Pledge of Allegiance II Roll Call Present: Absent: Also Present: Chairperson Porter, Members Hurley and Jones Members McGuire and Voce Department of Development Services Mac Cummins, Assistant Planner Mr. Cummins reported that he had spoken to Member McGuire and she said that she would begin attending the EQCB meetings beginning next month. Chairperson Porter asked if Staff had heard from Member Voce. Mr. Cummins responded that he not heard from him. Chairperson Porter stated that Member Voce would probably be in attendance tonight. MOTION by Porter; SECOND by Hurley to excuse Member McGuire. V Consent Calendar 1. RECEIVE AND FILE - Staff Report to EQCB Re: Receipt of Final EIR and Responses to Comments - Bolsa Chica Water Transmission Line and Wastewater Service Project, Southern California Water Company (Application Nos. 98-11-003 and 98-11-015). 2. RECEIVE AND FILE - Receipt of "Final Addendum NO.1 (Bench-Scale Test for IR Site 40) Work Plan for Long-Term Groundwater Monitoring at Installation Restoration Sites 40 & 70, Naval Weapons Station, Seal Beach." 3. RECEIVE AND FILE - Receipt of "Public Notice - Naval Weapons Station, Seal Beach, Class 1 Permit Modification for a Hazardous Waste Storage Facility." MOTION by Hurley; SECOND by Jones to approve the Consent Calendar as presented. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Hurley, Jones, and Porter None McGuire and Voce VI Scheduled Matters 4. APPROVAL OF MINUTES - April 26, 2000. Recommendation: Approve Minutes subject to any corrections determined appropriate. Vice-Chairperson Hurley requested corrections be made to Page 5, Line 18 of the Minutes of April 26, 2000. Chairperson Porter noted a correction to be made to Page 5, Line 19. Vice-Chairperson Hurley stated that it might be appropriate to table approval of the Minutes until Member Voce arrives. 5. City Response Letter Re: Comments on Mitigated Negative Declaration - Garden Grove Channel Realignment," County of Orange. Recommendation: Authorize the Chairman to sign the draft response letter, with any additional comments determined appropriate, and instruct staff to forward to the City Council for information. At some point in the future a Mitigated Negative Declaration will be completed. Item No. 5 is simply a response letter from the City acknowledging receipt of the notification and also includes recommendations for items to include in the Negative Declaration. MOTION by Hurley; SECOND by Jones to authorize the Chairperson to sign the draft response letter, with the changes approved by the board. Instruct Staff to forward to the City Council for information purposes. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Hurley, Jones, and Porter None McGuire and Voce Mr. Cummins recommended voting on the Minutes of April 26, 2000 as it appeared that Member Voce would not be in attendance. MOTION by Jones; SECOND by Hurley to approve the Minutes of April 26, 2000 as amended. MOTION CARRIED: A YES: NOES: ABSENT: 3-0-2 Hurley, Jones, and Porter None McGuire and Voce VII Staff Concerns Memo to EQCB Re: Board Concerns from meeting of April 26, 2000. Mr. Cummins stated that as his schedule has allowed he was able to acquire a map designating the wetlands along the Gum Grove Park border, but the map scale makes it difficult to delineate where the property border is and what proximity it is to a wetland. He stated that regarding the 50-foot buffer, the general policy guidelines usually prohibit development within 100 feet of wetlands. He noted that he telephoned Fish & Wildlife, the Army Corps of Engineers, and the Hellman Ranch biologist to see if they are aware of any regulations that reflect a buffer zone for wetlands. Member Jones stated that Staff may never be able to determine where the property line is. Mr. Cummins noted that once the property is surveyed for the Hellman Project, Staff will know exactly where the property line is and this will enable Staff to determine where the wetlands lie. He stated that the City is attempting to determine if it is responsible for designating a buffer zone. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Hurley, Jones, and Porter None McGuire and Voce Member Jones expressed his concern over seeing increased occurrences of gang graffiti along the City boundaries, particularly along the bicycle trail along the San Gabriel River at ih Street on the pier walls and on some of the temporary construction barricades. He said if this problem is not addressed, the incidences of graffiti marking will continue or increase. Mr. Cummins noted that the Seal Beach Police Department (SBPD) would be contacted regarding this concern. Chairperson Porter stated that citizens should be made aware of how to deal with gang graffiti or other types of gang activity occurring near or within their neighborhoods. Vice-Chairperson Hurley asked if the SBPD had a gang specialist. Mr. Cummins responded that he did not know if they did. Chairperson Porter again requested that Staff follow up on this issue. Chairperson Porter reported that he would not be in attendance for the August 2000 meeting and requested that Vice-Chairperson Hurley to chair that meeting. IX Adjournment MOTION by Porter; SECOND by Jones to adjourn to the scheduled meeting of June 2000.
