CALL TO ORDER Chairman Belardes called the meeting to order at 5:03 P.M. ll. ROLL CALL Present: Members Benjamin, Fitzpatrick, Frietze, Goldberg, Hahn, Price, Unatin and Chairman Belardes Absent: Member A viani Staff Present: Lee Whittenberg, Development Services Director Mr. Whittenberg indicated he had not heard from Member A viani, and believed he has been absent for three consecutive meetings. Without objection, Chairman Belardes requested a staff report at the next meeting regarding this matter. ID. APPROVAL OF AGENDA Chairman Belardes said this was the time for any member of the Committee, staff or public to rearrange the order of the agenda, or request items to be removed from the Consent Calendar for separate discussion. Member Hahn asked item 3 to be removed from the Consent Calendar. MOTION by Hahn; SECOND by Fitzpatrick to approve the Agenda as presented, with the removal of Agenda Item V.3 from the Consent Calendar. RECEIVE AND FILE CITY COUNCIL ACCEPTANCE OF RESIGNATION OF MEMBER DAVIES, dated March 27, 1995 Recommendation: Receive and File City Council acceptance of resignation of Member Davies, dated March 27, 1995. 4. RECEIVE AND FILE CITY COUNCIL STAFF REPORT RE: SEAL BEACH NA V AL WEAPONS STA nON - INSTALLATION RESTORATION PROGRAM - DRAFf FINAL REMEDIAL INVESTIGATION REPORT: SITES 1, 7, 19, and 22, dated March 27, 1995. Recommendation: Receive and File City Council Staff Report. ITEM REMOVED FROM CONSENT CALENDAR 3. RECEIVE AND FILE CITY COUNCIL STAFF REPORT RE: FINAL EA/IS - LOS ALAMITOS AFRC IP-S FUEL STORAGE FACILITY, dated March 27, 1995. Recommendation: Receive and File City Council Staff report. ~ Member Goldberg asked a native american monitor would be present. Mr. Whittenberg indicated that was requested by the Committee, but the Corps of Engineers has determined to only have an archaeologist on site during earth moving activities. If cultural materials are encountered, then native american monitors may be called in also. Member Hahn asked if SHPO had reviewed this proposal. Staff indicated that the Final EA/IS included the request for concurrence from SHPO of no effect on National Register or eligible properties from the Army Corps of Engineers, dated May 26, 1993, but not include a reply from SHPO. Member Hahn asked if staff could research this matter and report back to the Committee. Mr. Whittenberg indicated a follow-up report would be on the next agenda of the Committee MOTION by Goldberg, SECOND by Price to receive and file Consent Calendar Agenda Item V.3, with staff providing a follow-up report at the next meeting. '-" ~ Archaeological Advisory Committee Minutes April 5, 1995 SCHEDULED MA TIERS 6. APPROVAL OF MINUTES: FEBRUARY 8, 1995 Recommendation: Approve Minutes with any corrections appropriate. Member Hahn indicated she had a correction on page 8, last paragraph, lines 6 and 7, indicating the sentence should be revised as follows: "...Indicated she told Mr. Del Ciopio she the Committee had been told by Ms. Barnett that was not true. Me that he had probably misunderstood." Member Price indicated the first "if" on page 7, line 1, should be deleted. Member Hahn indicated on page 7, second full paragraph, that she recalled Commander Steadley indicating a cost of around $200.00. The other Committee members indicated they did not recall that discussion. No change was suggested. MOTION by Goldberg; SECOND by Fitzpatrick to approve the Archaeological Advisory Committee minutes of February 8, 1995 meeting with the corrections as noted. REVIEW AND DIRECTION TO STAFF REGARDING THE ISSUE OF CULTURAL RESOURCE MANAGEMENT AT THE NAVAL WEAPONS STATION. (Continued from December 7, 1994,Ianuary 18, 1995, and February 8, 1995) Recommendation: Continue to Iune 7, 1995. Additional Note: Member Hahn has requested this matter be removed from consideration until the June 7, 1995 meeting. Member Hahn indicated there had been some mis-communication between herself and staff. Her request was to remove this matter from the Archaeological Advisory Committee agenda, as the Navy is addressing many of the concerns C:\WPSI \ARCHCOMM\04-0S-95.MlN\L W\04-06-9S 4 \..r Archaeological Advisory Committee Minutes April 5, 1995 which she had. Member Hahn indicated she may request this returned to the Agenda at a future time if concerns remain unresolved. MOTION by Price; SECOND by Goldberg to remove this matter from the Archaeological Advisory Committee agenda. REVIEW AND CONSIDERATION OF "PHASE I - OVERVIEW SURVEY and PHASE II - ARCHAEOLOGICAL, HISTORICAL, AND ARCHITECTURAL ELIGIBILITY STUDY OF CULTURAL RESOURCES ON THE NAVAL WEAPONS STATION, SEAL BEACH", revised February 1995. \..r Recommendation: Review and consider subject report. Instruct staff to prepare draft response letter for consideration on April 19, 1995, or continue to April 19, 1995, for further review and consideration. Mr. Whittenberg indicated this matter is the final report regarding a "rough draft" report which the Committee reviewed extensively several months ago, and met with the consultant team to provide input and concerns. He further indicated the Navy is requesting comments on the subject document by May 31, 1995, and due to the time frame for review and comments requested by the Navy (May 31, 1995), and the upcoming time commitments of support staff relative to the Bixby Old Ranch Golf Course Development Plan public hearing process and the preparation of the Main Street Specific Plan, staff is recommending that the Committee attempt to complete its review and preparation of appropriate comments by no later than early May. Staff is therefore recommending that the Committee continue this matter to April 19, 1995 for additional review and direction to staff. If the Committee is not completed with its deliberations on April 19, staff would recommend that the Committee also meet on May 3 to finalize its review and complete preparation of a response letter to the Navy regarding the subject report. However, the certain portions of the report seem accurate. Member Hahn indicated she has not had sufficient time to completely review the document, and requested the Committee continue its review until April 19, as recommended by staff. Discussion continued among the Committee regarding the review of this document and of the Bixby Old Ranch Golf Course Development Plan Final EIR and Responses to Comments. MOTION by Benjamin; SECOND by Price to continue review of this matter to an adjourned Archaeological Advisory Committee meeting on April 19, 1995 at 5:00 P.M. REVIEW AND CONSIDERATION OF "GUIDELINES FOR THE CURATION OF ARCHAEOLOGICAL COLLECTIONS", May 7,1993 (Received by City on February 27, 1995). Recommendation: Review and consider subject report. Receive and File or instruct staff to prepare draft response letter for consideration on June 7, 1995, or continue to Iune 7, 1995, for further review and consideration. Mr. Whittenberg indicated this matter had previously been before the Committee as "Draft Guidelines" and that the State has now formally adopted them. He did not feel the document was of a nature to cause concern to the Committee, and recommended it be received and filed, indicating if the Committee felt it appropriate, it could provide comments to the State of California. COMMITTEE CONCERNS 10. DISCUSSION AND DIRECTION TO STAFF RE: DAY OF RECEIPT OF AGENDA PACKETS (Member Hahn) '-" Mr. Whittenberg indicated Member Hahn had requested this matter be placed on the agenda for consideration by the Committee. He reviewed the existing agenda preparation and distribution process, indicating the Committee received agenda packets on the Friday before a Wednesday meeting. If the Committee feels additional time is necessary to review agenda materials, he needs direction from the Committee. Member Hahn indicated the length of the agenda packet was such that she was not able to complete a review of all the reports. Member Fitzpatrick indicated he felt the current practice was sufficient. There no other discussion on this matter, no action was taken. 11. DISCUSSION AND DIRECTION TO STAFF RE: REVIEW OF FINAL EIR FOR BIXBY OLD RANCH GOLF COURSE DEVELOPMENT PLAN (Member Hahn) Mr. Whittenberg indicated Member Hahn had requested this matter be placed on the agenda for consideration by the Committee. He reviewed the current status of the preparation of the Final EIR and Responses to Comments, indicating the review by the Committee should not be real extensive. The Committee will be reviewing the responses to comments and revised mitigation measures relative to the archaeological portion of the document. Mr. Whittenberg further indicated he hoped to have the appropriate material on the April 19 adjourned meeting for review and consideration by the Committee. ~ Member Hahn indicated the Committee may need two meetings to review the Bixby Final EIR and the Ogden Report. Member Fitzpatrick suggested C:\WPSI \ARCHCOMM\04-05-9S.MlN\LW\04-06-9S 7 '--' '-" '-" Archaeological Advisory Committee Minutes April 5, 1995 scheduling both matters for April 19, dealing with the Bixby Final EIR documentation first, and then proceeding to review the Ogden report, with an additional adjourned meeting if the Committee still requires additional time to complete its review of the Ogden report. That was the consensus of the Committee. VIII. STAFF CONCERNS None. IX.
