STATUS REPORT - AGENCY REOUESTS The Acting Executive Director presented the May 28th report from the Director of Development Services regarding the status of previous Agency requests, specifically utilization of the Project Area Committee regarding Trailer Park issues, and a review of the conditions of approval for the Trailer Park. It was the consensus of the Agency to receive and file the report. I ORAL COMMUNICATIONS There were no Oral Communications. I AYES: NOES: VACANCY: Forsythe, Hastings, Laszlo, Wilson None One Motion carried 6-24-91 I RESOLUTION NUMBER 91-1 - 1991/92 FISCAL YEAR BUDGET Resolution Number 91-1 was presented to the Agency entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH, CALIFORNIA, ADOPTING A BUDGET FOR FISCAL YEAR 1991/92." By unanimous consent, full reading of Resolution Number 91-1 was waived. The Executive Director made reference to the estimated revenue and expenditure fiqures for fiscal year 1991/92, and noted the transfer of $66,800 from total Agency reserves of approximately $250,000. with regard to the number of years that the Agency has expended in excess of its revenues, the Director said he was uncertain, however advised that the debt service is presently being analyzed and a report would be forthcoming. Laszlo moved, second by Wilson, to adopt Resolution Number 91-1. AYES: NOES: VACANCY: Forsythe, Hastings, Laszlo, Wilson None One Motion carried APPROVAL OF MINUTES Laszlo moved, second by Forsythe, to approve the minutes of the April 22, 1991 regular meeting. AYES: NOES: VACANCY: Forsythe, Hastings, Laszlo, Wilson None One Motion carried I ORAL COMMUNICATIONS Chairman Hastings declared Oral Communications open. Mr. Joe Orsini, Seal Beach, reported as a result of discussion with the State this date regarding Trailer Park regulations, he was informed that one no longer needs to be of low income to purchase a low income unit, however low income housing must be rented or leased to low income persons, which he said could affect the two-story cabana units in the Trailer Park. He suggested that the Agency may want to look into who owns units in the Trailer Park and the income status of those tenants, as an example he explained that a unit could be sold for $200,000 yet it must be rented/leased to a low income person, and it was his understanding that sixty-five units are to be retained for low income persons in the Park. Mr. Orsini said the State advised that the CC&R's should have addressed this issue, however no such document is in the records of the City and if they do not exist then county and/or State regulations would govern the Trailer Park. Chairman Hastings asked that the Special Legal Counsel for the Park be contacted to ascertain if there were CC&R's and if so, that a copy be obtained. Mr. Orsini noted also that although the income of an individual must qualify as low or moderate at the time of locating in the Park, there is no restriction on a future increase of the income level, however the next available unit must be rented or leased to low income persons, and pointed out that there is no list of the persons who reside in the Park nor their income level, also he believed that the City is to be notified when a new tenant moves into the Park. The Development Services Director stated at the time rental increases in the Park are requested there is a requirement that the City be provided with a list of the tenants and whether they meet the low or 6-24-91/7-8-91/7-22-91 moderate income criteria, that agreements existing between the Park and the City require sixty spaces be maintained for low income and sixty for moderate income persons, that he believed there is provision for city review of the records at any point in time, and suggested that staff review the agreements to determine the specific requirements. There being no further comments, Chairman Hastings declared Oral ',I Communications closed. CLOSED SESSION No Closed Session was held. ADJOURNMENT Hastings moved, second by Wilson, to adjourn the meeting until Monday, July 8, 1991 at 6:00 p.m. The Executive Director stated the Agency would be advised as to whether or not the adjourned meeting will be needed.
