HomeMy WebLinkAboutRDA Min 1989-08-21 8-7-89 I 8-21-89 ADJOURNMENT It was the order of the Chair, with consent of the Agency, to adjourn the meeting at 6:56 p.m. ~~~ Cha' n I, Seal Beach, California August 21, 1989 The Redevelopment Agency of the City of Seal Beach met in regular session at 6:47 p.m. with Chairman Hunt calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman-Hunt Agencymembers Grgas, Laszlo, Risner, Wilson I Absent: None Also present: Mr. Nelson, Executive Director Mr. Barrow, Assistant City-Attorney Mr. Archibold, Assistant to the City Manager Mr. Whittenberg, Director of Development Services Mrs. Yeo, Secretary WAIVER OF FULL READING Wilson moved, second by Laszlo, to waive the reading in full of all-resolutions and that consent to the waiver of reading shall be deemed to be given by all Agency members after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried APPROVAL OF MINUTES Risner moved, second by Wilson, to approve the minutes of the regular adjourned meeting of August 7, 1989. RESOLUTION NUMBER 89-4 - REDEVELOPMENT AGENCY - MEETINGS Resolution Number 89-4 was presented to the Agency entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING ARTICLE III, SECTIONS 1 AND 2 OF THE REDEVELOPMENT AGENCY BY-LAWS REGARDING ANNUAL AND REGULAR MEETINGS AND REPEALING RESOLUTION NUMBER 87-2." By 8-21-89 unanimous consent, full reading of Resolution Number 89-4 was waived. wilson moved, second by Risner, to adopt Resolution Number 89-4 as presented. AYES: NOES: Grgas, Hunt, Laszlo, Risner, Wilson None Motion carried I RESOLUTION NUMBER-,.89-5 - REDEVELOPMENT AGENCY - COMPENSATION Resolution Number 89-'5 was presented to Council entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH AMENDING ARTICLE II, SECTION 9, OF THE REDEVELOPMENT AGENCY BY-LAWS.n By unanimous consent, full reading of Resolution Number 89-5 was waived. The Assistant to the City Manager presented the staff report, noted that a survey of other redevelopment agencies showed a range of compensation from zero to $60.00 per meeting, the current compensation of the Seal Beach Redevelopment Agency adjusted in 1982 to. $30.00 per meeting, and Resolution Number 89-5 proposing an' adjustment to $50.00 per meeting with a maximum of $200.00 per month. Chairman Hunt expressed his feeling that the current .compensation is adequate on a comparative basis to t~e time devoted to Agency business. He stated his opposition to officials establishing their own compensation, and that he felt tne problem lies with the level of compensation of the City Council rather than the Agency. Chairman Hunt requested that this item be held over until the next Agency meeting, allowing the opportunity to discuss a corresponding item on the Council agenda. Agencymember wilson said she felt the compensation was merely symbolic, and given the budgetary restraints at this time she could not support the proposed increase. Agencymember Risner pointed out that Council compensation is established by the City Charter and requires a vote of the people as opposed to some Orange County cities that have the ability to adjust their compensation pursuant to State law. She said she did not feel a $20.00 per meeting increase would be unreasonable, and indicated she would not be supportive of placing a measure relating to Council compensation before the electorate at the next City election if that were the intent. Agencymember Laszlo stated he felt the increase was justified, that Seal Beach is one of the lowest compensated cities in the County, and noted that eight of the cities listed on the survey do not have a Redevelopment Agency. Agencymember Grgas agreed that the only flexibility to increase the compensation for the City's representatives, without going to the ballot, is through the Agency, and although $20 is not a sizeable amount it also involves principal. He concurred that the problem actually lies with the Council compensation, and pointed out that of those cities governed by State law most Council's receive $400 per month. Agencymember Grgas indicated his support for the proposal given the reasonable amount and the period of time since the last adjustment. Risner moved, second by Laszlo, to adopt Resolution Number 89-5 as presented. Discussion continued.
