SUMMARY OF REQUEST:
The City Council is asked to authorize:
1. Submittal of an application to Senator Dianne Feinstein and Senator
Barbara Boxer's offices for funding applications inclusion into the 2010
Water Resources Development Act.
2. The Mayor to sign Grant Application.
BACKGROUND:
The Water Resources Development Act of 1986 (WRDA 1986) is part of Public
Law 99 -662, a series of acts enacted by the Congress of the United States on
November 17, 1986. The WRDA established cost sharing formulas for the
construction of harbors, inland waterway transportation, and flood control
projects. It also created hundreds of projects, studies, and plans in almost every
state in the nation. The City of Seal Beach requests inclusion of two projects into
the 2010 Water Resources Development Act and are detailed as follows:
City of Seal Beach Storm Drain Improvements - Citywide
The City of Seal Beach is requesting $18,000,000 in funding be made available
for construction of Storm Drain Improvements throughout the City. These
improvements represent the highest priority projects identified within the City's
Master Plan of Drainage adopted on November 10, 2008.
City of Seal Beach East Beach Nourishment
The Water Resources Development Act currently includes sand nourishment of
Surfside /Sunset Beach. This project is done as a mitigation measure regarding

active erosion caused by Federal navigation works when Anaheim Bay was
protected for the Seal Beach Naval Weapons Station (SBNWS). To the north of
the Anaheim Bay the Seal Beach Groin Wall was constructed to mitigate beach
erosion. The City of Seal Beach completed a report entitled "Justification for
Reassessment of Beach Maintenance, Federal Cost - Sharing Agreement
between the City of Seal Beach and U.S. Army Corps of Engineers" in December
of 2008. This report detailed the history and conditions of Seal Beach's beach
erosion. Since that time the Army Corps of Engineers has sent.a response to
which the City of Seal Beach responded in July of 2009. On a separate track
from the ongoing negotiations with the Army Corps of Engineers the City of Seal
Beach is pursuing language modification in the 2010 Water Resources
Development Act to include Seal Beach north of the Anaheim Bay into the sand
nourishment project.
Submittal of requests from individual Senators to the Senate Environment and
Public Works Committee for the 2010 Water Resources Development Act are
due on May 17, 2010. Staff received notification on April 28, 2010 that Senator
Feinstein has requested that submittal of applications be made before May 4,
2010. Senator Boxer has requested that applications be submitted before May
13, 2010.
FINANCIAL IMPACT:
There are no financial requirements associated with submittal of this request.
RECOMMENDATION:
It is recommended City Council authorize:
1. Submittal bf an application to Senator Dianne Feinstein and Senator
Barbara Boxer's offices for funding applications inclusion into the 2010
Water Resources Development Act.
2. The Mayor to sign Grant Application.

Dear Senator Feinstein:
The City of Seal Beach respectfully requests submittal of the enclosed package to include
funding for the City of Seal Beach Storm Drain Improvements into the 2010 Water
Resources Development Act.
The project seeks construction of storm drain facilities to reduce storm drain damage
within the City of Seal Beach. The City has historically experienced flooding
approximately every five years and recently has flooded twice since 2004. A large need
for storm drain facilities exists throughout the City affecting residents, business owners,
and visitors to the local beaches. The impact is significant as private property damage
has occurred.. The City of Seal Beach has invested heavily ($7.9M) with local funds to
construct storm drain facilities but at this time does not have 10 year flood protection in
some areas of the City.

These requested funds will be for the construction of storm drain facilities to reduce storm damage. The
City of Seal Beach has historically flooded approximately every five years and twice since 2004. On both
of these occasions the city has received Emergency Management Agency reimbursement of expenditures.
A Master Plan of Drainage has been prepared that identifies all the drainage deficiencies throughout the
City. These drainage deficiencies are caused by a terrain that is flat and drains to pump stations that send
the water into two water bodies. The down town area lies near Sea Level and stormwater drains to low
points that border the San Gabriel River or the Anaheim Bay. These two low points house pump stations
that get the water into those water bodies. Both low points exist as elements of Army Corps of Engineers
channelization of the San Gabriel River and the Anaheim Bay. To increase flood protection, the City
needs to install new pipes, pump stations and catch basins. This project will alleviate hazardous flooding
areas and create protection to the surrounding community. Additionally, water quality features will be
installed to insure that storm water discharged will not harm the ocean.

This project accomplishes several needs for the residents and visitors to the City of Seal Beach. The City
has experienced flooding twice since 2004. This project will provide 25 year flood protection to Seal
Beach. This flood protection will protect residents homes and businesses throughout the City. Additionally,
water treatment will be added to the storm drain system. This will insure that as the water drains off of City
streets it is clean before being discharged to the Ocean. The City's storm drain system drains to the San
Gabriel River and the Anaheim Bay. The Anaheim Bay is currently on the State of California's 303d list of
water bodies.

The City of Seal Beach has been constructing it's storm drain system for over 25 years. Completion of the
storm drain system is occuring as funding allows. The City of Seal Beach has compiled numerous
drainage studies and is ready to construct the necessary inprovements. Funding of this project will
accelerate construction of the storm drain system. Currently portions of the system do not provide 10 year
flood protection to the residents.

The City of Seal Beach respectfully requests submittal of the enclosed package to amend
language to include the City of Seal Beach's East Beach into the Surfside/ Sunset Beach
Nourishment Project of the 2010 Water Resources Development Act.
The Surfside/ Sunset Beach Nourishment Project provides sand nourishment for beaches
south of the Anaheim Bay. The City of Seal Beach requests the East Beach which is
located directly north of the Anaheim Bay be included in the project. The nourishment of
these beaches provides the sand that protects homes from storm damage but also provides
recreation opportunities for the residents of the surrounding southern California area.
The impact of not having the sand renourished is significant as private property damage
will occur.

The U.S. Army Corps of Engineers (USAGE) agreed to implement the Surfside/ Sunset Beach Nourishment
Project (Surfside /Sunset Beach project) in response to erosion problems arising from construction of jetties
for the Anaheim Bay. These jetties were constructed for the Seal Beach Naval Weapons Station. This
project regularly nourishes the beach at Surfside /Sunset Beach with coarse sand to address erosion east of ,
the navigation entrance channel, and that
project component is successful. The project also included construction of a concrete groin at Seal Beach
pier west of the navigation entrance channel to address erosion at East Beach. This groin wall is
marginally successful at retaining sand on East Beach. East Beach experiences erosion caused by the
effects of the jetties and the groin is not fully effective in mitigating these problems. These requested funds
will continue nourishment of the East Beach and protect the homes in Seal Beach from damage due to
Ocean Storm events.

has experienced flooding on numerous occasions due to ocean water storms and high tides bringing water
into the City's Old Town district. The City has nourished its East Beach, backpasses sand (biannually)
from the West beach, and annually constructs a sand bean to protect these homes from winter storm
events. A funded regularly scheduled sand nourishment program will insure that these homes remain safe
from winter storm events.

The City of Seal Beach and the Army Corps of Engineers have nourished the East Beach a total of 13
times since 1959. Cost figures are not avialable for all of the projects. The last two nourishedment projects
have brougt 75,000 cy of sand in 1998 for $ 300, 000, and 74,000 cy of sand in 2009 for $1,000,000.

Project (Surfside /Sunset Beach project) in response to erosion problems arising from construction of jetties

The City of Seal Beach is the northernmost coastal city in the County of Orange. The City lies between the
City of Long Beach and Huntington Beach, and is home to the Naval Weapons Station Seal Beach.
13. Description of Purpose and Need for Request
The U.S. Army Corps of Engineers (USACE) agreed to implement the Surfside/ Sunset Beach Nourishment
Project (Surfside /Sunset Beach project) in response to erosion problems arising from construction of jetties
for the Anaheim Bay. These jetties were constructed for the Seal Beach Naval Weapons Station. This
project regularly nourishes the beach at Surfside /Sunset Beach with coarse sand to address erosion east of
the navigation entrance channel, and that
