The Redevelopment Agency of the city of Seal Beach met in
regular session at 6:45 p.m. with Chairman Laszlo calling the
meeting to order with the Salute to the Flag.

WAIVER OF FULL READING
Brown moved, second by Hastings, to waive the reading in full
of all resolutions and that consent to the waiver of reading
shall be deemed to be given by all Agencymembers after reading
of the title unless specific request is made at that time for
the reading of such resolution.

August 24, 1992 regular meeting.

ORAL COMMUNICATIONS
Chairman Laszlo declared Oral Communications open. Ms. Karen
Tarascio said she was present on behalf of the recently
reorganized Seal Beach Trailer Park Chapter of the Golden
State Mobile Home Association, most specifically with regard
to a notice of proposed rent increase that has been
distributed by the Park owner to some of the residents. She
conveyed concern that the City had not been properly notified
of the increase, requested that the budget for the Trailer
Park be reviewed, specifically the salary and wages, overhead
and management, and maintenance categories inasmuch as it is
believed the manager is the only employee and the Park appears
to be coming into a state of disrepair. She requested also
that the number of lots be verified since it is felt that some
have been merged or no longer exist, and it is believed that
some spaces are not paying rent which could impact the rents
of other residents. Ms. Tarascio confirmed the desire of the
Association to meet with the city Manager, Agency Chairman,
the City's attorney, and a representative of the Trailer Park.
After brief discussion the Executive Director stated his
belief that Mr. Dawson has not complied with the established
application procedure to consider a rental increase in the
Trailer Park, offered to provide the Association with copies
of his letter to Mr. Dawson as well as a memorandum addressing
the questions posed at a prior meeting of the Agency, and to
pursue a meeting as requested. He indicated his preference
for an outside audit of the Trailer Park, and his
understanding that legal counsel having trailer park expertise
would be retained at such time as an application for rental
increase is submitted. There being no further comments,
Chairman Laszlo declared Oral Communications closed.

It was the order of the Chair, with consent of the Agency, to
adjourn the meeting at 7:00 p.m.

CLOSED SESSION
The city Attorney announced that the Agency would meet in
Closed Session pursuant to Government Code Section 54956.9(c)
to consider initiation of litigation, also that the Council
may reconvene in Closed Session should the City'S liability
attorney determine that to be necessary. It was the order of
the Chair, with consent of the Agency, to adjourn to Closed
Session at 6:55 p.m. The Agency reconvened at 7:10 p.m. with I
Chairman Laszlo calling the meeting to order. The city
Attorney reported the Agency had discussed the matter
previously announced and had given direction to legal counsel.
Action was taken at 7:12 p.m. to formally adjourn the prior
reqular adjourned meeting of the City Council.
