HomeMy WebLinkAboutCC AG PKT 2010-02-22 #HAGENDA STAFF REPORT DATE: February 22, 2010 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Terrence Belanger, Interim Director of Public Works SUBJECT: APPROVE PLANS AND SPECIFICATIONS FOR STRIPING AND SIGNAGE IMPROVEMENTS PROJECT NO. ST1008 -B SUMMARY OF REQUEST: City Council is asked to approve plans and specifications for Striping and Signage Improvements Project No. ST1008 -B and allow staff to solicit bids. BACKGROUND: The City has inconsistent traffic markings throughout the City, which need to conform to current California Manual of Uniform Traffic Control Devices (MUTCD) Standards. Albert Grover & Associates prepared and submitted a Seal Beach Traffic Signal System Operational Analysis Report that outlined the needed traffic improvements in the City. The original project consisted of signal, signing, and striping improvements citywide. Staff divided the project into two separate projects; one is Traffic Signal Upgrades, Project No ST1008 -A and the other is Striping and Signage Improvements, Project No ST1008 -B. Staff believes that by dividing the project into two smaller projects, the City will receive cost savings. There are aspects of each project which require different licenses. Smaller companies will now be able to bid on the individual project separate from the other whereas before, only general license contractor would be able to bid on the project. Striping and Signage Improvements Project consists of installing new traffic signs and striping of stop bars and legends through out the city. These traffic improvements on arterials and local roads will enhance traffic efficiency and conform to the latest California MUTCD. Agenda Item H Page 2 The plans and specifications have been completed and approved by the City Engineer and staff is ready to solicit for bids. Plans and specifications are available for review in the City Engineer's office. FINANCIAL IMPACT: Iln the 2009/10 Adopted Budget, $50,000 of General Fund money is allocated for Project No. ST1008, which consist of two projects. The engineer's estimate for construction on this project is $25,000, $2,500 for inspections and $2,500 for contingency totaling $30,000. With the current economical situation, staff anticipates bids coming in below the engineer's estimate. Staff will not exceed the allocated budget. If bids do come in higher, staff will eliminate items from the project. RECOMMENDATION: It is recommended the City Council approve the plans and specifications for Striping and Signage Improvements Project No. ST1008 -B and allow the staff to solicit bids.
