ROLL CALL Present: Chairman Hunt Agencymembers Grgas, Laszlo, Risner I Absent: Agencymember Wilson It was the consensus of the Agency to excuse the absence of Mrs. Wilson from this meeting. Also present: Mr. Nelson, Executive Director Mr. Stepanicich, City Attorney Mrs. Yeo, Secretary WAIVER OF FULL READING Grgas moved, second by Laszlo, to waive the reading in.full of all rcesolutions and-that consent to the waiver of reading shall.be--deemed to be given by all Agencymembers after reading of the title unless specific request is made at that time for the reading of such resolution. Yeo, Secretary Seal Beach Redevelopment Agency" The Executive Director explained that the information requested by legal counsel, Mr. parrington, from the owner of the'Trail~t Park has not as yet been received therefore no action. on the requested rental increase would be in order at this meeting, that the item will be agendized for a subsequent meeting. In response to Agencymember Laszlo, Mr. Nelson stated he did not believe that an automatic rent increase could occur, that under the terms of the lease the Agency had responded to the increase request on May 25th and had requested additional information be provided by the Park owner, the sixty days allowed for an action running from that date, and although not confirmed by legal counsel, it was his understanding that the Agency could block such rental increase. He added that staff is attempting to apprise the residents of any forthcoming considerations, however the residents may also wish to contact the Trailer Park Board or City staff for future information. Agencymember Laszlo indicated his preference to deny all rent increase requests during the year unless the information requested is received. The Executive Director explained that in the case of an unresolved dispute with regard to financial statements and a proposed rent increase, it would be necessary to reach a negotiated settlement, or by means of arbitration or litigation to resolve such disagreement. Mr. Nelson recommended that this item be continued until the June 19th regular meeting, or that it also may be possible to continue the matter until the first meeting in July. It was the consensus of the Agency to continue this item until June 19th. I ORAL COMMUNICATIONS Chairman Hunt declared Oral Communications open. Taylor, Trailer Park resident, stated there are a items the Park residents wish to discuss with the that will be brought up when this matter is again considered. After further discussion, the members of the Agency indicated agreement to call the June 19th meeting at an earlier hour if necessary, or to schedule the rental increase request for July 3rd. The Executive Director confirmed to Mr. Paul Jeffers, 8 Cottonwood Lane, that the sixty day period for review and action commenced May 25th. He also explained the process and time frame for filling the Director of Development Services position. There being no further public comments, Chairman Hunt declared Oral Communications closed. Parrington ~eported receipt of a communication dated June 16th from the attorney for the Trailer Park that provided revised.info~mation relating to the requested Trailer Park rental increase, and stated that the response resolves questions -regarding allocation of the rent increase and the existing rents.
