McGuire. RECEIVE AND FILE - Staff Report to City Council: Re: "Response to Notice of Preparation of Draft EIR-Bixby Long Beach Project-City of Long Beach." Member Jones referred the Board to Page 9 of the Staff Report, Section 6 (labeled TransportationlTraffic) Line 8 of the 2nd paragraph, which reads, "The impacts upon the San Gabriel River BridgelPacific Coast Highway transportation corridor from the proposed project and all other cumulative projects within this area of Long Beach, including the Selleck project, and other projects within Los Alamitos Bay, should be thoroughly addressed." He then referred to the last sentence on Page 9, which reads, "We wish to emphasize that vehicular access to the College Park West neighborhood in Seal Beach is through Studebaker Road and 7th Street. II Member Jones stated that as a resident of College Park West, he believed this last point should be more strongly emphasized. He said that the offramp from the westbound 22 Freeway to access Studebaker Road contributes 75% of the southbound traffic on Studebaker Road. He believes that the Bixby Long Beach Project would create an "immense impace upon traffic and safety at the 22 Freeway West offramp and College Park Drive location. He repeated that the response to the Notice of Preparation for this project should place more emphasis on this issue. Mr. Whittenberg reported that the deadline for a response to the Notice of Preparation was November 6, 1999, and the letter had already been sent. He said that when the Draft EIR is received, Staff would focus on this issue when preparing the comments. Vice-Chairperson Hurley noted that the traffic situation at this intersection was an ongoing one. He inquired whether this issue had previously been addressed. Mr. Whittenberg stated that he was unable to answer this as the Public Works and Engineering Department is responsible for traffic concerns. Member Jones noted that some concerns were expressed during the Bixby Old Towne Project hearings. Vice-Chairperson Hurley asked if the State would be responsible for these improvements. APPROVAL OF MINUTES - September 29,1999 Recommendation: Approve Minutes subject to any corrections determined appropriate. Vice-Chairperson Hurley noted the following corrections: Page 3, Line 42 should read: "... the first paraoraph of the letter was confusing... · Page 4, Line 32 should read: ..... in the long run help to lessen traffic congestion... · Page 5, Line 27 should read: ..... the reason the proposed Marriott Assisted Livino Facilitv is not addressed..." Page 5, Line 39 should read: · 2.3 D" Member Jones abstained to vote on this item, as he was not in attendance at this meeting. BOARD REVIEW - EQCB STAFF REPORT Re: City Response Letter re: "Draft Groundwater Feasibility Study Report, Installation Restoration Sites 40 & 70, Naval Weapons Station, Seal Beach.. Recommendation: Authorize the Chairperson to sign the draft response letter, with any additional comments determined appropriate. Instruct Staff to forward to the City Council and Planning Commission for information purposes. He said that several groundwater treatment programs to remediate these sites had been evaluated, and the resource agency was now requesting public input to determine which treatment program the community would prefer. He stated that Staff would draft a letter with the recommendations of the EQCB regarding the preferred method of treatment for the polluted water. He said that remediation of both sites would be quite costly for the NWS and he read from the NWS report that states "it should not be considered that the Navy accepts final remediation goals for IR Sites 40 and 70: Mr. Whittenberg stated that this reflects that the Navy is not sure to what level they want to clean things up. He stated that the City was concerned with this type of "wide openll approach and, therefore, in the response letter Staff recommends that other agencies look at this type of decision before it is made. He said that Staff was recommending that the Water Quality Control Board, the Department of Toxic Substance Control, and the City review the methods for remediation. MOTION by Voce; SECOND by Porter to authorize the Vice-Chairperson to sign the draft response letter with board-approved changes. Instruct Staff to forward to the City Council and Planning Commission for Information purposes. Receive and file Staff Report. MOTION CARRIED: AYES: NOES: ABSENT: 4-0-1 Hurley, Jones, Porter, and Voce None McGuire 14. Election of new Chairperson and Vice-Chairperson. Vice-Chairperson Hurley recommended that this item be continued to the meeting of January 2000 when all members of the Board would be present. MOTION by Voce; SECOND by Porter to continue this item to the January 26, 2000 meeting. MOTION CARRIED: AYES: NOES: ABSENT: 4-0-1 Hurley, Jones, Porter, and Voce None McGuire 15. Reschedule December Meeting. Staff Concerns Mr. Whittenberg took this opportunity to wish the Board a Happy Holiday Season. IX. Board Concerns Member Voce stated Parks & Recreation had held a meeting regarding use of Gum Grove Park to walk or run dogs. He said that he was stilI awaiting further information on this issue. Vice-Chairperson Hurley inquired if other remediation contractors for the NWS were bound by the same safety standards as the current contractor, Foster-Wheeler. Member Voce noted that these contractors were all subject to the California State Health and Safety Standards and the California Environmental Quality Act (CEQA). Mr. Whittenberg stated that these reports would only be prepared at the time that a site activity clean up is going on. Vice-Chairperson Hurley also asked about the Environmental Impact Report (EIR) for the Orange County Sanitation District Strategic Plan. He stated that he did not understand how sanitation drains were affected by wet weather. Mr. Whittenberg explained that a proposal was being made to take storm water and run it through the sewer systems to the treatment facility. He said that the concern of the OC Sanitation District was that this would overload sewer systems and could cause a backup of waste. Vice-Chairperson Hurley then asked if, in the City's response to comments, Staff had recommended treatment of storm drainage waters during the dry season to prevent further pollution of the ocean. Mr. Whittenberg confirmed that this was one of the recommendations. X.
