The Redevelopment Agency of the city of Seal Beach met in
regular session at 6:46 p.m. with Chairman Laszlo calling the
meeting to order with the Salute to the Flag.

WAIVER OF FULL READING
Forsythe moved, second by Brown, to waive the reading in full
of all resolutions and that consent to the waiver of reading
shall be deemed to be given by all Agencymembers after reading
of the title unless specific request is made at that time for
the reading of such resolution.

APPROVAL OF MINUTES
Brown moved, second by Forsythe, to approve the minutes of the
regular meeting of March 22nd, 1993 as presented.

ORAL COMMUNICATIONS
Chairman Laszlo declared Oral Communications open.
Agencymember Hastings inquired as to the status of the various
legislative proposals relating to a potential loss of
redevelopment agency monies. The Executive Director reported
an item will be presented on May 10th for Agency action to
transfer $124,000 to the City's General Fund, subsequently
transferred to the County for the benefit of schools, that the
result of the State property tax take-away last year. He
noted there are a number of bills relating to redevelopment
agencies that are proposed for consideration, none have been
approved to date, the League of cities and the California
Redevelopment Association are lobbying against their passage,
and pointed out that although the diversion of property tax
last year was to have been a one-time action it is again being
looked at and possibly increased from last years seventeen
percent to twenty-one percent. The Director confirmed that
litigation has been initiated by the city of Alhambra in
conjunction with the League and the California Redevelopment
Association, that cities are now being asked to join that
action, and noted that a resolution will be prepared to
consider same at the next meeting. There being no further
comments, Chairman Laszlo declared Oral Communications closed.

Forsythe moved, second by Hastings, to adjourn the meeting to
Monday, May 10th at 6:45 p.m. as requested by staff.

regular adjourned session at 6:45 p.m. with Chairman Laszlo
calling the meeting to order with the Salute to the Flag.

TAX INCREMENT TRANSFER - EDUCATIONAL REVENUE AUGMENTATION FUND
The Director of Development Services presented the staff
report, noted that the State 1992/93 fiscal year budget
required Redevelopment Agencies to transfer approximately
sixteen percent of their tax increment to the Educational
Revenue Augmentation Fund, and as is the case in Seal Beach,
the Budget Act requires the payment of said monies by the city
when the debt service of the Agency does not allow said
payment by the Agency. He explained that the Agency will
incur a principal debt to the City of $128,791.59, the amount
of the transfer, will be subject to an established interest
rate, the pay-baCk of same to be reflected in the
Redevelopment Agency 1993/94 fiscal year budget. Brown moved,
second by Doane, to approve a request and acceptance of a loan
from the city in the amount of $128,791.59 to be transmitted
to the Educational Revenue Augmentation Fund.
