ST1005 SUMMARY-OF REQUEST: The City Council is asked to approve the plans and specifications for the Seal Beach Boulevard Resurfacing Project from Pacific Coast Highway to Bolsa Avenue, Project; No. ST1005 and authorize staff to solicit for bids. BACKGROUND: As part of the Economic Stimulus Federal Funds, Orange County has been awarded $33,000,000 for transportation funds to 34 cities. The City of Seal Beach has been awarded $500,000 based on population. Staff designated the funds to resurface Seal Beach Boulevard from Pacific Coast Highway to Bolsa Avenue. In order to receive the funds, the Federal Government distributes the funds to the State Department of Transportation, Caltrans. Caltrans in turn administers the funds directly to each local agency. The administration process for receiving the funds is lengthily and time consuming. Staff has completed the process and has obtained clearance and approval to administer the funds for this project. Engineering staff prepared a full bid package to advertise and solicited for bids for the Seal Beach Boulevard Resurfacing Project from Pacific Coast Highway. to Bolsa Avenue, Project, No. ST1005. The scope of work consists of grinding and paving back approximately 160,000 square feet of rubberized asphalt. The cost of construction is estimated at $496,413. Agenda Item J Page 2 The plans and specifications have been completed and approved by the City Engineer and staff is ready to solicit for bids. The plans and specifications are available for review in the City Engineer's office. The City is additionally seeking a budget amendment in the amount of $500,000, which will be reimbursed in full by the state, for construction of the Seal Beach Boulevard Resurfacing Project from Pacific Coast Highway to Bolsa Avenue, Project No. ST1005. FINANCIAL IMPACT: There i`s no impact to the City. The $500,000 is a one time distribution and there is no City match requirement. A request for a budget amendment in the amount of $500,000 is included in the mid -year budget amendment. RECOMMENDATION: It is recommended City Council approve the plans and specifications forthe Seal Beach Boulevard Resurfacing Project from Pacific Coast Highway to Bolsa Avenue, Project No. ST1005 and authorize staff to solicit for bids.
