HomeMy WebLinkAboutRDA Min 1989-07-17 7-17-89 I Seal Beach, California July 17, 1989 The Redevelopment Agency of the City of Seal Beach met in regular session at 6:45 p.m. with Chairman Hunt calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Hunt Agencymembers Grgas, Laszlo, Risner, Wilson Absent: None Also present: Mr. Archibold, Assistant to the City Manager Mr. Stepanicich, City Attorney Mrs. Yeo, Secretary WAIVER OF FULL READING Wilson moved, second by Laszlo, to waive the reading in full of all resolutions and that consent to the waiver of reading shall be deemed to be given by all Agencymembers after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried I APPROVAL OF MINUTES Risner moved, second by Wilson, to approve the minutes of the regular meeting of June 19, 1989. Agencymember Grgas noted he was absent from that meeting therefore would abstain. AYES: NOES: ABSTAIN: Hunt, Laszlo, Risner, Wilson None Grgas Motion carried Grgas moved, second by Laszlo, to special meeting of July 10, 1989. would abstain from voting on this th.~~ meeting. . ,.~ approve the minutes of the Chairman Hunt said he item as he was absent from AYES: NOES: ABSTAIN: Grgas, Laszlo, Risner, Wilson None Hunt Motion carried I CONTINUED HEARING - PROPOSED RESOLUTION - RIVERFRONT REDEVELOPMENT PLAN - AMENDMENT NUMBER FIVE A proposed Resolution entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH APPROVING PRO~OSED AMENDMENT NO. 5 TO THE REDEVELOPMENT PLAN FOR THE RIVERFRONT,REDEVELOPMENT PROJECT" was presented to the Agency. for ".consideration. The City Attorney explained that given the modifications that have been made to the proposal for development on the Hellman site there would be no legal requirement to amend the Riverfront Redevelopment Plan, that the existing language for single family residential could be satisfactorily applied to the modified "B.2" plan, however the language proposed by the amendment relates directly to the Specific Plan for the property. He explained that approval of the proposed Resolution would not affect the conditions previously imposed on the "B.2" plan, that the amendment to the Redevelopment Plan relates to the land use designations for that portion of the Hellman property within the Agency, that the conditions that will be imposed on the project would be pursuant to the tract map, the Specific Plan, and a development agreement. Agencymember Risner stated her only concern with Amendment Number 5 is that the 7-17-89/ 8-7-89 map reflects removal of the public use park to reflect residential use, which is not what is now being considered, and questioned if the original Specific Plan map included a buffer zone through the area to Seal Beach Boulevard, again not consistent with the Specific Plan now under consideration. The City Attorney noted that although the parkland was not specifically delineated it would be public use and would not be inconsistent with private development I of the area, however the map, Exhibit liB" to the proposed Resolution did not specify any of the public use areas, and concurred with Agencymember Risner that this matter could be continued until the next meeting for clarification of the map, and explained that since the joint public hearing has been held and closed, the Council could consider and approve the related items on that agenda. Agencymember Risner clarified her request that the map be revised to reflect the modified plan presently under consideration. Risner moved, second by Wilson, to continue Amendment Number 5 to the Riverfront Redevelopment Plan until the next meeting. AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried ORAL COMMUNICATIONS There were no Oral Communications from the audience. ADJOURNMENT Risner moved, second by Laszlo, to adjourn the meeting until Monday, August 7th at 6:45 p.m. AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried I With unanimous consent of the Agency, Chairman Hunt adjourned the meeting at 6:53 p.m. ch~~~6~.
