CITY OF SEAL BEACH ARCHAEOLOGICAL ADVISORY COMMITTEE MEETING MINUTES MAY 24, 1993 The Archaeological Advisory Committee met on May 24, 1993 at 5: 10 p.m. in City Council Chambers. 2. ROLL CALL Present: Members Fitzpatrick, Frietz (5: 15), Goldberg, Hahn, Price, and Unatin Absent: Members Belardes, Cole, and Wolff Staff Present: Lee Whittenberg, Development Services Director 3. REVIEW OF "CULTURAL RESOURCES REPORT for the UNOCAL PROPERTY at 99 MARINA DRIVE, SEAL BEACH, CALIFORNIA", prepared by CHAMBERS GROUP, INC. and PROPOSED MITIGATION MONITORING PROGRAM for CONDITIONAL USE PERMIT 92-7, UNOCAL. Chairperson Price requested Mr. Whittenberg to present an overview of the project proposal and the archaeological process to this time. Member Fitzpatrick questioned why the "test phase" analysis is deemed necessary for this project, given the information provided to the Committee, and the substantial cost involved to the applicant. Member Frietz indicated that this was seen as a measure to insure whether or not cultural resources are existent on the site, and that the process is moving along very quickly, when compared to her experience in other cities. After further Committee discussion and review of the proposed conditions and mitigation monitoring program, it was the consensus of the Committee to finalize the conditions and mitigation monitoring program. MOTION by Unatin, SECOND by Goldberg to reconfirm their recommendation to the Planning Commission that a "test Phase" analysis be conducted by Interdisciplinary C \WP51\ARCHCOMM\5-24-93,MIN\LW\07-23-93 ", . . . Archaeological Advisory Committee Minutes May 24, 1993 Research Incorporated, with a minimum of two test pits, and a cost of hopefully not to exceed $ 10,000.00. MOTION CARRIED 6-0-0 MOTION by Fitzpatrick, SECOND by Hahn to authorize Member Hahn to meet with the selected archaeologist on the site to discuss location of test units and the method of excavation. MOTION CARRIED 6-0-0 MOTION by Goldberg, SECOND by Frietz to adopt Resolution 93-1, A Resolution of the Archaeological Advisory Committee of the City of Seal Beach Recommending to the Planning Commission the Imposition of "Conditions of Approval" and "Mitigation Monitoring and Reporting Program" Regarding CUP 92-7, Relating to Cultural Resource Issues at 99 Marina Drive (UNOCAL). MOTION CARRIED 6-0-0 At the request of the Committee, notification of public hearings before the Planning Commission and City Council will be provided. 4. COMMITTEE CONCERNS 1. Seal Beach Naval Weapons Station - the Committee discussed the possibility of scheduling a tour of the Weapons Station, with an emphasis on the archaeological and cultural resources of the facility. Mr. Whittenberg indicated his office will make contact with the Station to arrange a tour of the facility. 2. Member Absences - the Committee discussed current policy regarding the absence of members and requested staff to further research this topic, with the intent of preparing an amendment to City Council Resolution No. 4186, dealing with this concern . 5.
