On behalf of the Mobile Homeowners group, Ms. Brenner inquired about the survey map of the Park and its availability for review. Question was also raised as to the qualifications of the surveyor. The Executive Director responded that any resident of the Park may review the map at City Hall, and explained that if the map is not stamped by a certified surveyor it will not be accepted by the city, likewise it is required to be stamped for the purpose of recording. There being no further comments, Chairman Laszlo declared Oral Communications closed. CLOSED SESSION No Closed Session was held. AYES: NOES: Brown, Doane, Forsythe, Hastings, Laszlo None Motion carried APPROVAL OF MINUTES Forsythe moved, second by Brown, to approve the minutes of the November 22, 1993 regular meeting. AYES: NOES: Brown, Doane, Forsythe, Hastings, Laszlo None Motion carried STATUS REPORT - AB 1290 The Executive Director reported that AB 1290, revisions to I redevelopment law, having received prior support of both the Agency and the City Council, has been adopted. He noted that the staff report provides a summary of that legislation and how it applies to Seal Beach. The Director of Development Services confirmed that the legislation will require amendment of certain provisions of the existing Redevelopment Plan as well as the preparation of a low and moderate housing implementation plan to be adopted by January 1, 1995. He confirmed that the legislation will not require any zoning changes, that it basically addresses how redevelopment monies will be spent, and sets forth further restrictions as to what can be considered a blighted area, as an example a determination of blight must be of a developed area rather than undeveloped or farm lands, along with other criteria, which makes it much more difficult for an agency to find blight in order to create a new redevelopment project area, noting however that those provisions of the legislation will have no affect on existing project areas. Brown moved, second by LaSZlo, to receive and file the status report, and that staff forward same to the Planning Commission for information.
