amount not to exceed $7500, and authorized the Executive
Director to execute the letter proposal on behalf of the
Agency.
To questions of Agencymember Laszlo, staff explained that AB
1290 requires the preparation of the Implementation Plan by
December 31st, 1994 with a thirty day notification period of I
the public hearing, scheduled for December 12th, to consider
the Plan. Agencymember Laszlo acknowledged his request of Mr. .
Kosmont to submit a proposal, Mr. Kosmont being a former City
employee, familiar with the City and the Agency, and indicated
his preference that proposals should have been solicited. To
an inquiry of Chairman Forsythe, staff explained that this
Plan will utilize the housing numbers as set forth in the
currently adopted Housing Element of the city, and at such
time as revised numbers are proposed by the state Department
of Housing and Community Development, which has been postponed
for the past two years, there will be a period of time to
review those numbers and if appeals are felt to be appropriate
from the City's standpoint there is a means to do that. As to
reimbursement for AB 1290 costs, staff advised that a claim
could be submitted y:t there is no state reimbursement funding
at this time.

The Redevelopment Agency of the City of Seal Beach met in
regular session at 6:46 p.m. with Chairman Forsythe calling
the meeting to order with the Salute to the Flag.

Laszlo moved, second by Hastings, to waive the reading in full
of all resolutions and that consent to the waiver of reading

ORAL COMMUNICATIONS
Chairman Forsythe declared Oral Communications open. Mr.
Gordon Shanks, 215 Surf Place, inquired as to the status of
the State Lands, Hellman, and Department of Water and Power
properties. The Executive Director responded that the lessee
of the State Lands parcel has defaulted on the lease payments,
the State Lands Commission has initiated a legal process to
sever the lease contract afterwhich their intent is to again
seek bids, and noted that the Hellmans have indicated their
interest to the State to enter into such lease where that site
could be consolidated into any proposed future development of
the Hellman property, also that there has been nothing more
than discussions relating to the Hellman site. With regard to
the Department of Water and Power property, the Director
reported that during recent months staff has met with
representatives of the DWP, they are reviewing the RFP that
the City proposed to circulate some years ago for the purpose
of obtaining a developer of the site, during those meetings
the City indicated that the DWP should expand the options of
the Request For Proposal to include either a longer term lease
or sale of the property to a potential developer, that is
presently under consideration, therefore the city has not as
yet been authorized to distribute the RFP. Mr. Shanks asked
if a meeting of the DWP Advisory Committee was felt to be
warranted at this time. The Director suggested that March or
April would be more likely, pending receipt of written
responses from DWP to resolve certain issues of the RFP, there
are also ongoing discussions between the Seal Beach and Los
Angeles City Attorney offices on the issue of authorities in
the selection of a potential development or developer, and
what would be the DWP roll in development of the property
should they elect to sell the site in lieu of a fifty year
lease. Mr. Shanks asked that the Committee be notified at
such time as a meeting is desired. Mr. Shanks reported the
Seal Beach Historical Society has been contacted by someone
seeking information to initiate litigation to establish
property rights on a strip of property southerly of the DWP
site that is thought to have once been used by the street car
between Seal Beach and the Naples Peninsula. The City Manager
responded that he had no knowledge of the matter. There being
no further public comments, Chairman Forsythe declared Oral
Communications closej.
