CALL TO ORDER Chairman Belardes called the meeting to order at 5:04 P.M. ll. ROLL CALL Present: Members Benjamin, Fitzpatrick, Frietze, Goldberg, Price, Unatin, Yearn and Chairman Belardes Absent: Member Hahn Staff Present: Lee Whittenberg, Development Services Director Mr. Whittenberg introduced newly appointed Member Yearn to the Committee, with the members of the Committee welcoming Member Yearn. Mr. Whittenberg indicated Member Hahn has indicated she would not be present this evening, as she is still recovering from the death of her father. Without objection, Chairman Belardes excused the absence of Member Hahn. m. APPROV AL OF AGENDA Chairman Belardes said this was the time for any member of the Committee, staff or public to rearrange the order of the agenda, or request items to be removed from the Consent Calendar for separate discussion. MOTION by Price; SECOND by Goldberg to approve the Agenda as presented. RECEIVE AND FILE STAFF REPORT AND LEITER FROM CITY COUNCIL TO RESTORATION ADVISORY BOARD RE: COMMENTS RE: "DRAFT TECHNICAL MEMORANDUM - STATIONWIDE BACKGROUND STUDY", dated May 22, 1995. Recommendation: Receive and File Staff Report and Response Letter. VI. SCHEDULED MA TIERS 5. APPROVAL OF MINUTES: APRIL 19, 1995 Recommendation: Approve Minutes with any corrections appropriate. '-" Chairman Belardes asked if there were any corrections to the Minutes of April 19, 1995. Member Fitzpatrick indicated on page 8, Section VII., Committee Concerns, line one, the last word should be "overrun" rather than "overflight", and in the same section, last line, the second word should be "inhibit" rather than "preclude". There were no other corrections proposed by the Committee. MOTION by Benjamin; SECOND by Price to approve the Archaeological Advisory Committee minutes of April 19, 1995 as corrected. REVIEW AND CONSIDERATION OF "ARCHAEOLOGICAL RESOURCE PROTECI'lON PLAN (ARPP) FOR THE SOIL REMEDIATION PROJECI' AT BUIWINGS 10, 69, AND 923 AT THE NAVAL WEAPONS STATION, SEAL BEACH", dated March 27,'1995 Recommendation: Review and consider subject report. Instruct Chairman to sign proposed response letter, with modifications if deemed appropriate, or instruct staff to revise the proposed response letter for re-consideration of the Committee at a meeting date to be determined. MOTION by Price; SECOND by Benjamin to instruct Chairman Belardes to sign the proposed response letter as prepared by Staff. MOTION CARRIED: 8-0-1 A YES: Benjamin, Fitzpatrick, Frietze, Goldberg, Price, Unatin, Yearn and Chairman Belardes NOES: None '--' ABSENT: Hahn 7. REVIEW AND CONSIDERATION OF "ARCHAEOLOGICAL RESOURCES PROTECI'lON PLAN (ARPP) FOR INSTALLATION RESTORATION SITES 5, 8, 12, 16, 21, 40, 44, AND 46 AT NAVAL WEAPONS STATION, SEAL BEACH, ORANGE COUNTY, CALIFORNIA", dated March, 1995 Recommendation: Review and consider subject report. Instruct Chairman to sign proposed response letter, with modifications if deemed appropriate, or instruct staff to revise the proposed response letter for re-consideration of the Committee at a meeting date to be determined. MOTION by Benjamin; SECOND by Yearn to instruct Chairman Belardes to sign the proposed response letter as prepared by Staff. COMMITTEE CONCERNS Member Unatin inquired as to effect of the vote taken at the last meeting of the Committee, with four of the six members present voting affirmatively. Mr. Whittenberg indicated upon discussion with the City Attorney, the vote was a majority of the quorum of the Committee, which is a proper action, and as was indicated at the time of that vote, if it was not a proper action, the Committee would have been informed immediately. VID. STAFF CONCERNS '-' Mr. Whittenberg inquired if the memorandum with attachments which was sent out in early May was helpful to the Committee in preparing for this meeting? The Committee indicated that process was helpful, with Mr. Whittenberg indicating staff will continue to provide appropriate information in the same manner. Mr. Whittenberg indicated staff had no other concerns to bring before the Committee. IX. ADJOURNMENT MOTION by Price; SECOND by Belardes to adjourn the meeting at 5:45 p.m. to Wednesday, August 9, 1995, 5:00 p.m. at the City Hall Council Chambers.
