who and what their responsibilities are.

PURPOSE OF MEETING
Mr. Whittenberg stated the purpose of this meeting is to review the draft document, Draft - A
Proposed Research Design and Investigation Program for Test Level Evaluations of
Archaeological Sites Located on the Hellman Ranch, City of Seal Beach, CA, as it has been
prepared and presented by E. Gary Stickel, Ph.D., Consulting Archaeologist, Environmental
Research Archaeologists. He suggested listing any comments, questions or corrections that
members of the Sub-Committee, staff or Mr. Bartlett feel need to be discussed prior to finalizing
the final draft and presenting it to the fuU Archaeological Committee. He asked if Dr. Stickel
had any preliminary comments he would like to make?

Dr. Stickel said this is a draft document, comments are welcome, and he wouldn't have any
problems with making changes. He gave thanks it is on a word processor!
Mr. Whittenberg asked how members of the Sub-Committee would like to proceed? He then
distributed copies of a memorandum he prepared regarding minor corrections and
concerns/questions relating to the draft document, noting the first three pages of his memo deal
with incomplete sentences or phrases in Dr. Stickel's report.

Member Hahn said she reviewed her document page by page and needs a way to cross-reference
her document with Mr. Whittenberg's document. Mr. Whittenberg said it might be easier to
go through his document changes in detail and then, if there are other changes, the members
could so indicate. Another member suggested going page by page with Mr. Whittenberg making
his changes and the members making their changes; this procedure was accepted.
Review of the changes began:

Mr. Whittenberg suggested deleting the word "or" at line 5, Section 1.0: "... the
recentmost Cultural Resources Management QI contract archaeological work...." Dr.
Stickel agreed.
Mr. Bartlett asked if the statement The City's prehistoric past has unfortunately been
poorly studied by previous researchers was a generalized statement or an overall
characterization? He felt there had been some work the City has not been too happy
with as it was not well done and yet the more current work seems to be much better.
Ms. Hahn said she made this same notation, to delete unfortunately because it's
inflammatory and not all work is done badly. Dr. Stickel said this is a good point and
he could tone this statement down.
Beginning at Abstract, at the top of page I, Member Hahn she said she felt it should start
do. Test Phase. Dr. Stickel agreed, saying it's not grammatically correct the way it is.
Member Hahn suggested the following changes:
delete lie and substitute remain at "... the scope of the cultural resources that remain on
the Hellman Ranch ... ". Dr. Stickel agreed.
replace aims with goals at "When those gQals. have been met ... ", as it is more specific.

reword the next sentence to avoid a run on sentence. It should read " ... Mitigation
Phase program. The Mitigation program would implement ...". Dr. Stickel agreed.
add known at "At present, Hellman ranch contain the majority of the known cultural
resources". She felt this change was important as very little of the City of Seal Beach
has been assessed for cultural resources. She noted Dr. Stickel had done an off-shore
study; Seal Beach extends three miles out into the water. We don't know what's down
there. Dr. Stickel agreed. .
delete also at "It is unfortunate (as may be read ...f' as it's wordy.
delete the word severe or change it to extreme at "Hellman Ranch has not improved that
situation". It was the consensus of the sub-committee to delete the word severe, and Dr.
Stickel agreed.

delete "(even at its Test Phase level as opposed to the much more detailed and higher
level research of a Mitication Phase)" as it's redundant and is stated elsewhere in the
document. Dr. Stickel agreed and noted he was trying to draw a distinction that hasn't
been drawn before. There's a definite difference between the mitigation phase and the
test phase. He said that if it will make the document more comprehensive, he would
agree with the suggested deletion. It was a consensus of the sub-committee to delete the
clause, as it is stated elsewhere in the document.

Dr. Stickel commented that page 2 has preliminary graphics and he will have much better
graphic for the final document. Mr. Whittenberg suggested the State Lands site should be
included on the graphics.

Member Hahn suggested the following changes:
Adding the word and at "types of artifacts and. variety of ancient flora (delete the comma
here) utilized by the ancient peoples ...". Dr. Stickel agreed.
Deleting of the fact that at "because 13 prehistoric sites ...".

thought this was required due to the need for a Federal Section 404 permit, The Clean
Water Act. Dr. Stickel agreed.

Mr. Bartlett commented that in paragraph 2 there is a note which says (see Figure 2).
He said the document is describing land uses which we would like to move forward with,
and he felt the map is basically a facilities plan for the property the way it existed several
years ago when this map was drawn. Dr. Stickel said the map is an old map. Mr.
Bartlett said the distinction needs to be made --- is it necessary to have a plan at this
point when we haven't submitted anything to the City? Dr. Stickel said no, basically the
intent of this graphic is just to show the project area. Mr. Bartlett said he didn't think
reference should be made to Figure 2. However, if Figure 2 is referred to in the
document it should say the facilities that currently exist on the property include (see
Figure 2. the facilities plan which includes well sites, storage sheds etc). In response
to a question from Mr. Bartlett, Dr. Stickel said he is only trying to show the project
area and it doesn't need to reference what the intended development is. He can find a
better way to reference the project area. Mr. Bartlett, noting this is an older map,
suggested he could give Dr. Stickel a topographic map which shows all the topography,
road locations, well sites. Dr. Stickel said that would be nice and he could add another
sentence which says ... the property currently is engaged in oil extraction (see Figure 2).
Dr. Stickel said he really didn't want to use the present map as it's too busy. The sub-
committee decided to replace the Figure 2 map.
Mr. Whittenberg suggested deleting the quotation mark at the end of page 3. Dr. Stickel
agreed.

Delete study's project property and replace with proposed development site at 1.1 Proiect
Location. Dr. Stickel agreed
Member Fitzpatrick indicated Delete northern part and change to western portion at "
. .. County in the western portion of the City of Seal Beach ....". College Park East is
in the north portion of the City. Dr. Stickel agreed.
Member Hahn said she next changed the structure of the description of the property a bit
because it seemed like a run-on sentence. It should read:

"The main 183-acre parcel is bounded by Pacific Coast Highway
on the west, the Los Angeles/Orange County line and the Los
Angeles Department of Water and Power cooling channel on the
northwest, ey Los Alamitos Flood Retention Basin and

The changes regarding the description of Rockwell and Seal Beach Animal Care Center
were suggested by Mr. Bartlett.
Mr. Bartlett referred to a vacant piece of property at the end of Adolfo Lopez Drive.
He asked if that was too detailed? Mr. Whittenberg said that may be too detailed.
Member Hahn said that piece of property may be significant because that's where
Charles Antos said they dumped the land that he thought was site 264 - 265. They may
have dug it up, it's not clear at this point. But if that was 264 - 265, Antos said they
dumped it at the end of what was Regency Drive before it turned into Adolfo Lopez
Drive. Mr. Whittenberg said that at the end, where they do the big community pickups,
that's not City property. Member Hahn agreed. Mr. Whittenberg said the one vacant
piece the City actually owns is the little vacant area in line with the animal care center.
He believes it is Rockwell property.

Dr. Stickel said this section is designed to talk about geologic etc. and that's why it's
mentioned it's in Seal Beach. Member Hahn asked if it is necessary to say, "It lies in
the Seal Beach area ...?" Mr. Whittenberg suggested saying "the project property is
located at the coastal edge of the Los Angeles basin"; Dr. Stickel and Member Hahn
agreed.

Change"... locally prominent Landing and Signal Hills" to "locally prominent Landing
Hill; and Signal Hill, in Long Beach".
Add believed at ..... not believed to be directly relevant to the archaeology ...".
Delete they at "relevant to the archaeology but were factors in creating ...".
Change the last sentence on the page to read as follows:
... in creating the landscape. For example, adjacent major landscape features
of the San Gabriel River channel and the Alamitos Bay area are the result of
seismic activity". Dr. Stickel agreed.
Mr. Whittenberg said he was not sure that is a true statement. He said he didn't know
that the San Gabriel River was impacted by the Newport Inglewood Fault and/or by
seismic activity. It's changed channels over the years based on drainage patterns.
Member Fitzpatrick said the amount of runoff has forced the channel to change locations
several times. Member Hahn asked if the sentence should be deleted entirely beginning
at "for example"? Mr. Whittenberg agreed, noting he was not sure Alamitos Bay was
created by the fault system, but rather due more to ocean water levels. He suggested

deleting the remainder of the sentence after "... creating the landscape." The sub-
committee agreed.
Mr. Bartlett suggested:
Add Commission at the second paragraph to read on "State Lands Commission property".
Dr. Stickel agreed.
At the reference to MBA 1987: 4-1 report, he asked the Mr. Whittenberg if the
committee should go with only with referenced reports which has been certified? Mr.
Whittenberg said he didn't know if the committee would want to go back and attempt to
determine which reports had been certified. Member Hahn commented that the Redwine
Report was not certified and that's the best report. Mr. Whittenberg said certified
indicates the City thought the document was adequate, and he thought attempting to
check the certification of documents may be getting far afield at this point.
Member Fitzpatrick commented that at 1.2 Proiect Property Description the word thick
could not be supported geologically; he suggested striking the word. Member Goldberg
asked if it was a direct quote perhaps it should be kept in. Dr. Stickel said it was not
a direct quote, it was paraphrasing.

Mr. Flaherty suggested adding a bracket around MBA 1987: 4-1. The sub-committee
agreed.

Member Hahn suggested the following changes:
She has a question for Dr. Stickel, and has never heard the term "clayey". Member
Fitzpatrick indicated it is a correct geological term, and technically should be called a
marl, but it means more than 50% clay in the soil type. No change was made.
Delete there are at "... and, some zones of loose sand in the ... " .
Member Hahn referenced "This low-lying coastal region in the past was comprised of
a network of salt marshes and tidal channels which together made up the 2,400 acre
Alamitos Bay Wetland". She asked if there could have been more acreage, as she
thought 2,400 is what exists now and she knows a lot of that has been dried out.
Dr. Stickel said he tried to allude to the fact that it has been changing; it probably was
larger. Mr. Whittenberg said there are 900 acres of wetlands on the Naval Weapons

Station. Member Hahn asked if he thought 2,400 acres was accurate? Mr. Whittenberg
thought there were a lot more wetlands in that entire area and over the years they have
been filled in. Member Hahn said she recalled Lisa Bosalet told the Committee that 40%
of the Naval Weapons Station was marsh and wetlands. Mr. Whittenberg said that figure
would be wrong. There are 5,000 acres on the weapons station and 900 acres within the
National Wildlife Refuge.
Referencing "Increasingly over the last 100 years ... these marshlands were greatly
diminished" she said she took out the word increasingly. Mr. Whittenberg said this is
saying that the rate of using up is increasing. Dr. Stickel said it's not a linear rate, its
exponential; it's been drastic. Member Hahn agreed to not changing this sentence.
Delete the and replace with this at :... substantially altered due to this artificial ..." and
then add a comma to read "artificial, human-caused activity".
Delete For and begin the sentence with "The channelization ...". Dr. Stickel agreed.
Delete have to has at "... human usage of the property has caused ...". Dr. Stickel
agreed.

Due to many changes, reword this sentence to read:
"These impacts include the deposition of debris from both oil
producing activities and local residents, spillage of crude oil
adjacent to oil derricks and pumps, extensive vehicular use, and
Ranch constructions/fencing. In addition, the installation of
telephone poles and oil apparatus, previous agricultural discing,
and the current practice of discing for fire prevention have
disturbed the property. All of these severe disturbances and the
archaeological disturbances discussed below in Section 2.2 (delete
bracket), account for the degraded appearance of the site. One
result of those impacts has been the replacement of native
California vegetation with invasive, ruderal (weedy) species. "
Mr. Bartlett commented that the impacts, or what has made the appearance of the
property so degraded, really hasn't been related so much as to the current oil production
facilities on the property . Yes, there is some crude oil spillage, but it is right around the
drill sites, and the hydrocarbon products, in the realm of contaminated substances, is
very weak compared to gasoline. Most of the degraded condition of the site is due to
the channelization of the San Gabriel River, when they dumped their dredge material
onto the Ranch. When they built the Haynes Generating Station they dumped the

material onto the Ranch property. The Ranch property has been used as a regional dump
site for cars, debris and things like that for a number of years. Mr. Bartlett said he
wanted to make this editorial comment, which doesn't matter so much to him as he
wanted the Committee to be aware that it's really not so much related to oil and to
derricks and pumps and vehicular use as it is to urbanization of the region.
Dr. Stickel said that was a fair comment. Mr. Whittenberg said maybe there's a way to
go back and work some of that into the report. Dr. Stickel said he would re-work this
area of the report. Mr. Whittenberg said the map could perhaps show where some of
those dumped materials were deposited. Member Hahn said that could also be important
when Dr. Stickel begins excavation as you could find levels that were dredged from L.A
harbor and below that could be the cultural levels. She suggested they might want to go
below what looks to be sterile in order to check and make sure there isn't something
underneath. Dr. Stickel said that was a fair point and he would re-work the paragraph.
Mr. Whittenberg stated his comments had already been discussed.

Member Hahn suggested the following changes:

In the first paragraph, delete the parenthesis around... are non-native and attest to the
disturbed condition of the plant communities on the property. She said she could go
either way on this item. Mr. Whittenberg suggested leaving the parentheses in. Dr.
Stickel said he would think about this change.
In the next sentence, add the word of, to read II A list of all of the then ...".
In the second paragraph, Mr. Bartlett said the word Great should be added before "Blue
Heron" . Member Fitzpatrick asked if there was such an animal as a "bushtit
[Psaltriparus minimus], and Mr. Whittenberg said yes. Member Hahn asked if the
Committee should include animals they have seen there, such as Mallard ducks? Dr.
Stickel said this is not meant to be an exhaustive list and it's only relevant to the
archaeology, such as if they find Mallard duck bones.
Member Hahn questioned the last paragraph, noting she has seen skunks on the Gum
Grove Park area often. Also, one time she was there the City's Animal Control Officer
was letting skunks out there. She thought mammals abound there and was not sure there
were more birds than mammals. Mr. Whittenberg indicated that Dr. Stickel was basing
his comments on the EIR and probably, overall, there are more birds on the site.
Member Hahn thought these comments could have come from an old EIR as the Navy

exterminated the Red Fox in 1989. Mr. Whittenberg said he was not sure that the Navy
has totally eradicated the Red Fox from the Weapons Station property. Member Hahn
said she had not seen a Red Fox in that vicinity. Member Fitzpatrick said he had, about
a year ago he had jogged the channel and seen a small, long-eared Fox-like animal. It
was much smaller than a Coyote and a typical type Fox. Mr. Whittenberg said he
thought Dr. Stickel was feeding back information from an earlier EIR and he didn't think
the Committee should go back and re-write that portion of the EIR.

Dr. Stickel asked Mr. Bartlett if he would be re-doing the Figure 3. Hellman Ranch Vegetation
Map? Mr. Bartlett said no, not for this study. But yes, it would be re-done at some point. He
said all the vegetative species on the site are essentially unchanged for the most part. He
thought the map was fine, but the previous developer was not going to purchase the white area
and that's why it's left alone. He suggested this area could be titled "Oil Production Area"
because there's no vegetation on that portion of the property. Dr. Stickel asked if he would be
re-drafting this or was that something he had to do? Mr. Bartlett said it will be done in the next
couple of months, just not for this report. Dr. Stickel said he would like to have a better
graphic; for the moment this is fine. Mr. Whittenberg said his concern was that all the
discussion about plants and so on that this drawing is based on is based on an earlier document.
And then if we show a map from something much newer, he was not sure that there would be
the necessary consistency in this document. If you're going to show a map, it seemed to him
you'd want to provide information from the document that that map generated. Member Hahn
said maybe both should be provided. Member Hahn asked what would be wrong with that?
Mr. Whittenberg said he didn't think it was that important to the archaeology. Dr. Stickel
agreed, noting this is a disturbed area anyhow and noted the plant communities are not the same
as they were. Dr. Stickel said he's fishing for a nicer looking graphic. Mr. Whittenberg said
realistically it doesn't make that much difference to what is going to be expected to be found out
there. If the text is going to refer to 1987 documents, he felt the Committee may want to add
a concluding paragraph on page 9 that it's the understanding that as part of the environmental
documentation that will follow on this project that there will be an updated vegetation map; that
would be discussed through the EIR process itself. Mr. Bartlett said he would be more
concerned were this a biology report or a wetlands delineation report. It would only have
relevance if past changes could be established. Member Hahn asked who is doing the biology
report? Mr. Bartlett said they are going to have a group write a natural resource management
plan. Moffatt & Nichol will perform a wetlands restoration plan in conjunction with Coastal
Resources Management, which is a marine biology company. That is what they would submit
to the City and then the City will select an environmental consultant to administer the EIR.
They will have their own experts who will review this information. Mr. Whittenberg said the
City has selected this firm, it's P & D Technologies from Orange, CA. They were interviewed

by the City in 1991, when Mo1a Corporation was thinking of re-submitting a project. The City
Council determined to continue to use them for this project.

In line 2, delete including past work on the local Chronology and substituted "... of the
area. Chronologies of past cultural, ...".

In line 4, Mr. Whittenberg suggested adding, will be considered at the end. Member
Hahn and Dr. Stickel agreed.
At 2.1 Pertinent Backerounds of Culture History and Cultural Resources, Member Hahn
changed this paragraph read:

"An essential part of any archaeological research within the City
of Seal Beach is a SQful grounding in the environmental and
cultural changes that have taken place there. Environmental
changes are important in many ways. For example.a the local sea
~ was much lower 10 to 50,000 years ago. Ancient human
coastal dwellers would have been gradually forced to abandon sites
that are now under water. This scenario is proven by the fact that
there are more prehistoric under water sites off the California coast
than anywhere else along the coastal United States (Stickel et aI.
1978). Another environmental change is caused by human
activity. Undoubtedly many archaeological sites have been
destroyed in the City by ~ intense development over the last
century. "
Member Hahn said she liked the word "primarily" over the word "mainly" but felt they were
pretty much the same.

Member Fitzpatrick asked to look at Figure 5. Mr. Fitzpatrick asked if there were a better
drawing. Dr. Stickel said he didn't know of a better one, if one exists. He said the reason he

that Figure 5 it's confusing but added he didn't know of a better alternative. Mr. Whittenberg
felt "a" was confusing. Mr. Bartlett said the title was confusing and suggested it read Figure
5: Graphics Showing the Reduction of Wetlands Over Time on the Hellman Ranch. Mr. Bartlett
said it's not Seal Beach, it's the Hellman property. He added that the A.A report is a report
which is basically worthless, in the opinion of Dr. Stickel. Dr. Stickel said well maybe a figure
isn't needed here. Member Hahn said she wasn't so sure, adding that one of the points he (Dr.
Stickel) wanted to make in his hypotheses was that the configuration of the estuaries has changed
quite a bit and this does pertain to that. Dr. Stickel said that this is a crude graphic, and hoped
something better would emerge from future research; he felt this does have value. Member
Goldberg indicated the graphic should be titled to pertain to the Hellman Property, not Seal
Beach. Mr. Bartlett said he was concerned over the validity of the data, the dates shown, i.e.
1930 and 1931. Dr. Stickel agreed. Mr. Whittenberg felt this was part of the channelization
of the river. Mr. Fitzpatrick said it is not clear from what is in front of the Committee. Dr.
Stickel said the figures in a research design don't have to be completely accurate. You're
proposing concepts that have to be studied down the line. But the graphics in the reports will
be completely accurate. If there are any changes, they will be based on better data. That is part
of his point, there have been provocative statements on this sort of thing --- the archaeology, the
dating of the sites, the types of sites --- and none of this has been substantiated. We need to get
better information. Dr. Stickel indicated he would think about this graphic.

Member Fitzpatrick asked who Redwine was? Dr. Stickel said he was a student at USC and he
got hooked into working on these sites as part of some sort of project. Dr. Stickel was unclear
on exactly what project it was. It was never clear that it was done for a class. Member Hahn
said he was an undergraduate. Dr. Stickel agreed. Mr. Whittenberg said his reading revealed
it was basically one of his professors mentioned that there was an area down here that was going
to be built on and they had an opportunity to have some people come down and dig on it if they
wanted to. And Redwine was the only person who actually wrote anything on what occurred.
Dr. Stickel said he was glad he did as it's the best information. Member Hahn said Redwine
died in a car accident and didn't finish the report and that's why it's in the form it is. Dr.
Stickel said that given the fact that he was an undergraduate and given the time frame, forty
years ago, he said it's not that bad. Mr. Whittenberg questioned the reference to W.J. Wallace
and asked if that were the same W.J. Wallace that wrote the chronology from 1955? Dr. Stickel
said no, there's a Wallace that taught at Long Beach State and the 1955 report was written by
another Wallace.

In that same sentence, Member Hahn asked if it would be better to say in comparison

Whittenberg said that's what you're doing. by looking at the differences. Mr.
Whittenberg asked if the document would actually include photos or drawings of the
Redwine collection of artifacts? Dr. Stickel said yes, if he could get them. He would
like to see them returned for eventual curation down here; L.A. County doesn't really
need them. There may be only 213 artifacts. Member Fitzpatrick said they are not on
display and 90% of what they have down there is not on display. The Committee
suggested future archaeologists might want to study them and some of the things we find
may be displayed. Mr. Whittenberg expressed a concern from the City's standpoint.
He was not sure what the curation guidelines are for that type of stuff and he was not
sure that the City could withstand the cost of doing some of that. Dr. Stickel said
Hellman is talking about curating. Mr. Bartlett they are hoping to have some type of
public-private partnership with the Conservancy and some other environmental
organizations to create this environmental interpretative Center that would be home to
some of these materials and also to maybe a regional wetlands discussion and exhibit.
Member Goldberg asked if the procedure was that if there were things belonging to the
Indians you would have to see if they wanted to take it back first? Dr. Stickel said if
they were sacred items; he didn't think there would be burial items. That's usually the
ethic. Mr. Bartlett said he understood it to be it was the ownership of the landowner.
Dr. Stickel said it is. Mr. Bartlett indicated whoever is going to get the most value out
of it. Dr. Stickel indicated this is a sensitive matter with Native Americans, if something
is found with a burial. The Native Americans want that material returned, other do not
necessarily; it depends on group. Mr. Whittenberg said that's probably a different issue.
His concern was that the report would somehow give us some visual representation on
what those artifacts from Redwine are. Right now there's nothing. The visualization
could be line drawings or photographs.
Member Goldberg asked if part of the yellow house would be used for such an exhibit?
Mr. Bartlett said that will be up to the City. The Hellman's have just left a spot for the
yellow house and if the City wants to relocate it there it seems like it would be a good
land use. Mr. Whittenberg said that then gets back to curation requirements as far as

Dr. Stickel said he had agreed, that that's a better way. The sentence would read The
PCAS collection needs to be examined and compared to the Redwine collection housed
in the L.A. County Natural History Museum. Mr. Whittenberg asked if there is a PCAS
collection? Dr. Stickel said yes. Mr. Whittenberg asked if that collection is something
we can eventually try to get back? Dr. Stickel said the ethic in archaeology today is to
try to get collections that are spread allover back to one location. It makes it better for
science and it makes it better for people who want to appreciate them. For example,
Kortman is trying to get the Russian's to give back the Schleiman's gold to be housed
at a Troy museum. They may not do it but it's an admirable effort.

way it lists on their topo map. We'll find that out.
Mr. Whittenberg asked if where it says "Old Road to Oil Field" would that be what is now the
road back into Gum Grove Park? Mr. Bartlett said that's the extension of Main Street. Before
they built (Marina) the Hill that was their access way into the Ranch. They would just go up
Main Street all the way up to the Ranch, essentially into Gum Grove Park. Mr. Whittenberg
said that would give a general idea of where some of these spots are.
Member Hahn said she was a bit confused and asked if where the "Hellman Ranch House &
Barns" dirt road is listed, is that Adolfo Lopez Drive? Mr. Bartlett said no, he thought that was
on the Rockwell property. Dr. Stickel asked if it were correct that the original Hellman ranch
and barns were on the Rockwell property? Mr. Bartlett said it was moved around several times.
He felt the original house was on the Naval Weapons Station property. Member Hahn asked
if identifying photographs are available? Mr. Bartlett said there are not many photos at all. Dr.
Stickel asked Mr. Bartlett if there is any way in which he can locate where the Hellman Ranch

and one was on Rockwell's property --- so they're off this map. Mr. Whittenberg said he heard
that the last house which was on the Hellman property was basically where the tower is now at
Rockwell.
Mr. Bartlett said he would try to get the Committee some information on this.
Member Fitzpatrick said that in the late 1950's they were very active in this area, over-flying
and taking pictures. And also, the old Commodities Destabilization Service out of Salt Lake
flew the eleven Western United States photographically speaking. There was much overlap.
This was done in the mid to late 1950's. He thought they were available. That was called the
Spence Aviation Service in downtown Los Angeles. Mr. Whittenberg said he thought Whittier
College may have acquired their photo collection stock. He heard somewhere that Whittier
College has a very extensive aerial photo collection of the Southern California region. Member
Fitzpatrick said he was not sure what the Commodities Stabilization Service is called now. They
were based in Salt Lake City. The last time he ordered something from them was 1959. Their
letterhead said they covered the whole Western United States. Mr. Bartlett said he knew some
aerial photographs had been done from the research he had done on the wetlands that date back
to the 1920's. He might not be able to get the Committee a photograph but he could let the Dr.
Stickel know where they could go to review the photos.

Member Hahn, noting she is not a professional, asked Dr. Stickel a content question. She asked
wouldn't the numerous burials attest to a more likely theory of permanent inhabitation than
camping? Dr. Stickel said yes, a big cemetery would imply a more permanent inhabitation. But
you do have these complex movements of people and some do come back to the same place to
rebury every year on a seasonal basis. These are the complexities that must be factored in. For
example, what times of the year did they bury people? In response to a question from Member
Hahn, Dr. Stickel stated this can be told in a variety of ways, like an ecofacts placement. Mr.
Whittenberg said he had a conversation with the Chief of Police to find out some of the history
of what was going on when the Police Department was built -- to see if they were aware of any
burials being found during the grading and construction of the building. The Chief said nothing
was found. Member Hahn said Charles Antos [former City Planner] followed the tracker who
was tearing up the ground. Staff also telephoned a now retired Sergeant who was responsible
for over-seeing the construction of the Police Station from the Police Department's standpoint.
He said that this retired sergeant had heard that prior to the Hellman Ranch's homes existing. on
the property that at the Rockwell area there was an old Spanish adobe. At that point there was
a burial site, as a family cemetery, for the Spanish family living there. So it could be that also.
Again, that is on the Rockwell property. The Sergeant retired in the mid-1970's and now lives
in Huntington Beach. Dr. Stickel said he would very much appreciate getting that information.
Member Hahn suggested contacting the Navy about aerial photos since they are right across the
site.

above. Dr. Stickel said he felt it's important to note the well done job Ms. McKinney

There are many errors presented in the report in terms of how Redwine's report is
described (with several sites described as having been reported by Redwine as
"destroyed" which he did not say for any of his 10 sites).
Member Hahn said this sentence is confusing to her. She suggested instead:

For example, M quotes Redwine describing several of the sites as having been

Mr. Whittenberg asked about the reference to A.A. report (Anonymous AA 1980),
saying there is another report done by the same firm six months later that indicates it was

listed as an author. Mr. Whittenberg said that's another Van Horn, not David Van
Horn. His best guess is they are brothers or father/son. Member Hahn said it is
probably his son as he has taken care of the archives here. David moved to New
Hampshire she thought. She said she talked to David VanHorn a few years ago and he
told her that Carol Colquehon wrote it. But it's not written that way. He may not be

word "report" is a key word because an archaeologist is supposed to have written "a

Mr. Bartlett expressed concern that he was used as a reference at (Bartlett 19~: personal
communication). He indicated he got this information from the memo written by LSA.
This memo says these bags were collected and they were returned to Mola Corporation.

Mr. Bartlett asked why their data did not address that? He said he was just trying to
understand --- they found such an important feature and wondered by they would just
blatantly disregard it? Dr. Stickel said it was because they were unprofessional. If you
find burials it brings into play possible Native American and State concerns. They
thought Mola wouldn't want to hear this. Mr. Bartlett asked if Padon was doing the
work for the Naval Weapons Station? Dr. Stickel and Member Hahn said no, Clevenger

Mr. Bartlett commented on line #9, beginning with "Hellman Property" asking if "Skeletal
remains were recovered from Ora-264" was from the Anonymous report? Dr. Stickel said yes,
it was from Archaeological Associates, they were the ones which did the survey on the Hellman
Ranch in 1980. Mr. Bartlett said it sounded like some portions of the Anonymous report were
not very convincing and portions were better. Dr. Stickel said yes, it was his opinion that that
report was variable.
Mr. Whittenberg questioned the Cottrell and Cooley document from 1980 and the finding, in
1973, of several aboriginal burials. He said that goes back to what he was trying to find out
from the Police Department today, saying he was questioning whether Cottrell was using the
right site, where they're stating #262. Mr. Whittenberg felt it could be #263; Dr. Stickel said
it could be. Mr. Whittenberg said #263 is the site AA identifies as being part of Adolfo Lopez
Road. Dr. Stickel said you have to take them at face value. Mr. Whittenberg said he was not
sure there was any grading south of that area, to warrant that being named. He also commented

that the #264 site, based on what showed for #263, where Adolfo Lopez Road is, is north of
that, which means it's on the Rockwell property and at this time is not part of what now is the
site that's going to be studied as part of the Hellman property. Dr. Stickel said that very well
could be, the important point here is that burials have been sited for the property in general and
it's up to this test phase level to find out if they are in error or not. Mr. Whittenberg
commented he was not sure if it would be more appropriate to put in here a line which indicates
that by reading what is in all three documents, it appears that sites #264 and #265 are probably
on the Rockwell property and really not part of this particular study. Member Goldberg said
this will come out when the final report is done. Mr. Whittenberg said it might not hurt to
clarify that that's an issue which needs to be resolved in this document. Member Goldberg said
that's an assumption right now. Member Hahn said she thought that was the point, to answer
questions like that. Mr. Whittenberg stated the question is not clearly stated, the way he reads
the report it still is assuming those sites are on the Hellman property. Dr. Stickel said he had
no problem with adding a sentence to indicate there is a question as to which sites are on the
Hellman Ranch. Member Hahn said if you listen to Padon and the previous researchers they'll
tell you that of the 13 sites, 9 no longer exist. So you can't believe everything different sources
tell you. Dr. Stickel said he would put a generalized note at the end of this paragraph. Mr.
Whittenberg indicated the one thing the AA report, we could probably pretty well determine is
if the grading work they are talking about is related to Regency Drive, we know where that is
at, and we know that anything north of that is now on the Rockwell property. Dr. Stickel
indicated he would prefer a more general statement, he can't really trust their work either, it
may well be the case. He would prefer to say this study will hopefully see which sites are still
remaining. The sub-Committee agreed.
Mr. Whittenberg asked if bones were discovered at that point in time wouldn't the Coroner's
Office have been called in and a report would have been written? Dr. Stickel said no because
the policy was not in place then. They can't be faulted for that, but they can be faulted for not
properly reporting and documenting; what's your source on that? Mr. Whittenberg said that was
his question on several of these things, it talks about a skull found in 1938 on one of the sites
on the Hellman Ranch. In 1938 the Hellman Ranch was Leisure World and all of the Naval
Weapons Station; that may need to be clarified here. The fact that the Hellman Ranch in 1938
was much larger than the Hellman Ranch is today. Dr. Stickel thought that was a good idea.
Member Hahn said then perhaps a lot of the artifacts the City has in the Red Car could come
from the Naval Weapons Station because they were collected long ago.
Member Hahn suggested the following changes:

Dr. Stickel said "It's not just a burial, it can be --- another site area can be very
significant as well". Mr. Bartlett said that we are talking about burial remains in the
sentence and felt that instead of saying what's going to happen, it might... . Dr.
. Stickel said we're talking about the whole context here -- large, deep, complex. For
example, if you have a site that has really great stratigraphy, that alone may be worthy
of protecting it indefinitely because it may be unique to this area and extremely important
for future research. "It's not just burials, it's a whole set of varying variables. Burials
are certainly the most prominent and probably the most likely to argue for preservation
but not the only ones, you know". Mr. Whittenberg asked that if you find a site like that
does it necessarily mean it has to be excavated? Dr. Stickel said no, it needs preserving.
If the test phase shows it is so unique. Member Hahn stated CEQA prefers preservation.
Dr. Stickel stated for example, if it's very small and extremely rare data is in it. Mr.
Whittenberg said the focus should be more towards the preservation than excavation.
Dr. Stickel agreed.
Member Hahn and Mr. Whittenberg suggested if the site is large, deep and/or complex,
and especially ifit contains substantial Native American cemetery or burial remains, then
a major mitigation and excavation program would need to be implemented ifpreservation
of the site is not determined to be more appropriate.

Dr. Stickel liked this. Mr. Bartlett asked what happened with the full skeletal remains
that were found at Bolsa Chica? Member Goldberg said they had to re-bury them. They
were not preserved. Mr. Whittenberg indicated that if burials are encountered,
preservation or re-burial at another site would be determined by the Native Americans.
Those issues have been addressed previously. Member Goldberg asked if the Coroner
would release the bodies to the Native Americans. Mr. Whittenberg indicated what is
being discussed here, is if you find remains, you need to make a decision, and that is a
much different decision than during a test phase analysis. Member Hahn indicated there
are also laws about cemeteries, which she needs to research further, maybe you're not
supposed to disturb that part of the land at all, if it is a cemetery. Mr. Whittenberg
indicated that is what he is saying, that is determined a part of mitigation. Member Hahn
stated she liked the emphasis on preservation.

Mr. Bartlett said "as long as it's judgmental because most all ofthe sites have been found
on the Hill area. All the disturbance has been done in the lowlands. All the fill activity

possible to pick up varying cultural levels. You can have stratigraphy separated by
cultural deposits. California archaeologists in general have decided that two sterile levels
will maximize your chance of doing that.

Native American Peoples across the United States are quite concerned about the survival
of their cufture both future and past. They want non-Native American people in this country to
