HomeMy WebLinkAboutRDA Min 1991-08-26 7-22-91/8-26-91 ROLL CALL Present: Chairman Hastings Agencymembers Doane, Forsythe, Wilson Absent: Agencymember Laszlo I Vacancy: One Agencymember Laszlo arrived at the meeting at 6:53 p.m. Also present: Mr. Bankston, Executive Director Mr. Barrow, Assistant city Attorney Mrs. Yeo, City Clerk WAIVER OF FULL READING Wilson moved, second by Forsythe, to waive the reading in full of all resolutions and that consent to the waiver of reading shall be deemed to be given by all Agencymembers after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: ABSENT: Doane, Forsythe, Hastings, Wilson None Laszlo Motion carried There were no items of business scheduled for Agency consideration. I Chairman Hastings inquired as to the status of the information she had requested relating to the amount owed the city by the Agency, and a breakdown of revenues and costs for the Trailer Park and Zoeter Place. The Executive Director explained that the information is nearly complete and will be forthcoming to the Agency. ORAL COMMUNICATIONS There were no Oral Communications. AYES: NOES: Doane, Forsythe, Hastings, Laszlo, Wilson None Motion carried I AGENCY FINANCIALS The Executive Director presented an informational report relating to the financial status of the Agency, the report describing various terms, funds and account groups, a chronology relative to the creation of the Agency, the project areas, and various amendments thereto, and financial data through June 30, 1991 based upon information from the audit report. He reported that the Agency indebtedness to the city is $1,033,251, the principal debt on the 1978 Tax Allocation Bond is $4,830,000, and the Promissory Note for the purchase of the Zoeter School property is $1,679,357, the annual debt service on the two bond issues through 1990/91 fiscal year being $519,998.75. The Director explained that the annual payment reduces the principal amount and pays the interest due, that the annual tax increment is sufficient to meet the debt services and Promissory Note, however the increment is inadequate at this time to also repay the debt owed the city. He advised that staff is presently analyzing at what point the tax increment would be sufficient to cover all, that interest rates relative to the Promissory Note are being looked at, and that a refinancing proposal will be presented to the Agency within the next few weeks. I PROOF OF OWNERSHIP - SEAL BEACH TRAILER PARK Agencymember Laszlo noted there are occasionally two-story cabana permit requests, and since the Park is meant for low/moderate income residents, the owners should realize resulting benefits, therefore suggested that there be some form of proof of ownership of the trailer prior to the issuance building permits, possibly by means of a registration payment, tax bill, etc. The Executive Director 8-26-91/9-23-91 I reported at his request Special Legal Counsel for the Trailer Park will be reviewing existing documents to determine'if such procedure may currently exist or would be permitted, and in the interim the Agency could refer the matter to the Council and request that a draft ordinance be prepared. Agencymember Laszlo said it would be his intent that previous approvals fall under this requirement. Ms. Beverly Casares, Seal Beach, recalled an allegation that Mr. Dawson owns more than the allowed five trailers in the Park, suggested a cancelled check from either the DMV or the Tax Assessor would suffice as proof of ownership, also that a recent cabana approval is in question as a result of an inability to produce such records. She asked that a program be developed where the City can receive credit for low income housing, that the Agency enter into contracts with low income persons in the Park which would provide proof of their identity and income status. Laszlo moved, second by Wilson, that this matter be placed on a Council agenda for further consideration.
