Roll Call Present: Chairperson Voce, Members O'Malley, and Vineyard Absent: Members Barton and Hurley, Also Present: Department of Development Services Lee Whittenberg, Director Christy Teague, AICP, Senior Planner Mr. Whittenberg stated that both Member Barton and Member Hurley had previously indicated that they would not be in attendance tonight, and should be excused. So ordered by Chairperson Voce. II Approval of Agenda MOTION by O'Malley; SECOND by Vineyard to approve the Agenda as presented. Approval Of Comment Letter Re: "Draft Remedial DesignlWork Plan, Enhanced Bioremediation, Installation Restoration Site 40 (Concrete Pit/Gravel Area), Naval Weapons Station, Seal Beach. 01-12-05 EQCB Minutes.doc Page 2 of 5 .~ 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 .23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 .45 46 City of Seal Beach Environmental Quality Control Board Meeting Minutes of January 12, 2005 Recommendation: Authorize the Chairman to sign the proposed comment letter, with any revisions determined appropriate by the Board. Authorize staff to forward a copy of the comment letter to the City Council for information. Receive and File Staff Report. Member O'Malley noted that this was very interesting reading and he was glad to have had the opportunity to visit the site. He said the mitigating process being used is quite interesting. MOTION by O'Malley; SECOND by Vineyard to authorize the Chairperson to sign the proposed comment letter as presented and authorize staff to forward a copy of the comment letter to the City Council for information. Approval Of City Response Letter Re: Final Post-Closeout Inspection and Maintenance Plan, Installation Restoration Program Site 7 (Station Landfill), Naval Weapons Station. Recommendation: Authorize the Chairman to sign the draft response letter, with any additional comments determined appropriate. Instruct staff to forward the comment letter to the City Council for information. Receive and File Staff Report MOTION by O'Malley; SECOND by Vineyard to authorize the Chairperson to sign the draft response letter as presented. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Voce, O'Malley, and Vineyard None Barton and Hurley Member O'Malley commented that he found it interesting that the letter mentions the inspection of Site 4. Mr. Whittenberg noted that because it is immediately adjacent to Site 7, Site 4 should be taken into consideration when planning long-term inspections of Site 7. VI Staff Concerns Mr. Whittenberg reported that the Mitigated Negative Declaration (MND) for the Hellman Tank Farm Replacement has been distributed and copies have been provided for the members of the EQCB. He noted that the project itself involves a permitted use under the Hellman Ranch Specific Plan, so no discretionary approval is required, but appropriate environmental documents must be prepared prior to submission to the California Coastal Commission (CCC) for approval of this project. Mr. Whittenberg then reported that Staff had received updated information on the longstanding contamination issue at the corner of Seal Beach Boulevard and Pacific Coast Highway (formerly the Shore Shop). He stated that the Regional Water Quality Control Board (RWQCB) is now prepared to declare this site sufficiently clean and will close out this case. He indicated that once this is done, Avalon Homes could then complete construction of the remaining home for this lot. VII Board Concerns Member O'Malley asked if Staff had any items scheduled for the EQCB February meeting, as he may be out of town at the end of February. Mr. Whittenberg stated that at this point he could not be certain whether he would have any items for the Board to review in February. Member O'Malley then inquired whether the City of Long Beach intends to move forward with the Home Depot Project. Mr. Whittenberg stated that this question was addressed in the City's comments to the Notice of Preparation for the Environmental Impact Report (EIR). The Director of Development Services then continued by stating that the San Gabriel River Master Plan EIR is not yet available for review. Member O'Malley then inquired whether Staff had received any information from the new management of the Rossmoor Center. Mr. Whittenberg stated that Staff has met with management and they have indicated that they plan to meet with all of the existing tenants at the Rossmoor Center to get a better idea of all of the issues, and will then meet again with Staff to discuss future plans for the center. Member Voce inquired if an additional signal is to be installed at the entrance to the Leisure World Center to accommodate entry into the new Carl's Jr. Restaurant. Mr. Whittenberg indicated that there would be no new signal. Member Voce then expressed his concerns about the timing of the traffic signals along Seal Beach Boulevard (SBB). Member Vineyard stated that the pedestrian crosswalk at SBB and Lampson Avenue should be located at the south side of the intersection for easier access to the Ayes Hotel and the other businesses near the hotel. He noted that there is no sidewalk on the north side of Lampson Avenue. Mr. Whittenberg noted that the City had no right-of- way along the golf course on the north side to add sidewalks. Member Vineyard suggested that the City provide an additional lighted crosswalk on the south side of the SBB and Lampson intersection so that pedestrians would not have to cross the street 01-12-05 EQCB Minutes.doc Page 4 of 5 .~ 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 . . VIII Adjournment Chairperson Voce adjourned the meeting at 6:50 p.m. to the next scheduled meeting of January 26, 2005.
