CITY OF SEAL BEACH ARCHAEOLOGICAL ADVISORY COMMITIEE REGULAR MEETING MINUTES OCTOBER 8, 1997 CALL TO ORDER Chairperson Johnston called the meeting to order at 5:40 P M in the City Council Chambers ROLL CALL Present: Goldberg, Fitzpatrick, Willey, Young, and Chairperson Johnston Also Present: Lee Whittenberg, Director of Development Services Absent: None . APPROVAL OF AGENDA MOTION by Goldberg~ SECOND by Willey to approve the Agenda as presented. APPROVAL OF MINlITES: ADJOURNED MEETING OF AUGUST 27,1997 Member Goldberg indicated on page 25 under "Member Goldberg", second line "would" should be replaced with "is", and under "Member Young", second line, "Member" is mis-spelled.,. Also, on page 28, under "Member Goldberg", fifth line, should read "attempt to do before the Planning Commission meeting, if not, we will do a set of minutes from" . Chairperson Johnston indicated on page 16, last paragraph, indicates Chairperson Johnston asked what is a resource, and she didn't ask that question. Member Young indicated that was her question. Mr. Whittenberg apologized, indicating your voices are sometimes hard to distinguish on the tape. MOTION by Goldberg; SECOND by Willey to approve the Minutes of August 27, 1997 as amended by the corrections noted above. MOTION CARRIED: 5-0-0 . AYES. NOES. Goldberg, Fitzpatrick, Willey, Young, and Chairperson Johnston None Member Fitzpatrick, referring back to page 3 of the September 17 Minutes, and asked that "carbon dating" be deleted from line 4 of the first paragraph after the vote. There being no objection, the Committee Minutes of September 17 will be revised to note that correction. 3. CONSIDERATION of Administrative Directive, Regarding Regular Committee Meeting Time, And Adoption Of "Administrative Directive 3" Chairperson Johnston introduced the matter MOTION by Willey; SECOND by Fitzpatrick to approve Administrative Directive 3 as presented. SCHEDULED MATTERS 4. Review and Consideration of "A Research Design for the Evaluation Of Archaeological Sites Within the Hellman Ranch Specific Plan Area", Prepared by KEA Environmental. Revised and dated September 1997 (Continued from September 17, 1997). Chairperson Johnston introduced the matter. Mr. Whittenberg indicated this matter was on the September 17 Agenda of the Committee, and was continued to this meeting to allow members of the Committee to complete the review of the document. He indicated staff is looking for a recommendation from the Committee as to the adequacy/inadequacy of the subject document, as it has been amended. Mr. Whittenberg indicated that as part of the Staff Report, all of the comments received on the Research Design, and a written response to those comments, was included. He further indicated staff has prepared a draft resolution for consideration by the Committee recommending to the City Council that the Research Design, as amended, is adequate. . Chairperson Johnston asked for comments from the Committee. Member Willey said she had a chance to thoroughly read the Research Design and it seems to have covered the areas of concern that she had. She is extremely pleased with the document as the Research Design for the initial study to determine what procedures need to take place in the final phase. She would approve the document as it stands; she is extremely pleased with the content of the Research Design. Member Fitzpatrick indicated he shares Dr. Willey's sentiments. The document is very well done. Member Goldberg indicated she was ready to accept it at the last meeting. She like's the way the document is set up, and she agrees with the comments of the two other Committee Members. . Chairperson Johnston stated she does like the corrections that were done. She has a problem with CA-Ora-262, on page 28, where the discussion begins in the second paragraph. She has a problem with the third sentence, which reads, "It is unclear which of the three locations for CA-ORA-262 that this refers to, although there is little evidence for extensive grading at either of the two locations within the present project area. Consequently, it seems likely that Cottrell and Cooley's report refers to an area outside of the Specific Plan area." Chairperson Johnston asked if they are not sure about where the human remains were found, how can they come to that conclusion? Mr. Whittenberg indicated he could not answer that question for the archaeologist. His best guess is that they are going by what Cottrell and Cooley said, that there was grading ongoing 10-08-97 Mil1ute~ doc 3 ArchaeologIcal AdvIsory CommIttee Regular Meeting Minutes October 8, 1997 . at the time the burials were found, and upon their review of the areas within the project site, there is no appearance of grading going on in those two areas. He further indicated the areas will be tested, irregardless of where Cottrell and Cooley thought the sites were, KEA is trying to indicate there is some uncertainty as to what area Cottrell and Cooley were talking about, was it on the property or off of the property. Member Willey concurred with Mr. Whittenberg's comments, indicating in her review no grading activities took place at the subject site locations within the Hellman property, the grading activities took place during the construction of the Police facilities. She further indicated the mention is there to be sure that all locations of human remains were at least discussed, and to give an idea that care would be taken during excavation to make sure that nothing would be missed, that is her interpretation. Member Young indicated the document is well written, entertaining, and informative. Mr. Whittenberg referred the Committee to the draft Resolution 97-3, located on page 6 of the Staff Report, indicating the major recommendation of the Committee is set forth in Section 7 of the resolution. He hoped the board members feel it is appropriate to take action on that Resolution this evening. . MOTION by Goldberg; SECOND by Willey to adopt Archaeological Advisory Committee Resolution 97-3 as presented. MOTION CARRIED 5 - 0 AYES: Members Fitzpatrick, Goldberg, Willey, Young, and Chairperson Johnston NOES: None 5, REVIEW and CONSIDERATION of "Cultural Resources Inventory for Site 1, Former Wastewater Settling Pond', prepared by Foster Wheeler Environmental Corporation, July 28, 1997 Mr. Whittenberg indicated this matter had previously been before the Committee as a consent calendar item, and the matter was pulled for further review by the Committee He further indicated staff had reviewed the document and did not see anything which would require a comment from the City, if the Committee had a concern, this is the time to bring those issues forward and determine if the Committee would wish to provide comments to the Navy. . 10-08-97 Mmutes doc 4 ArchaeologIcal AdvIsory Comnllttee Regular Meetmg Mmutes October 8, 1997 . Member Goldberg asked if the Restoration Advisory Board (RAB) was following this matter? Mr. Whittenberg indicated the RAB has not expressed a major concern from an archaeological standpoint with this IR site. Member Willey indicated she had just one concern. In reading the report it appears there really is nothing in the particular area of concern She had a question on page 3-8, referring to the discussion by Hector as to how the berm was constructed, was it with on-site fill, or off-site fill? Lisa Bosalet, Naval Weapons Station, indicated she believes the fill was from within the Naval Weapons Station. Member Willey indicated this discussion should be revised to indicate that based on reviews of aerial photographs, the explanation is probably correct. After discussion among the Committee, Mr Whittenberg was authorized to communicate that correction to the Navy regarding this revision on page 3-8, and to provide a copy of the letter on the next Committee agenda. MOTION CARRIED 5-0 AYES: Members Fitzpatrick, Goldberg, Willey, Young, and Chairperson Johnston None NOES: 6, REVIEW of Aerial Photographs of Naval Weapons Station and CONSIDERATION ofField Trip to Naval Weapons Station for a walkover tour of various archaeological and Installation Restoration Sites Chairperson Johnston introduced the matter. Lisa Bosalet, Navy Weapons Station, indicated she has several aerial photographs, which cover various areas of the Weapons Station, to leave with the Committee for their individual review and return to the Station. After discussion among the Committee, it was a consensus to schedule a field trip on November 8, 1997 at 8:30 AM, with the Committee meeting at the parking lot by the main gate on Seal Beach Boulevard. Mr. Whittenberg indicated the City had written a letter to the individuals who wrote the report as it was our understanding they had the photos. They responded that the photos had been returned to Dr. Stickel, so the City has sent certified letters to both Dr. Stickel and Dr. Minch, indicating if they have the photos, the City is interested in purchasing them. Dr. Minch has called and indicated he does not have the photos and never had them, and the City has not heard from Dr. Stickel. STAFF CONCERNS - None ADJOURNMENT There being no objection, Chairperson Johnston adjourned to a Field Trip at the Naval Weapons Station on Saturday, November 8, 1997 at 8 30 AM. The Committee will meet in the parking lot at the Main Entrance on Seal Beach Boulevard and Forrestall Way.
