I. Pledge of Allegiance II. Roll Call Present: Absent: Also Present: Chairperson Porter, Members Hurley, and Voce Members Jones and McGuire Department of Development Services Mac Cummins, Assistant Planner Mr. Cummins stated that he had received a telephone call from Member Jones stating that due to a prior commitment, he would be unable to attend tonight's meeting. MOTION by Hurley; SECOND by Voce to excuse Member Jones. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Porter, Hurley, and Voce None Jones and McGuire III. APPROVAL OF MINUTES - March 1, 2000 Recommendation: Approve Minutes subject to any corrections determined appropriate. Vice-Chairperson Hurley noted a typographical error on Page 3, Line 48 and requested that the text be corrected to read: "There being no other nominations, Vice-Chairperson Hurley closed the nominations for Vice-Chairperson." City of Seal Beach Environmental Quality Control Board Meeting Minutes of March 29, 2000 MOTION by Voce; SECOND by Hurley to approve the Minutes of March 1, 2000 as amended. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Porter, Hurley, and Voce None Jones and McGuire 9. City Response Letter Re: "Draft Addendum NO.1 (Bench-Scale Test for IR Site 40) - Work Plan For Long-Term Groundwater Monitoring at Installation restoration Sites 40 and 70, Naval Weapons Station, Seal Beach." Recommendation: Authorize the Chairman to sign the draft response letter, with any additional comments determined appropriate, and instruct staff to forward to the City Council for Information. Chairperson Porter requested for the signature page of the Staff Report that his name be corrected to read Joseph Porter III. He asked if it was appropriate to use "Sincerely," as opposed to "Very truly yours," in the closing before the signature. He stated that "Sincerely," seems very friendly. Mr. Cummins responded that using "Sincerely," was the standard practice. Chairperson Porter said this was fine then. MOTION by Hurley; SECOND by Voce to authorize the Chairperson to sign the draft response letter with the changes approved by the board. Instruct Staff to forward to the City Council for information purposes. Receive and File Staff Report. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Porter, Hurley, and Voce None Jones and McGuire 10. City Response Letter Re: "Receipt of City of Westminster "Notice of Preparation for an Environmental Impact Report on the Westminster Infrastructure Revitalization Plan. Recommendation: Authorize the Chairman to sign the draft response letter, with any additional comments determined appropriate, and instruct staff to forward to the City Council for Information. Vice-Chairperson Hurley asked how City Council felt about this item. Vice- Chairperson Hurley stated that he thought it unusual that the City of Westminster described all potential impacts of this project and included references to construction, but never described the kinds of mitigation activities that would be Page 3 .~ 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 .~~ 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 .46 City of Seal Beach Environmental Quality Control Board Meeting Minutes of March 29, 2000 evaluated. He said that this appeared to be a "program EIR" that would cover a whole list of projects. Vice-Chairperson Hurley noted corrections that he felt would make the letter read more clearly. He asked if in response to the City of Westminster's notice could Staff indicate in the letter that the EQCB does not have any comments to make on the EIR at this time. Member Voce stated that in order to prevent any assumption of Council approval, this should not be done at this point. He noted that the City of Westminster was simply notifying the City of Seal Beach of their plans to draft an EIR that will be provided at a later time. Vice-Chairperson Hurley asked if it would not be courteous to provide comments. Mr. Cummins agreed with Member Voce. He stated that when the City is commenting on environmental matters, there is no need to place any kind of language in the letter either affirming or condemning the program as currently the details of the program are not available. MOTION by Voce; SECOND by Porter to authorize the Chairperson to sign the draft response letter with the changes approved by the board. Instruct Staff to forward to the City Council for information purposes. Receive and File Staff Report. MOTION CARRIED: AYES: NOES: ABSENT: 2-1-2 Porter and Voce Hurley Jones and McGuire VII. Staff Concerns None. VIII. Board Concerns Vice-Chairperson Hurley asked if, as requested at the last meeting, Staff had inquired about the coalition of cities formed to address urban runoff. Mr. Cummins responded that he had inquired and the City of Seal Beach is a member of the coalition. Vice-Chairperson Hurley asked if a budget was required for participation. Mr. Cummins responded that it was his understanding that no budget allocation was required. Vice-Chairperson Hurley asked when the City would be making budget proposals for 2000-2001. Mr. Cummins responded that these proposals were in progress. Vice-Chairperson Hurley asked who the other city members were. Mr. Cummins referred Vice-Chairperson Hurley to Mr. Dan Dorsey, Assistant City Manger, who is the contact person for this information. Vice-Chairperson Hurley expressed his appreciation to Mr. Cummins for providing additional reading materials related to items under consideration by the EQCB. City of Seal Beach Environmental Quality Control Board Meeting Minutes of March 29, 2000 Chairperson Porter asked if anyone had heard from Member McGuire. Mr. Cummins reported that the City Council member for the 4th District, Patty Campbell, would be contacted to determine whether Member McGuire would be returning. Chairperson Porter recommended that Staff contact Member McGuire before contacting Councilperson Campbell. Member Voce reported that Propositions 12 and 13 had passed and that this was a good indication of the concern for the coast by the citizens of Seal Beach. IX. Adjournment MOTION by Hurley; SECOND by Voce to adjourn to the next meeting of April 26, 2000.
