MEETING MINUTES
APRIL 26,1993
The Archaeological Advisory Committee met on April 26, 1993 at 5 :00 p.rn, in City Council
Chambers.

SELECTION OF CHAIRMAN
After discussion of the Committee members, it was the consensus of the Committee rotate
the Chairmanship on a reverse-alphabetical basis, Member Unitan served a chairman of the
meeting,

SELECTION OF VICE-CHAIRMAN
Vice Chairman will rotate as well.
Chairman Unitan called Moira Hahn from the audience to sit with the Committee.
4. APPROVAL OF MINUTES - APRIL 8, 1993
MOTION BY FRIETZ; SECOND BY UNITAN: TO APPROVE THE MINUTES
OF 4-8-93.
MOTION CARRIED: 7-0

REVIEW OF "CULTURAL RESOURCES REPORT for the UNOCAL PROPERTY at
99 MARINA DRIVE, SEAL BEACH, CALIFORNIA", prepared by CHAMBERS
GROUP, INe. and PROPOSED MITIGATION MONITORING PROGRAM for
CONDITIONAL USE PERMIT 92-7, UNOCAL.

Member Frietz asked who the field archaeologist discussed the proposed mitigation
measures would be. Mr. Curtis indicated it was his understanding it would be a
representative of the Chambers Group.
Ms. Hahn asked what the term excavation meant. Will it be an industrial excavation by
UNOCAL or an exploratory excavation by an archaeologist? Mr. Curtis indicated he
understood the word excavation used in the proposed mitigation measures means an
excavation by UNOCAL. Ms, Hahn suggest the wording be rephrased to "industrial
excavation" .
Member Frietz suggested the following wording be included throughout the mitigation
measures before "native american monitor": "designated by the Juaneno band of the
Mission Indians".
Ms. Hahn felt there is some possibility there may be an archaeological site within the
project area,
Ms. Hahn suggested a test phase should be conducted prior to any excavation. Mr. Curtis
indicated the Committee should add any conditions they felt necessary to adequately
protect the site. If the Committee believes a test phase should be carried out, the proper
action would be include such a condition in the proposed mitigation measures.
Chairman Unitan asked how stafffeels about the report provided by the Chambers Group.
He felt the report is lacking since it paid little attention to past studies of the adjacent
areas. Mr. Curtis indicated staff believes the report provided by the Chambers Group is
essentially in keeping with past studies. He indicated the issue before the Committee was
whether the Committee felt the proposed mitigation measures adequately protect the site.
If the Committee does not feel the proposed mitigation measures are adequate, the
Committee should include those measures necessary to protect the site.
Chairman Unitan indicated he felt the Chambers Group should not be paid and he would
like to hear from the Chambers Group to rebut the concerns leveled against them by Ms.
Hahn.
Mr. Fitzpatrick indicated he wants either a petroleum engineer or production supervisor
from UNOCAL at the next meeting, Chairman Unitan asked for a representative of the
Chambers Group at the next meeting, as well. Mr. Unitan suggested the Committee or
staff should write a letter admonishing the Chambers Group,
Ms. Frietz suggested a separate walk over by another archaeologist.
Mr. Gary Stickel, an archaeologist, suggested the following condition: "A test phase
should be performed ifany excavation will be involved."

Ms. Hahn indicated she was upset with Mr. Whittenberg for criticizing her letter. Mr.
Curtis indicated he didn't believe there was any intention to criticize Ms. Hahn's letter.
MOTION BY UNITAN; SECOND BY -: ACCEPT THE PROPOSED
MITIGATION MEASURES SUBJECT TO THE AMENDMENTS SUGGESTED
BY MS. HAHN, MS. FRIETZ AND MR STICKEL ABOVE. STAFF SHALL
ATTEMPT TO SCHEDULE A REPRESENTATIVE OF THE CHAMBERS
GROUP FOR DISCUSSION AT A FUTURE MEETING. STAFF SHALL
ATTEMPT TO SCHEDULE A REPRESENTATIVE OF UNOCAL, AS
SUGGESTED BY MR FITZPATRICK FOR THE MAY 19TH MEETING.
MOTION CARRIED: 7-0
8. REVIEW OF "DRAFT GUIDELINES FOR THE CURATION OF
ARCHAEOLOGICAL COLLECTIONS", prepared by the STATE OF
CALIFORNIA, revised October 23,1992.
The Committee determined to review this matter at a future meeting.
9.
ADJOURNMENT
The Committee requested a copy ofa letter of response from the Naval Weapons Station
dated April 9, 1993. Mr. Curtis indicated it should be provided at the next meeting.
The Committee determined to adjourn to May 19, 1993 at 5:00 P.M., and adjourned at
6: 10 p.m.
