property, also the state Lands site. The city Manager
responded that the Hellman family is continuing to explore
their options and th." constraints on the property, there have
been some information sharing discussions with state Lands, as
of this date it is understood that the lease holder of state
Lands has defaulted therefore the property will revert back to
the state, the state will then seek another lessor, and I
pointed out that the Specific Plan, calling for hotel use,
remains in place for the State Lands parcel. There being no
further comments, Chairman Forsythe declared Oral
Communications closed.
ADJOURNMENT
It was the order of the Chair, with consent of the Council, to
adjourn the meeting at 6:51 p.m.

The Redevelopment Agency of the City of Seal Beach met in
special session at 6:47 p.m. with Chairman Forsythe calling
the meeting to order with the Salute to the Flag.

Chairman Forsythe read the Notice of Special Meeting as
follows:

NOTICE IS HEREBY GIVEN that Gwen Forsythe, as presiding
officer of the Redevelopment Agency of the City of Seal
Beach, hereby calls and gives notice of a special meeting
of the Redevelopment Agency to be held on Monday,
November 14th, 1994 at 6:45 p.m. in the city Council
Chambers, 211 - 8th Street, Seal Beach, California, for
the purpose of considering:
Approval of the letter proposal for the preparation
of AB 1290 Five-year Implementation 'Plan by Claire
Associates, Inc., pursuant to Health and Safety Code
Section 33490.

LETTER PROPOSAL - AB 1290 IMPLEMENTATION PLAN
The Director of Development Service referred to the. letter
proposal submitted by Claire Associates to prepare the State
required AB 1290 Implementation Plan in an amount not to
exceed $7500, the actual amount of which, on a time and
material basis, may be less than the proposal. He noted also
receipt of an unsoli~ited proposal from Kosmont and Associates
at approximately 4:00 p.m. this date, allowing inadequate time
for an indepth revie.'l of same, and noted a $500 difference
between the two proposals however the Kosmont proposal does
not include travel and other items of potential expense.
Brown moved, second by Hastings, to accept the proposal and
retain the firm of Clair Associates, Inc. for the preparation
of certain AB 1290 Implementation Plan information in an

amount not to exceed $7500, and authorized the Executive
Director to execute the letter proposal on behalf of the
Agency.
To questions of Agencymember Laszlo, staff explained that AB
1290 requires the preparation of the Implementation Plan by
December 31st, 1994 with a thirty day notification period of I
the public hearing, scheduled for December 12th, to consider
the Plan. Agencymember Laszlo acknowledged his request of Mr. .
Kosmont to submit a proposal, Mr. Kosmont being a former City
employee, familiar with the City and the Agency, and indicated
his preference that proposals should have been solicited. To
an inquiry of Chairman Forsythe, staff explained that this
Plan will utilize the housing numbers as set forth in the
currently adopted Housing Element of the city, and at such
time as revised numbers are proposed by the state Department
of Housing and Community Development, which has been postponed
for the past two years, there will be a period of time to
review those numbers and if appeals are felt to be appropriate
from the City's standpoint there is a means to do that. As to
reimbursement for AB 1290 costs, staff advised that a claim
could be submitted y:t there is no state reimbursement funding
at this time.
