WAIVER OF FULL READING
Doane moved, second by Hastings, to approve the reading in
full of all resolutions and that consent to the waiver of
reading shall be deemed to be given by all Agencymembers
unless specific request is made at that time for the reading
of such resolution.

The Redevelopment Agency of the City of Seal Beach met in
regular session at 6:59 p.m. with Chairman Brown calling the
meeting to order with the Salute to the Flag.
ROLL CALL

Laszlo moved, second by Brown, to excuse the absence of
Agencymembers Doane and Forsythe from this meeting.

APPROVAL OF MINUTES
Hastings moved, second by Laszlo, to approve the minutes of
the January 22nd, 1996 regular meeting.

AGENCY CONCERNS
Agencymember Hastings. announced that she would be meeting on
Wednesday with the city Manager and representatives of the
Seal Beach Trailer Park.
ORAL COMMUNICATIONS
Chairman Brown declared Oral Communications open. Mr. Gordon
Shanks, 215 Surf Place, made reference to the Hellman land and
inquired if it would be possible and/or how difficult would it
be to remove property from the Redevelopment Agency. The City
Attorney responded that removal of property from the
jurisdiction of the Agency is possible, would require
amendment of the Redevelopment Plan, the procedure to do so I
has changed, however it could be done. Mr. Shanks mentioned
that the most undevelopable areas of that property are in the
Agency where the higher, more developable land is city
property, and using the last proposal for the Hellman site as
an example, stated that the tendency is to try to place the
greatest amount of development on the land in the Agency to
maximize the tax increment which in turn distorts the normal
building process, to which he suggested it may be worthwhile
to look into equalizing the status of the entire site thus
possibly make it more easily developable than in the past.
Staff offered to review the process to amend the plan and
report back to Council, confirming the City Attorney's comment
that it is much more difficult under current law to expand the
Agency boundaries. Mr. Ken Anderson, Leisure World, mentioned
having provided a map of the Hellman Ranch which designated
the Redevelopment Agency area from that of the City, the
number of houses on one side and apartments on the other.
There being no further comments, Chairman Brown declared Oral
Communications closed.
