CALL TO ORDER Mr. Whittenberg called the Archaeological Advisory Committee Meeting of December 13, 1993 to order at 5:00 PM, in the City Council Chambers. 2. ROLL CALL Present: Members Belardes, Davies, Frietz (5: 10 PM), Fitzpatrick, Goldberg, Hahn, Price, and Unatin Absent: Member Benjamin. Mr. Whittenberg indicated Mrs. Benjamin has called, indicating she had the flu. It was moved by Member Hahn, seconded by Member Davies to excuse the absence of Member Benjamin. There being no objections, it was so ordered. Staff Present: Lee Whittenberg, Development Services Director Committee Member Goldberg served as Chairman. 3. APPROVAL OF MINUTES A. Minutes of November 17, 1993 Chairperson Goldberg asked if there were any corrections or additions to the minutes of November 17, 19931 Several members indicated that the comments of Mr. Bissell were extremely accurate and complimented staff. Mr. Whittenberg indicated that staff had requested a review by Mr. Bissell of his discussion as reflected in the minutes, to assure that his comments were accurately reflected. Review of Draft Response Letter to Naval Weapons Station regarding: A. REVIEW OF Rough Draft "ARCHAEOLOGICAL, HISTORICAL and ARCHITECTURAL EVALUATION of CULTURAL RESOURCES on the NAVAL WEAPONS STATION, SEAL BEACH", prepared by Ogden Environmental and Energy Services, Inc., June, 1993. B. Naval Weapons Station - National Historic Preservation Act: Section 106 and Section 110 provisions and compliance issues. c. Naval Weapons Station - Applicability of "Archaeological Element of the City of Seal Beach" provisions. D. Naval Weapons Station - Installation Recovery (m) Program and underground tank removal program and archaeological issues. Mr. Whittenberg indicated that at the direction of the Committee on November 17, 1993, he has prepared a draft comment letter regarding the items indicated above. It was based on his understanding of the concerns and comments previously provided by members of the Committee regarding those issues indicated. The letter and attachment is provided for review, comment and revision by the Committee to accurately reflect the concerns of the Committee. Member Frietz arrived at 5:10 PM. Chainnan Goldberg asked if members of the Committee had any comments or concerns regarding the draft letter and attachment. Member Hahn stated that staff has done an excellent job in stating the concerns of the Committee. She indicated the following concerns relative to the Ogden report: A) The cover letter should specify the use of consultants which adhere to the SOP A "Code of Ethics" and "Standards of Research Perfonnance" . Archaeological Advisory Committee Minutes December 13, 1993 B) Why were underwater archaeological surveys not considered as part of the analysis at the Hog Island site? C) Will the final report and an updated site record be submitted to the Archaeological Information Center at UCLA? D) The amount of sampling material seems to be inadequate to lead to valid analysis. E) There was an inadequate discussion of literature search procedures and no bibliography was provided. Member Unatin also stated that the staff had done a very diplomatic job of preparing the letter to the Navy. However, in a few areas he felt the letter could be more conciliatory. Those areas were in regards to the Ogden report, and were as follows: A) The City was not provided the complete document, and the comments of the Committee are based on review of what was received. The ability to review the entire document might answer many questions or address concerns of the Committee. B) The cover letter should be revised to indicate that the concerns of the Committee are only related to archaeological impacts of ongoing or future planned activities at the Weapons Station. C) Attachment I to the cover letter should clearly indicate that the concerns of the Committee are in regards to the documentation provided by Ogden Environmental and Energy Services, Inc. Extensive discussion was held among the members of the Committee as to how to best incorporate these concerns into the draft letter prepared by staff. The Committee reviewed the draft letter and attachment, section by section, providing direction to staff as to appropriate revisions to reflect the desires of the Committee regarding those issues of concern. Mr. Whittenberg indicated staff would revise the letter and attachment, mail out to the Committee for review and final correction by December 20, 1993. Archaeological Advisory Committee Minutes December 13, 1993 Mr. Whittenberg also asked if the Committee wished to assign a member to sign the letter, or authorize staff to sign the letter. After discussion, it was so ordered without objection, to instruct Mr. Whittenberg to sign the letter on behalf of the Committee, once all members have reviewed and approved the revised letter and attachment. 5. Review of Naval Weapons Station Submission Package to State Historic Preservation Officer re: Installation Restoration (IR) Program, dated November 22, 1993. Chairman Goldberg asked if there were any comments regarding the submission package received by the City from the Weapons Station. Mr. Whittenberg indicated that it was his understanding, based on review of the documentation provided, that the Navy was seeking an after-the-fact review for Installation Restoration activities already undertaken, and wishing to initiate a procedure with SHPO regarding future additional Installation Restoration activities at the Weapons Station. Member Hahn asked if recent archaeological surveys had been conducted as part of the Installation Restoration program'? Mr. Whittenberg indicated that his understanding of the documentation is that the Navy is relying on previous archaeological studies and surveys completed between 1980 and 1985, and the 1993 Ogden report just discussed by the Committee. Other than these reports, he is not aware of any additional archaeological survey work currently ongoing at the Weapons Station as part of the Installation Restoration activities. Member Unatin confirmed that his understanding of the submission package is as an after-the-fact review by SHPO of previous activities undertaken by the Navy as part of the ongoing Installation Restoration program. The Committee again indicated that the City has not received the complete packet as submitted to SHPO, particularly the complete Ogden report discussed under the previous agenda item. There being no further comments, the Committee instructed staff to agendize this matter for further discussion at the time the Navy Weapons Station and representatives of Ogden Environmental and Engineering are able to attend a meeting of the Archaeological Advisory Committee. 6. COMMITTEE CONCERNS Chairman Goldberg inquired as to when the next meeting of the Committee would be scheduled'? Mr. Whittenberg indicated the anticipated meeting with the Navy Weapons Station and representatives of Ogden Environmental and Engineering will hopefully be scheduled for January 19, 1994. Staff will inform the Committee as soon as a confirmed meeting date with the Navy Weapons Station and representatives of Ogden Environmental and Engineering is obtained. 7. STAFF CONCERNS Mr. Whittenberg thanked the members of the Committee for their time and wished all a happy holiday season. 8.
