CALL TO ORDER Mr. Whittenberg called the Archaeological Advisory Committee Meeting of March 14, 1994 to order at 5:00 PM, in the City Council Chambers. 2. ROLL CALL Present: Members Belardes, Benjamin, Davies, Fitzpatrick, Frietz (5: l2 PM), Goldberg, Hahn, and Price Absent: Members Aviani, Frietz, and Unatin. Mr. Whittenberg indicated that Mr. Aviani had called, indicating a conflict in his schedule. It was moved by Member Hahn, seconded by Member Davies to excuse the absence of Member Aviani. There being no objections, it was so ordered. Mr. Whittenberg indicated he had not heard from Members Frietz and Unatin. Staff Present: Lee Whittenberg, Development Services Director Committee Member Belardes served as Chairman. 3. APPROVAL OF MINUTES A. Minutes of February 9, 1994 Chairperson Belardes asked if there were any corrections or additions to the minutes of February 9, 1994? Member Hahn indicated that the next to the last sentence in Paragraph 2 should have the following clause added at the end of the sentence: ", and in fact may not occur at all" . MOTION by Hahn, SECOND by Goldberg to approve the Minutes of February 9, 1994, with the correction as noted. There being no objection, it was so ordered by Chairman Belardes. REVIEW OF DRAFT LETTER to State Office of Historic Preservation re: Rough Draft "ARCHAEOLOGICAL, HISTORICAL and ARCHITECTURAL EVALUATION of CULTURAL RESOURCES on the NA VAL WEAPONS STATION, SEAL BEACH", prepared by Ogden Environmental and Energy Services, Inc., June, 1993. Mr. Whittenberg indicated that at the direction of the Committee on February 9, 1994, he has had further discussions with both Richard Williamson, Public Information Officer at the Naval Weapons Station, and Nicholas Del Cioppo of the State Office of Historic Preservation. Mr. Williamson has indicated that internal Navy discussions are still ongoing regarding the release of the complete Ogden report to the Committee, and he is hopeful the document will be provided shortly. Movement towards the requested meeting with representatives of Ogden and the Navy to discuss the concerns of the Committee is still progressing also. Mr. Del Cioppo has indicated his agency has not started a review of the Ogden report, and suggested the Committee send a letter to the director of SHPO outlining the concerns of the Committee regarding the review process of the document, but not being specific as to exact concerns with the document. Based on those conversations, a draft letter to SHPO has been prepared by staff for consideration of the Committee. Member Frietz arrived at 5: 12 P.M. Mr. Fitzpatrick inquired as to the status of proposed construction projects at the Naval Weapons Station, such as the Bachelor Enlisted Quarters project. His concern was that if cutbacks are affecting the Station, many proposed construction projects may be eliminated as being unnecessary, thereby reducing potential impacts to archaeological resources. Mr. Whittenberg indicated that he was not sure of the status of those projects, but that the Navy is proceeding with the review and approval process through SHPO for the Bachelor Enlisted Quarters project. It was the consensus of the Committee to request a letter be sent to the Navy inquiring as to the status of proposed construction projects at the Weapons Station. Further discussion was held by the Committee regarding the difficulty in being able to accomplish the requested meeting with the Navy and its consultants. Member Hahn asked if the Committee should set a deadline for the meeting to occur. Members Goldberg, Frietz and Fitzpatrick indicated that a more flexible posture would be advisable, particularly since SHPO is not actively reviewing the Ogden report at this time. Mr. Whittenberg indicated he will continue to disclIss these matters with Richard Williamson of the Naval Weapons Station, and is hopeful of a satisfactory solution to the seeming difficulty of the requested meeting being scheduled. MOTION CARRIED 8-0-2 AYES: Belardes, Benjamin, Davies, Fitzpatrick, Frietz, Goldberg, Hahn, and Price NOES: None ABSENT: Aviani and Unatin 5. Naval Weapons Station - Installation Recovery (IR) Program and Underground Tank Removal Program and Archaeological Issues and Review of Naval Weapons Station Submission Package to State Historic Preservation Officer re: Installation Restoration (IR) Program, dated November 22, 1993. Mr. Whittenberg indicated that additional correspondence between the Naval Weapons Station and SHPO regarding the above programs has been received by the City and is being provided to the Committee for information purposes. In addition, he passed around to the Committee a map of the Weapons Station, indicating locations of areas impacted by the IR program and an overlay of areas of the Station which have previously undergone archaeological field survey work. Mr. Whittenberg further indicated that it would seem most appropriate to receive and file the Staff Report and instruct staff to continue to work with Mr. Williamson of the Naval Weapons Station regarding the joint Navy/consultant meeting scheduling. There being no objections by members of the Committee, Chairman Belardes so ordered . 6. Proposed Project P-195, Bachelor Enlisted Quarters, Seal Beach Naval Weapons Station - Status Report # 2 Mr. Whittenberg reviewed the staff report regarding this matter and indicated that Member Hahn has started a review of the referenced report this afternoon. He further indicated that no action appears to be necessary by the Committee relative to this project, and that the staff report should be received and filed. PRESENTATION OF "City of Seal Beach - Archaeological, Paleontological and Historical Resource Documents", revised January 24, 1994. Mr. Whittenberg indicated staff is presenting an updated and revised listing of resource documents which the city is aware of, indicating that the documents listed in bold type are available at the Department of Development Services for review. Member Goldberg indicated she has reviewed many of the documents, and the summaries are especially interesting. The Committee thanked Mr. Whittenberg for his efforts in identifying resource documents od interest committee, and attempting to acquire as many of them as possible. There being no objections by members of the Committee, Chairman Belardes ordered the "City of Seal Beach - Archaeological, Paleontological and Historical Resource Documents" listing, revised January 24, 1994, received and filed. 8. PRESENTATION OF "Inventory and Evaluation of Cultural Resources, Bolsa Chica Mesa and Huntington Beach Mesa, Orange County, California II , prepared by INFOTEC, dated September 30, 1989. Mr. Whittenberg indicated that during his review of the Draft EIR for the Bolsa Chica project in Huntington Beach, he reviewed the above referenced document, which provided an interesting and readable review of the prehistory of this region and of the Bolsa Chica area in particular. He felt the report would be of interest to the Committee, and has provided a copy to each member. Member Hahn inquired if the City response on the Draft EIR discussed archaeological issues. Mr. Whittenberg indicated the formal city response dealt with those issues which were felt to be direct impact to the City of Seal Beach, primarily traffic, noise, air quality, and water quality/biological impacts to Anaheim Bay wetland areas. He further indicated that if individual members of the Committee wished to express concerns regarding archaeological/cultural resource issues, they could take that action as a private citizen. He felt the Committee would not be in a position to provide comments relative to that type of an issue in a different political jurisdiction. There being no objections by members of the Committee, Chairman Belardes ordered the "Inventory and Evaluation of Cultural Resources, Bolsa Chica Mesa and Huntington Beach Mesa, Orange County, California", prepared by INFOTEC, dated September 30, 1989, received and filed. COMMITTEE CONCERNS Member Goldberg indicated that the term of the Committee is for one year, and that time has passed, inquiring as to the status of the Committee. Mr. Whittenberg indicated that the Committee will serve until new appointments are made by the City Council, and that a report will be prepared for the City Council regarding this issue in the near future, probably in April. Members of the Committee inquired as to when the next meeting of the Committee would be anticipated. Mr. Whittenberg indicated that is somewhat dependent on the ongoing efforts to schedule a meeting with the Navy and Ogden to discuss the Rough Draft I'ARCHAEOLOGICAL, HISTORICAL and ARCHITECTURAL EVALUATION of CULTURAL RESOURCES on the NAVAL WEAPONS STATION, SEAL BEACH", prepared by Ogden Environmental and Energy Services, Inc., June, 1993. In all probability, the next meeting will probably be held in mid-May. 10. STAFF CONCERNS Mr. Whittenberg thanked the members of the Committee for their time. 11.
