HomeMy WebLinkAboutEQCB Min 2010-03-031 CITY OF SEAL BEACH 2 Environmental Quality Control Board 3 Minutes of March 3, 2010 Vice - Chairperson Hurley called the meeting of the Environmental Quality Control Board (EQCB) to order at 6:10 p.m. on Wednesday, March 3, 2010. The meeting was held in the City Manager's Conference Room and began with the Salute to the Flag.' Roll Call Present: Members Barton, Cummings, and Hurley Also Present: Department of Development Services Mark Persico, Director Jerry Olivera, Senior Planner Absent: Chairperson Voce arrived at 6:25 p.m. Member Navarro absent. Approval of Agenda MOTION by Barton; SECOND by Cummings to approve the Agenda as presented. MOTION CARRIED: 3 — 0 — 2 AYES: Hurley, Barton, and Cummings NOES: None ABSENT: Navarro and Voce Oral Communications None. Consent Calendar No items. Scheduled Matters 1. Approval of Meeting Minutes of October 28, 2009. Recommendation: Approve Minutes with any corrections deemed appropriate. MOTION CARRIED: 3 — 0 — 2 AYES: Hurley, Barton, and Cummings NOES: None ABSENT: Navarro and Voce 2. Approval of Meeting Minutes of January 27, 2010. Recommendation: Approve Minutes with any corrections deemed appropriate. MOTION by Barton; SECOND by Cummings to approve the EQCB Meeting Minutes of January 27, 2010, as presented. MOTION CARRIED: 3 — 0 — 2 AYES: Hurley, Barton, and Cummings NOES: None ABSENT: Navarro and Voce 3. Receive Public Comments — Draft Initial Study /Mitigated Negative Declaration River's End Staging Area and San Gabriel River Bikeway Enhancement Plan, Dated February 2010. Recommendation: Open hearing and receive testimony. Provide direction to Staff. Staff Report Mr. Persico noted that the public comment period for the Draft IS /MND began on February 5, 2010, and will close on March 5th. He described the proposed improvements to the bike trail and the 1 St Street beach parking lot. Member Barton questioned the wisdom of using grant money to make these improvements prior to knowing the outcome of the proposed DWP project. Mr. Persico stated that the grant money would be lost if not used, and any improvements to the 1 St Street parking lot would not be affected by any work subsequently done on the DWP property. Member Cummings stated that the plans failed to show the location of the existing parking ticket vending machines. She then asked about the plants and grasses to be used. Mr. Persico stated that as many native plants and grasses as possible would be used in the landscaped areas. Member Cummings then expressed concerns that this new landscaped area might become a magnet for the homeless. Mr. Persico suggested that the landscaper could create "defensible space" to help minimize potential issues. 2 of 4 City of Seal Beach Environmental Quality Control Board Meeting Minutes of March 3, 2010 MOTION by Voce; SECOND by Barton to recommend forwarding the Draft Initial Study /Mitigated Negative Declaration River's End Staging Area and San Gabriel River Bikeway Enhancement Plan as presented to the Planning Commission for consideration and adoption. MOTION CARRIED: 4-0-1 AYES: Voce, Barton, Cummings, and Hurley NOES: None ABSENT: Navarro 4. Receive Comments and Update - ARCO Service Station Corrective Action Plan for ARCO station located at Pacific Coast Highway and 5 Street. Recommendation: Provide direction to Staff. Staff Report Mr. Persico provided a brief update on the ARCO Service Station remediation, and reviewed all 4 of the alternatives for corrective action provided by ARCO. Member Cummings asked if the service station is to go out of business or is to remain. Mr. Persico stated that it would remain in business. The Board agreed to recommend that City Council select Alternative 3. Under some alternatives Board members believed that there is risk of upset if the dig and haul option were used. They also believed the net effect on the environment would be lowest under Alternative 3. MOTION by Hurley; SECOND by Barton to recommend the election of Alternative 3 for continued corrective action at the ARCO Service Station at 5 Street and Pacific Coast Highway. MOTION CARRIED: 4-0-1 AYES: Voce, Barton, Cummings, and Hurley NOES: None ABSENT: Navarro 5. Appointment of Environmental Quality Control Board Representative to the Environmental Consultant Review Panel for the DWP Specific Plan. Staff Report Mr. Persico indicated that the environmental firms to be interviewed are CAA Planning, RBF Consulting, and PCR Consulting. Member Hurley nominated Member Barton to serve as the EQCB representative. 3 of 4 City of Seal Beach Environmental Quality Control Board Meeting Minutes of March 3, 2010 MOTION by Hurley; SECOND by Cummings to appoint Member Barton as the Environmental Quality Control Board Representative to the Environmental Consultant Review Panel for the DWP Specific Plan. MOTION CARRIED: 4 — 0 —1 AYES: Voce, Barton, Cummings, and Hurley NOES: None ABSENT: Navarro Staff Concerns None. Board Concerns Chairperson Voce provided various articles of information on wood burning for inclusion in an information flyer to be prepared for mailing with the monthly water billings. Member Barton requested a status on the proposed project for the Chevron Station at 1300 Pacific Coast Highway.
