ORAL COMMUNICATIONS
Chairman Hastings declared Oral Communications open. Mr.
Bruce Stark, Seal Beach, charged that the Agency and Council
are engaging in equity borrowing under the guise of
refinancing, that one-half percent of the interest rate does
not justify such action. He claimed Redevelopment Agencies
have been a detriment to other cities, and suggested that
the Agency should be done away with and its indebtedness
paid as quickly as possible. Mr. Stark referred to the
point that the valuation of the Hellman property is greater
than that of the Trailer Park, to which he referred to the
issuance of building permits, the valuation of the
improvements, and alleged that the valuation of a property
may not increase if those permits are not appropriately
forwarded to the Assessor. Mr. Stark objected to the Bond
refinancing. Ms. Reva Olson, Seal Beach, asked if there are
costs involved with the refinancing in addition to the one-
half percent, what the indebtedness is that is being
refinanced, and what the proceeds will be. The Executive
Director responded that the total costs associated with the
reissue is approximately $105,000, that the remaining 1978
indebtedness is somewhat less than $2.8 million, and that
the Issue would be authorized for not to exceed $5.5 million
however $4.8 is anticipated depending upon the interest
rates. Ms. Olson expressed her opinion that the exact
refinancing costs should be known, that the Issue is
extended for ten years therefore the Agency will be paying
more, and said there does not appear to be much difference
in the interest rate as it relates to refinancing costs.
There being no further comments, Chairman Hastings declared
Oral Communications closed.

The Redevelopment Agency of the city of Seal Beach met in
regular session at 6:49 p.m. with Chairman Hastings calling
the meeting to order with the Salute to the Flag.

WAIVER OF FULL READING
Doane moved, second by Forsythe, to waive the reading in
full of all resolutions and that consent to the waiver of
reading shall be deemed to be given by all Agencymembers
after reading of the title unless specific request is made
at that time for the reading of such resolution.

Chairman Hastings declared Oral Communications open. Mr.
Paul Jeffers, 8 Cottonwood Lane, directed his comments and
questions to the Trailer Park, specifically with regard to
trailers that are inherited upon the passing of a Park
resident. He cited a recent incident where the sisters of a
former resident of 10 Cottonwood Lane had decided to place
the trailer for sale, a real estate person suggested the
monthly rental be paid and the trailer then placed on the
market, that he personally observed the office accept the
rental check, yet the Park owner, Mr. Dawson, subsequently
returned the check and advised the relatives that the
trailer would need to be out of the space within thirty I
days. Mr. Jeffers said he has resided in the Park since it
was redeveloped, reported the type of situation referred to
occurs two to three times a year, claimed that the trailers
are not moved from the lots, that a cabana is constructed,
the trailer portion is demolished with only the axle
remaining. He said the Park owner refers to a Mobile Home
Park Code provision with regard to trailers ten feet or less
in width, however stated he did not believe trailer park
zoning has been applied to the Seal Beach Park. Mr. Jeffers
said upon redevelopment of the Park he had been informed by
the City that the trailers had been brought up to Code at
that time, and confirmed that the subject trailer did have a
cabana although not two stories. Agencymember Laszlo
recalled seeing trailers with two story cabanas listed for
sale at $200,000 in the Park. Agencymember Forsythe and the
Execut~ye Director confirmed having conversations with the
relative of the former Park resident. Agencymember Hastings
asked that this.matter be looked into, specifically that the
required low and moderate income housing be maintained.
Agencymember Forsythe said she had received information that
there have been two similar situations in recent weeks where
evictions have been attempted by the Park owner. Mr.
Jeffers again stated that no trailer has ever been moved
from the Park, only the people have been required to move, I
and reported the owner has brought old trailers into the
Park, some no more than eight feet wide, then improves and
sells them. In response to Mr. Jeffers, the Development
Services Director explained that the Trailer Park falls
under the residential high density zone with specific design
standards for the Park, and noted that the provisions of the
California Administrative Code, Title 25, has a wide range
of requirements that preempts the requirements of the City.
Agencymember Laszlo requested that the city secure for its
records the Declaration of Covenants dated September, 1978,
the Amended Declaration of Covenants dated December, 1981,

the Partnership and Disposition Agreement dated July, 1977,
and the First Amendment to the Participation and Disposition
Agreement dated January, 1978. Mr. Jeffers again mentioned
being informed and under the impression that the trailers
were brought up to Code when the Park was redeveloped, and
then questioned how the Mobile Home Park provision that Mr.
Dawson has utilized would apply. He read an excerpt from a
letter from Trailer Park management citing terms of the
lease agreement, specifically paragraph thirteen, that the
Trailer Park has the option to require the removal of a
mobile home that is less than ten feet wide, to which Mr.
Jeffers reported that specific trailer has never been moved
from the Park, the recipients of the letter turned it over
to Mr. Dawson and left the Park. Mr. Jeffers requested to
be provided answers with regard to whether the trailers are
up to Code, are they required to be ten feet wide, or are
they exempt as was understood. There being no further
comments, Chairman Hastings declared Oral Communications
closed.
