Environmental Quality Control Board
Minutes of October 27, 2004
Chairperson Voce called the meeting of the Environmental Quality Control Board
(EQCB) of October 27, 2004 to order at 6:30 p.m. The meeting was held in City Hall
Conference Room 28.
Roll Call

Chairperson Voce noted that Member Barton is to be excused as she had indicated at
the last meeting that she would not be in attendance tonight.

he was not present at the meeting of September 29,2004.

4. City Comment Letter Re: Draft Technical Memorandum - Tier II Ecological
Rick Assessment, Site 74, Naval Weapons Station Seal Beach.
Recommendation: Approve Comment Letter subject to any corrections
determined appropriate. Receive and File Staff Report.
Staff Report
Mr. Whittenberg stated that Site 74 is the former skeet range area, which has a lot of
lead in the soil since there was a lot of shooting of ammunition at this location. He said
that the report discusses how great a clean up effort would be appropriate given the
impact to the National Wildlife Refuge (NWR) and endangered bird species that
habituate that area. He noted that the report indicates that if the best possible clean up
effort is made, approximately 13 acres would be impacted, and this would address the
concerns for Belding's savannah sparrows. He said that although the report doesn't

state it directly, it infers that the best possible clean up could create a significant impact
to the NWR and focusing remediation on the next most impacted species (the light~
footed clapper rail) would involve only 8.1 acres creating less impact, but further
evaluation is needed. Mr. Whittenberg then noted that the report does not state what
will eventually be done. He indicated that Staff did not find anything technically that
raised any red flags. Chairperson Voce recommended reviewing the comments
received from the Fish and Wildlife Service. Mr. Whittenberg indicated that because
this is the first draft of the document, Staff has received no comments from any other
agencies.
Member Hurley referred to the map in Figure 5-1 "Potential Cleanup Footprints For Site
74," and noted that he was not able to locate the road that bisects Site 74 as indicated
in the report. He then noted that based upon Figure 5.1 regardless of whether 8.1 acres
or 13.5 acres are remediated, most of the NWR will be taken care of in the process. He
then noted a correction to Page 7, Line 3 of the comment letter. Member Hurley then
commented that after reviewing all of the tables and photos in the report, he could not
believe that the members had not been provided a map of the entire site.

VI Staff Concerns
Mr. Whittenberg stated that currently he has no items pending for the November 2004
meeting date and he does not project having any items for that date. He noted if
necessary, a meeting could be adjourned in early December. He said that Staff would
contact the members to let them know if the regularly scheduled meeting for December
is to be canceled.
Mr. Whittenberg then stated that the owners of the Rossmoor Center property contacted
Staff today to report that they wish to suspend processing any work on the Village at
Rossmoor project.
VII Board Concerns
Member O'Malley inquired about the California Coastal Commission (CCC) hearing for
Ruby's on the Pier. Mr. Whittenberg stated that the permit was approved with minor
changes.
Chairperson Voce extended a welcome on behalf of the EQCB to Christy Teague the
new Senior Planner for the City of Seal Beach.
