The Redevelopment Agency of the City of Seal Beach met in
regular session at 6:48 p.m. with Vice-Chairman Hastings
calling the meeting to order with the Salute to the Flag.

Hunt moved, second by Hastings, to excuse the absence of
Chairman Forsythe from this meeting.

Hastings moved, second by Wilson, to waive the reading in
full of all resolutions and that consent to the waiver of
reading shall be deemed to be given by all Agencymembers
after reading of the title unless specific request is made
at that time for the reading of such resolution.

CONTINUED PUBLIC HEARING - CONVEYANCE OF CERTAIN PROPERTY -
ELECTRIC AVENUE GREENBELT
Vice-Chairman Hastings declared the continued public hearing
open to consider conveyance of the Electric Avenue Greenbelt
from the Redevelopment Agency to the City of Seal Beach.
The city Attorney noted that the conveyance of the title
from the railroad remains incomplete, however the railroad
interest was satisfied in the early 1970's therefore it
would be the recommendation to proceed with this action, and
that staff will secure the final title conveyance papers
from the railroad. Vice-Chairman Hastings declared the
pUblic hearing closed.
RESOLUTION NUMBER 90-2 - AUTHORIZING CONVEYANCE OF CERTAIN
PROPERTY - ELECTRIC AVENUE GREENBELT
Resolution Number 90-2 was presented to the Agency entitled
"A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
SEAL BEACH AUTHORIZING THE CONVEYANCE OF CERTAIN PROPERTY TO
THE CITY OF SEAL BEACH." By unanimous consent, full reading I
of Resolution Number 90-2 was waived. with regard to a
question as to possible limitation on the use of
Redevelopment Agency funds on this property as a result of
the proposed action, the city Attorney explained that it
would be necessary to make a finding that the improvement
and use of Agency funds would be a benefit to the
Redevelopment area, which has been done in the past, also
noted that there are limitations on the use of Redevelopment
funds for main~enance purposes, whether or not the property
is owned by or within the Redevelopment area, and that it
does not appear, from the facts presently known, that there

would be any detrimental financial effect as a result of the
transfer.
Laszlo moved, second by Wilson, to adopt Resolution Number
90-2.

RESOLUTION NUMBER 90-3 - CALIFORNIA ENVIRONMENTAL OUALITY
ACTION GUIDELINES
Resolution Number 90-3 was presented to the Agency entitled
"A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
SEAL BEACH, CALIFORNIA, ADOPTING PROCEDURES IMPLEMENTING THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT AND THE GUIDELINES OF
THE SECRETARY FOR THE RESOURCES AGENCY, AS AMENDED, AND
REPEALING RESOLUTIONS 85-3 AND 86-3." By unanimous consent,
full reading of Resolution Number 90-3 was waived. The
Development Services Director reported the proposed
guidelines would bring the city into conformance with State
law and court decisions, that most of the changes relate to
noticing, reporting, and review requirements, that the CEQA
guidelines were reviewed by the Environmental Quality
Control Board and Planning Commission, and are recommended
for approval. Agencymember Laszlo moved to hold this item
over until the City Council takes action on this matter.
Agencymember Hunt seconded the motion.
