CALL TO ORDER Mr. Whittenberg called the Archaeological Advisory Committee Meeting of February 9, 1994 to order at 5:00 PM, in the City Council Chambers. 2. INTRODUCTION OF NEW MEMBER Mr. Whittenberg introduced Mr. A viani to the Committee. Mr. A viani was appointed by Councilperson Hastings to replace Mr. Cole, who had previously resigned. Mr. Whittenberg welcomed Mr. A viani, and provided the Committee with an updated roster of members, indicating current addresses and telephone numbers. 3. ROLL CALL Present: Members Aviani, Benjamin, Davies, Frietz (5:10 PM), Fitzpatrick, Goldberg, Hahn, and Unatin Absent: Members Belardes and Price. Mr. Whittenberg indicated that both members had called, indicating conflicts in their schedule. It was moved by Member Hahn, seconded by Member Davies to excuse the absence of Members Belardes and Price. There being no objections, it was so ordered. Staff Present: Lee Whittenberg, Development Services Director Committee Member Fitzpatrick served as Chairman. 4. APPROVAL OF MINUTES A. Minutes of December 13, 1993 Chairperson Fitzpatrick asked if there were any corrections or additions to the minutes of December 13, 19931 Member Hahn indicated that the last line of C:\WP51 \ARCHCOMM\02-09-94.MIN\LW\02-14-94 . . . Archaeological Advisory Committee Minutes February 9, 1994 page 2 should state "Standards of Research Performance" , rather than "Standards of Professional Performance" . MOTION by Fitzpatrick, SECOND by Davies to approve the Minutes of December 13, 1993, with the correction as noted. There being no objection, it was so ordered by Chairman Fitzpatrick. 5. DISCUSSION of GOALS TO ACHIEVE IN FUTURE MEETING WITH NA VAL WEAPONS STATION re: 1. Rough Draft "ARCHAEOLOGICAL, HISTORICAL and ARCHITECTURAL EVALUATION of CULTURAL RESOURCES on the NA VAL WEAPONS STATION, SEAL BEACH", prepared by Ogden Environmental and Energy Services, Inc., June, 1993. 2. Naval Weapons Station - Installation Recovery (IR) Program and Underground Tank Removal Program and Archaeological Issues and Review of Naval Weapons Station Submission Package to State Historic Preservation Officer re: Installation Restoration (IR) Program, dated November 22, 1993. Mr. Whittenberg indicated that at the direction of the Committee on December 13, 1993, he has prepared draft staff reports for the consideration of committee regarding the items indicated above. The draft staff reports are based on his understanding of the concerns and comments previously provided by members of the Committee regarding those issues indicated. The draft staff reports are provided for review, comment and revision by the Committee to accurately reflect the concerns of the Committee, prior to the scheduling of meetings with the Naval Weapons Station and their consultants. Member Frietz arrived at 5: 10 PM. Member Goldberg indicated that the committee should still strive to obtain a complete copy of the "Ogden Environmental and Energy Services.. report, and inquired if staff has obtained the complete document. Member Frietz indicated that the portions which pertain to archaeological issues should be available to the Committee, but that the historic and architectural portions would not be relevant to the concerns of the committee. Mr. Whittenberg indicated he had not mentioned this issues to Richard Williamson during their discussions about the potential meeting dates, but would contact Mr. Williamson regarding this matter. Archaeological Advisory Committee Minutes February 9, 1994 Member Unatin indicated that the primary purpose of meeting with representatives of the Naval Weapons Station should be to: 1) insure full disclosure to the committee of the applicable portions of the Ogden report, 2) obtain a map of the Naval Weapons Station indicating archaeological survey areas, and areas of ongoing activities which could potentially impact archaeological resources; and 3) further discussion regarding a common set of goals and policies between the City and the Naval Weapons Station regarding archaeological resource protection measures, e.g., consultant selection, research designs, etc. . Member Hahn inquired regarding the status of the requested meeting with Ogden Environmental. Mr. Whittenberg indicated that he and Richard Willialnson, Public Information Officer for the Weapons Station, have had several discussions regarding the requested meeting. Mr. Williamson has indicated that the Weapons Station is most anxious to accommodate the Committee and have Ogden Environmental available to meet with the Committee and discuss to issues of concern as outlined in a previous letter to the Weapons Station regarding the Ogden report. Mr. Whittenberg further indicated that the contractual documents between 4'the Weapons Station and Ogden Environmental did not provide for additional meetings with local community interests, and that contract amendment documents must be prepared by the Navy, agreed to by Ogden Environmental, and supplemental budget authorizations approved by Naval offices in San Diego. Mr. Williamson has indicated he expects this occur, but maybe not by the time of tentative meeting dates of February 23 or 28, 1994. The requested meeting may need to be pushed back into March to accommodate the contract amendment process. Extensive discussion was held among the members of the Committee as to how to best to continue in a positive way to interact with the Weapons Station regarding the Ogden report, and the requested meeting to discuss those issues of concern to the Committee. The Committee requested Mr. Whittenberg to contact the State Historic Preservation Officer (SHPO) to determine the status of their review of the Ogden report, indicating a desire to work with Weapons Station to resolve the issues of concern, so long as the review by SHPO is ongoing. The Committee does want their concerns to be responded to in some manner, either by Ogden Environmental/Weapons Station or SHPO. Mr. Whittenberg indicated staff would contact SHPO, determine the status of their review of the Ogden report and mail out to the Committee a status memorandum, including updated information from Mr. Williamson regarding the status of the requested meeting with Ogden Environmental. There being no other discussion or instructions to staff regarding this matter, Chairman Fitzpatrick requested to move to Committee Concerns. 6. COMMITTEE CONCERNS Chairman Fitzpatrick inquired as to the status of the Bixby Ranch development, indicating his feeling that the Bixby property would be a prime candidate area for archaeological/cultural resources, due to the potential for a residence site in the area. Mr. Whittenberg indicated that the environmental work on this project is almost complete, having been initiated in 1990. H reviewed briefly the major components of the proposed project and indicated that the Draft Environmental Impact Report should be available for public review and comments around mid-March, 1994. 7. STAFF CONCERNS Mr. Whittenberg thanked the members of the Committee for their time. 8.
