COUNTY SANITATION DISTRICT FUNDING
PRIORITIES FOR FISCAL YEAR 2011
SUMMARY OF REQUEST:
Approve support for Orange County Sanitation District funding priorities and
authorize the Mayor's signature on the attached letters of support.
BACKGROUND:
Each year, the Orange County Sanitation District (OCSD) asks Congress to
assist in funding priority projects and this year, both the Senate and House are
asking for letters of support from elected officials.
Jim Ruth, General Manager for OCSD has indicated that OCSD is requesting
funding and project assistance for 2 projects: 1) Environmental Protection
- Agency's State Tribal Assistance Grant (STAG) program for Secondary
Treatment Upgrades and 2) Department of Energy to build a Fuel CeII Power
Generation. The OCSD provides wastewater treatment to north and central
Orange County and is a recognized leader in the industry for innovation,
environmental stewardship and efficiency.
FINANCIAL IMPACT:
No impact.
RECOMMENDATION:
That Council approves supporting Orange County Sanitation District funding
priorities and authorize the Mayor's signature on the attached letters of support to
be sent to the appropriate legislators.

Dear Senator Boxer,
On behalf of the the City of Seal Beach, I write in strong support of the Orange County Sanitation
District's fiscal year 2011 budget request. This request seeks your support of project assistance
through the Environmental Protection Agency's State Tribal Assistance Grant (STAG) program.
The District is seeking $3 million to upgrade critical infrastructure and bring OCSD to full secondary
treatment, as dictated under our Federal Consent Decree.
OCSD serves the more than 2.5 million Orange County residents and as a community leader, I know
this regionally significant project will help protect the environment and public health. During these
difficult budgetary times, the requested assistance will create good jobs, keeps the economy moving
while protecting precious ecosystems. I want to emphasize that this request is ready to proceed to
construction and is fully authorized under the appropriate federal law.

On behalf of the City of Seal Beach, I write in strong support of the Orange County Sanitation
District's fiscal year 2011 budget request. This request seeks your support of project assistance
through the Department of Energy to build fuel cell power generation. This unique project converts a
wastewater byproduct, digester gas, into clean energy powered by a renewable fuel. The District is
seeking $5 million for this project.
These new sources of energy can replace the current internal combustion generators and emissions
will be reduced by 92 percent. Another potential benefit of installing fuel cells operating on digester
gas is that the fuel cell could produce hydrogen gas to be compressed, stored and made available to
hydrogen powered vehicles.
OCSD serves the more than 2.5 million Orange County residents and as a community leader, I know
this regionally significant project will help protect the environment and public health. During these
difficult budgetary times, the requested assistance will meet the goals of creating clean energy from
a renewable source and will be model for other wastewater treatment agencies so they can move to
