CITY OF SEAL BEACH ARCHAEOLOGICAL ADVISORY COMMITTEE MEETING MINlITES AUGUST 23, 1993 The Archaeological Advisory Committee met on August 23, 1993 at 5:00 p.m. in City Council Chambers. 2. ROLL CALL Present: Members Belardes, Benjamin, Davies, Fitzpatrick, Frietz, Goldberg, Hahn, Price, and Unatin (5: 13) Absent: Member Cole Staff Present: Lee Whittenberg, Development Services Director MOTION by Fitzpatrick, SECOND by Benjamin to excuse the absence of Member Cole due to being out of town on a business trip. Mr. Whittenberg introduced Member Susan Davies, appointed to replace Member Wolff, who had previously resigned due to family demands. 3. APPRO V AL OF MINUTES Chairperson Goldberg requested Committee action on the following minutes: A. Minutes of May 19, 1993 MOTION by Fitzpatrick, SECOND by Hahn to approve the Minutes of May 19, 1993 as submitted. Archaeological Advisory Comminee Minutes August 23, 1993 B, Minutes of May 24, 1993 MOTION by Goldberg, SECOND by Hahn to approve the Minutes of May 24, 1993 as submitted. MOTION CARRIED: 7-0-2-1 Abstain: Absent: Belardes and Davies Cole C. Minutes of July 12, 1993 Member Hahn suggested that the word "doubtful" be replaced with "possible" in the last sentence of the incomplete paragraph at the beginning of page 2. It was the consensus of the Committee to concuI: with the correction. MOTION by Goldberg, SECOND by Hahn to approve the Minutes of July 12, 1993 as corrected. MOTION CARRIED: 7-0-2-1 Abstain: Absent: Belardes and Davies Cole 4. REVIEW OF "HISTORICAL REVIEW and ARCHAEOLOGICAL REPORT for the UNOCAL ON-SHORE FACILITY at 99 MARINA DRIVE, SEAL BEACH, CALIFORNIA", prepared by INTERDISCIPLINARY RESEARCH INCORPORATED for CONDITIONAL USE PERMIT 92-7, UNOCAL. Mr, Whittenberg indicated that the meeting had been scheduled in order to allow the Committee to review the final report prepared for the UNOCAL project. He further indicated that the report indicates no presence of cultural resources, and recommended that the Committee receive and file the report, indicating the Planning Commission will have an opportunity to review the Minutes of the Committee and the subject report as part of their consideration of the Conditional Use Permit application. Several members of the committee expressed satisfaction with the document and complimented the consultant on a job "well-done". Mr. Whittenberg apologized that more members of the committee were not able to observe the field excavation work due to the consultant finishing on Saturday. REVIEW OF "DRAFT GUIDELINES FOR THE CURATION OF ARCHAEOLOGICAL COUECTIONS", prepared by the STATE OF CALIFORNIA, revised October 23, 1992. Mr. Whittenberg indicated that this matter has been rescheduled several times by the Committee, primarily due to the review of the UNOCAL project. The State Historical Resources Commission adopted formal guidelines on May 7, 1993. Staff has requested a copy of the final guidelines and will provide to the Committee for review and future consideration, if deemed necessary by the Committee. Staff recommends receive and file the report. - - MOTION by Fitzpatrick, SECOND by Hahn to receive and file the subject report. MOTION CARRIED 9-0-1 Absent - Cole 6. PROPOSED PROJECT ~195, BACHELOR ENLISTED QUARTERS, SEAL BEACH NAVAL WEAPONS STATION. Mr. Whittenberg indicated that staff has been in contact with the Naval Weapons Station regarding a copy of the final report. The Naval Weapons Station has indicated a copy of the final report will be provided to the City, for inclusion in the confidential archaeological records of the City, in accordance with the provisions of Federal statutes. Discussion among the committee members was held regarding the location of this facility. Mr. Whittenberg indicated that this matter will hopefully be discussed as part of the scheduled field trip to the Naval Weapons Station. MOTION by Hahn, SECOND by Fitzpatrick to receive and file the subject report. MOTION CARRIED 9-0-1 Absent - Cole 7. PROPOSED FIELD TRIP, SEAL BEACH NAVAL WEAPONS STATION. Mr. Whittenberg indicated that a field trip of the Naval Weapons Station has been arranged for September 22, 1993. Archaeological Advisory Committee Minutes August 23, 1993 Committee to become more familiar with the Naval Weapons Station, its mission, existing cultural resource sites, and ongoing programs to comply with Federal directives regarding cultural resources. The members of the Committee expressed appreciation for the scheduling of the tour, and requested if a map of the Naval Weapons Station could be provided generally outlining the areas of cultural resource concerns. Mr. Whittenberg indicated that a "briefing packet" will be provided to the Committee either prior to or during the field trip. MOTION by Fitzpatrick, SECOND by Goldberg to receive and file the subject report. MOTION CARRIED 9-0-1 Absent - Cole 8. CONSIDERA TION OF AMENDMENT TO CITY COUNCIL RESOLUTION NO. 4186, REGARDING COMMITTEE MEMBER ABSENCES. ,- Mr, Whittenberg presented the staff report and proposed amending language, based on prior Committee discussion regarding un-excused absences of members. He further indicated the proposed language is similar in nature to that presently in effect for the Planning Commission. Member Hahn recommended that the clause "or if convicted of a crime involving moral turpitude" be deleted from the proposed language. She felt this language was not necessary for the functioning of the Committee. Mr. Whittenberg indicated this is a matter of discretion for the Committee to resolve, the language being discussed is not mandatory, and probably not directly applicable to the Committee, since they serve as a recommending body only, while the Planning Commission is the final action body in certain matters. Further discussion was held among the committee regarding this language. MOTION by Goldberg, SECOND by Hahn to adopt Resolution 93-2, "A Resolution of the Archaeological Advisory Committee of the City of Seal Beach, California, Recommending to the City Council Amendments to Resolution No. 4186, Relating to the Archaeological Advisory Committee, to Establish an Absence Provision", deleting the clause "or if convicted of a crime involving moral turpitude", MOTION CARRIED 6-3-1 Noes: Absent: Fitzpatrick, Benjamin, and Unatin Cole C:\WP51 \ARCHCOMM\08-23-93,MIN\LW\08-30-93 4 '. COMMITTEE CONCERNS M~mber Hahn distributed an August 13, 1993, letter from Cal State Long Beach and her response letter of August 20, 1993 for the information of the Committee. No action was taken by the Committee. ~ X. STAFF CONCERNS Mr. Whittenberg indicated the Committee amy wish to schedule a meeting in late October to review and discuss the field trip of the Naval Weapons Station, and provide staff further direction at that time. There being no objection, staff will schedule a Committee meeting for late October, 1993. XI. ADJOURNMENT The Committee adjourned at 6:05 p.m. to Wednesday, September 22, 1993 at 4:00 P.M. at the Seal Beach Naval Weapons Station for the purpose of a field tour of the Station, .
