'-....... ....'- The Redevelopment Agency of the City of Seal Beach met in regular session at 6:46 p.m. with Chairman Laszlo calling the meeting to order with the Salute to the Flag. I ROLL CALL Present: Chairman Laszlo Agencymembers Brown, Doane, Forsythe, Hastings Absent: None Also present: Mr. Bankston, Executive Director Mr. Barrow, City Attorney Mr. Whittenberg, Director of Development Services Mrs. Yeo, Secretary WAIVER OF FULL READING Doane moved, second by Forsythe, to waive the reading in full of all resolutions and that consent to the waiver of reading shall be deemed to be given by all Agencymembers after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: Brown, Doane, Forsythe, Hastings, Laszlo None Motion carried APPROVAL OF MINUTES I Forsythe moved, second by Brown, to approve the minutes of the regular meeting of September 27th, 1993. AYES: NOES: Brown, Doane, Forsythe, Hastings, Laszlo None Motion carried ORAL COMMUNICATIONS Chairman Laszlo declared Oral Communications open. Ms. Rita Brenner, Trailer Park resident, indicated she was addressing the Agency in the absence of the President of the Golden State 10-25-93 I Mobile Home Association. Ms. Brenner requested, on behalf of the Association, a copy of the zoning map for the Trailer Park and surrounding area, the zoning designation, a list of the zoning designations and their meetings, the zoning category type applied to the area, cumulative, non-cumulative, exclusionary, bulk, etc., and any map under the Subdivision Map Act that applies to the Seal Beach Trailer Park. It was suggested that Ms. Brenner submit ,her request in writing to the staff. Ms. Brenner made reference to a resident of 43 Riversea Road having recently come before the Commission and Council, encouraged by the Park owner, requesting a larger lot and replacement of an existing trailer with a newer model, which was urged to be approved given the financial situation of the tenant, and inquired if a building permit has recently been issued to allow construction of a second story to that unit, the advertised notice of that consideration showing Mr. Dawson as the property owner and Mr. Battersby as the architect. Staff explained that the land is owned by Mr. Dawson, the resident leases the land that has a mobile home thereon, in all cases where there is an application for improvements in the Park Mr. Dawson is shown as the land owner and the tenant as the applicant, explained further that if the published notice to consider the second story cabana reflected the applicant as an architect it was a misprint as Mr. Battersby has never represented himself to the city as an architect. Ms. Brenner claimed that the Park owner also approached the City to assist another tenant in obtaining a loan, however that trailer had been condemned by the City and was to have been torn down, and questioned if permission has been granted for the second story cabana on that unit. Staff explained that the referenced space is likely the one where a building permit had been issued for a second story cabana, funds to construct same were depleted, and the structure remained in an unfinished state for a considerable period of time. Subsequent to discussing completion of the dwelling with the Park owner he and the tenant were referred to the Orange County Housing Authority which administers the low interest loan program of Housingl Community Development Block Grant Funds on behalf of the City to persons of low and moderate income, those loans available to a property owner or tenant for improvements to a sub-standard housing unit. It was noted that it is not known if this tenant qualified for a loan, and explained that if the second story cabana was approved by the Planning Commission it would not be within the purview of the city as to how the construction would be financed, only that the construction is done properly. Ms. Brenner claimed that the Trailer Park owner appears to be acquiring the waterfront Park properties for himself, relatives and friends, then questioned if the remainder of the Park will be left to disarray. The city Attorney offered that the Park owner did follow proper procedures in requesting the expansion of the Riversea lot at which time the Agency considered postponing action pending receipt of lot location study, to which he recalled the owner having agreed to attempt to provide within approximately sixty days. The Chairman requested that a meeting be scheduled with Ms. Brenner, the Executive Director and himself within the next two weeks. There being no further comments, Chairman Laszlo declared Oral Communications closed. I I CLOSED SESSION No Closed Session was held. The Chairman announced that a meeting was recently held with' certain residents of the Trailer Park to discuss issues of concern, and that Agencymember Forsythe, the city Manager, and he were in attendance. Ms. Rita Brenner, Trailer Park resident, commended the Agency and City Manager for their I interest in all matters of the City, and suggested that meetings be held every or every other month with members of the Agency, the Park owner, the Mobile Homeowners group, and other Park residents to discuss issues such as health and safety, property rights, referrals, etc., a means to more closely monitor the Trailer Park. She made reference to legislation becoming effective January, 1994 requiring all mobilehome parks to have approved rules and regulations, and offered to inquire if they are required to be submitted to the State. To the request for future meetings, Chairman Laszlo suggested possibly every three months, attended by the Agency
