The Redevelopment Agency of the City of Seal Beach met in
regular session at 6:48 p.m. with Chairman Forsythe calling
the meeting to order with the Salute to the Flag.

WAIVER OF FULL READING
Laszlo moved, second by Wilson, to waive the reading in full
of all resolutions and that consent to the waiver of reading
shall be deemed to be given by all Agencymembers after
reading of the title unless specific request is made at that
time for the reading of such resolution.

ELECTRIC AVENUE GREENBELT
The Executive Director noted this item was before the Agency
in response to a request that the Electric Avenue greenbelt,
presently held by the Redevelopment Agency, be deeded to the
city for park purposes. Agencymember Hastings moved that
this matter be referred to staff for preparation of the
appropriate documents to deed the Electric Avenue greenbelt
to the city for park purposes in perpetuity. Agencymember
Laszlo seconded the motion. Agencymember Hunt asked if the
City could sell, lease, or change the use of this property
if the transfer is accomplished. The Assistant City
Attorney advised that there are specific provisions of the
Government Code and State law restricting the power of the
city to sell or transfer parkland, particularly where there
is a restriction placed on the deed. Councilman Hunt also
asked if any flexibility would be lost by transferring the
property to the City, would there be a possibility of losing
the property should there be bankruptcy of the city, also if
there would be any change of the security of that land
whether it be owned by the City or Agency. The Assistant
city Attorney explained that the Agency has more discretion
than the city regarding such property, and responded that in

the case of bankruptcy of the City, there could be a need to
sell City-owned properties, however offered to research the
questions further. Councilmember Hastings said her concern
with the greenbelt being within the interests of the Agency
is that there could possibly be a future consideration of
something like low cost housing or other use of that land.
The Assistant City Attorney explained that there is a
difference as it relates to who owns the property, if the
City is the owner of the property as a park it can not I
change the use without following the strict procedures under -
state law, where the Agency can sell the land or change the
use. Discussion followed. The Assistant city Attorney
again stated the questions would be researched, and advised
that if the motion is approved the appropriate documents
would be prepared for consideration of the Agency and the
city Council.

Wilson moved, second by Laszlo, to approve the minutes of
the regular meeting of June 25, 1990.

ORAL COMMUNICATIONS
Chairman Forsythe declared Oral Commu~ications open.
Councilman Hunt asked if it would be appropriate or
desirable to consider placing the entire Hellman Ranch site
in the Redevelopment Agency Project Area, particularly in
view of the fact there is no longer a project. The
Assistant City Attorney recalled that there had been I
opposition from the School District when such amendment was
considered in 1988/89, at which time the District said they
would in turn request a percentage of the tax increment.
The Executive Director stated there would need to be a
project, in general terms, in order to establish the
economics involved, including the pass-throughs to the
School District and other taxing agencies having interest,
and to make a determination of the benefits of the tax
increment there needs a basic premise, or project, with
goals that are desired to be achieved that can only be
accomplished through the benefits of the Redevelopment
. Agency. He noted that if the citizens Specific Plan
Committee is established, and the Planning Commission
commences consideration of same, there would possible be
sufficient information then to proceed with some analysis,
noting also that there is legislation being considered that
could preclude open space that is not in a current urban use
from being included. There being no further comment,
Chairman Forsythe declared Oral Communications closed.
