CITY OF SEAL BEACH Environmental Quality Control Board Minutes April 25, 2001 The Environmental Quality Control Board (EQCB) meeting of April 25, 2001 was called to order by Chairperson Porter at 6:30 p.m. The meeting was held in City Council Chambers. Pledge of Allegiance II Roll Call Present: Absent: Also Present: Chairperson Porter, Jones, Unrath, and Voce Vice-Chairperson Hurley Department of Development Services Mac Cummins, Assistant Planner Chairperson Porter requested that the record show that Vice-Chairperson Hurley is excused from attending tonight's meeting. III Approval of Agenda MOTION by Voce; SECOND by Porter to approve Agenda as presented. APPROVAL OF MINUTES - February 28, 2001 Recommendation: Approve Minutes subject to any corrections determined appropriate. Member Unrath noted corrections to Page 2, Line 41 and stated that this line should read "reinforcement of the boom across the Los Angeles River..." He also noted that Page 3, Line 37 should reflect "Member Unrath said he would not be able to attend." He also requested that the word "eucalyptus" be capitalized whenever used. Chairperson Porter noted for the record that Member Jones would abstain from voting on this item, as he was not present for the meeting of February 28, 2001. MOTION by Voce; SECOND by Porter to approve Minutes of February 28, 2001 as amended. APPROVAL OF MINUTES - March 14,2001 Recommendation: Approve Minutes subject to any corrections determined appropriate. Member Unrath noted that he was not present at the meeting of March 14, 2001 because he was on a business trip. Chairperson Porter asked that the record show Member Unrath as excused nuncprotunc from the meeting of March 14,2001. Member Jones noted for the record that he would abstain from voting on this item, as he was not in attendance at the meeting of March 14,2001. MOTION by Voce; SECOND by Porter to approve Minutes of March 14, 2001 as presented. MOTION CARRIED: AYES: NOES: ABSENT: ABSTAIN: 2-0-1-2 Porter and Voce None Hurley Jones and Unrath VII Staff Concerns Mr. Cummins noted that the Boeing Project has not been returned to Staff due to the need for very lengthy responses to comments received. He indicated that Staff is working on this and will attempt to complete this and return this item to the EQCB as soon as possible. Member Unrah asked if Staff had received his letter to them. Mr. Cummins stated that they had received it. VIII Board Concerns Chairperson Porter stated that he is very impressed with the minutes for EQCB meetings. He commended the detail and accuracy of the minutes. Member Voce stated that he was provided with a review of the landscape plans for replanting of the trees along Seal Beach Boulevard. He said that he had questioned a couple of the proposed species for planting along the median. He stated that he was concerned about the new signal to be added with the Boeing Property development and stated that the timing on signals "is an outrage." He said that something should be done right away. He said that he had expected traffic flow to improve with the installation of new signals and improved timing, but it has not. He encouraged the Board to file formal complaints with the City Traffic Engineer. He said that he wanted to know why the timing on these signals was so bad and when it would be alleviated. He stated that he believed it is incumbent on everyone to make sure that traffic flows as smoothly as possible. . Member Voce noted that not only do the lights need to be appropriately timed, but they also must be synchronized to contribute to the efficiency of the traffic flow patterns. Mr. Cummins interjected that the best person to contact would be the City Clerk, as any documents submitted will be recorded and distributed to the appropriate department. Mr. Cummins also recommended contacting the City Traffic Engineer, Mr. Steve Badum. Member Unrath noted that traffic making a left turn from Seal Beach Boulevard onto St. Cloud appear to be spending an inordinate amount of time waiting to enter the left-turn pocket. He also stated that the synchronization pattern of the lights at the Mobil Station changes as soon as a car comes out of Rossmoor Center shortening the green light on Seal Beach Boulevard and allowing only a few cars to drive through the light at anyone time. Member Voce stated that he believed Target is "calling the shots now" regarding the traffic signals. Member Unrath commented on the proposed legislation that would remove restrictions on pollution from power plants in an effort to increase the production of electrical power. Member Jones stated that he is delighted to report that there have recently been tree plantings along the streets in College Park West. He also noted that he was very pleased with the repairs made to the entranceway to College Park West. He then commented on the median strip planted last year that is now blossoming beautifully. Chairperson Porter complimented the 5 & 1 OK Run and congratulated Parks and Recreation for doing such a good job. He stated that this was a great event. IX Adjournment Chairperson Porter adjourned the meeting at 7:15 p.m. to the next scheduled meeting of May 2001.
