Plan up to date. The Executive Director said he understood
that the Committee did schedule a second meeting, thought to
be before the next Agency meeting, and there was an intent
indicated by the Com~ittee to review the Specific Plan prior
to recommending that the Request For Proposal for the DWP site
be circulated. As to a question relating to the scope of the
Committee, he responded that the intent was that the Committee
review the RFP, which seeks development of the site, and
determine if it meets the intent of the adopted Specific Plan,
review of the Specific Plan itself also within the scope of
the Committee. The Executive Director offered to advise the
Committee of the intent of the Agency and that this matter
will also be placed on the next agenda.
ORAL COMMUNICATIONS
Chairman Forsythe declared Oral Communications open. Mr. John
O'Neil, 395 Clipper Way, noted that there are a number of
provisions of the Specific Plan that could be reviewed, one
being the shared use of parking in the beach lot which he felt
intensifies the use of the property and the Coastal Commission
would likely not favor, questioned also the economics of
placing a three hundred room hotel on the DWP property, a
three hundred fifty room banquet facility, theater, etc.,
indicating he did noe feel they would fit in with the desires
of the neighborhood. There being no further comments,
Chairman Forsythe declared Oral Communications closed.
ADJOURNMENT
It was the order of the Chair, with consent of the Agency, to
adjourn the meeting at 6:57 p.m.

The Redevelopment Agency of the City of Seal Beach met in
regular session at 6:47 p.m. with Chairman Forsythe calling
the meeting to order with the Salute to the Flag.

Brown moved, second by Hastings, to excuse the absence of
Agencymember Doane from this meeting.

CLOSED SESSION
The City Attorney announced that the Agency would meet in
Closed Session to discuss a potential case of litigation as I
listed on the agenda, pursuant to Government Code section
54956.9(c). By unanimous consent, the Agency adjourned to
Closed Session at 6:48 p.m. The Agency reconvened at 7:05
p.m. with Chairman Forsythe calling the meeting to order. The
city Attorney reported the Agency had discussed the item
previously announced and give direction to its negotiator.

Hastings moved, second by Brown, to waive the reading in full
of all resolutions and that consent to the waiver of reading

specific request is Dade at that time for the reading of such
resolution.

February 27th, 1995 regular meeting.

RESPONSE - REDEVELOP~IENT AFTER REFORM - A PRELIMINARY LOOK
Hastings moved, second" by Laszlo, to authorize the Agency
Chairman to sign the response letter to the Governor and to
the Legislative anal'{st's Office regarding the
inappropriateness of the report 'Redevelopment After Reform: A
Preliminary Look', t~ receive and file the staff report and
instruct staff to forward same to the Planning Commission for
information purposes.

RESPONSE - SUPPORTING AB 282 - REASSESSMENTS
Hastings moved, second by Laszlo, to authorized the Agency

notice of Proposition 8 reassessments, and receive and file
the staff report.

CLOSED SESSION
It was the order of the Chair, with consent of the Agency, to
adjourn to Closed Session pursuant to Government Code section
54956.8 to confer with the Agency's real property negotiator
with regard to the Zoeter Place property, the price and terms
of payment. The Age~cy adjourned to Closed Session at 6:47
p.m. The Agency reconvened at 7:14 p.m. with Chairman
Forsythe calling the meeting to order. The City Attorney
reported the Agency had met in Closed session to discuss the
matter identified on the agenda, established a sub-committee
with respect to the Zoeter property, and no other actions were
taken.
