REGULAR MEETING MINUTES
DECEMBER 3, 1997
CALL TO ORDER
Chairperson Johnston called the meeting to order at 5:40 P.M. in the City Council
Chambers

Mr. Whittenberg indicated Member Fitzpatrick had called and said he was on his way,
and he had not heard from Member Willey, and that hopefully she was in transit also.

Usa Bosalet, Seal Beach Weapons Support facility presented the Committee with copies of
letters from SHPO regarding IR Site 1 and Building 33. In addition, she indicated the City
has been provided a copy of information regarding MILCON 902, and requested the
Committee meet in January or early February to review that information. Mr. Whittenberg
indicated the City had received the material today in the mail and that it would be

distributed to the Committee tomorrow for their review. He suggested the Committee
consider adjourning at the conclusion of this meeting to January 21, 1998 to consider this
matter.
1. Presentation of Appreciation Plaques - Previous Members of Archaeological
Advisory Committee
Mr. Whittenberg indicated the City has had recognition plaques prepared for the
previous members of the Committee who were not re-appointed when the
Committee was downsized from 10 to 5 members. As those previous members who
had indicated they could attend were not present, the Committee determined to hold
this matter until the previous members arrive.

Mr. Whittenberg indicated this matter was placed on the agenda for the
Committee to consider and either determine to receive and fIle or instruct staff
to prepare a response letter.

SCHEDULED MATTERS - None
COMMITTEE CONCERNS
Committeemember Goldberg thanked the Navy for the field trip, particularly with the
various Navy items on the agenda tonight, and indicated that a yearly field trip would
be helpful to continue to keep the Committee informed of various activities on the
Weapons Support Facility. Lisa Bosalet indicated the Navy would be always available
to provide the Committee information or additional fIeld trips.

Member Goldberg asked the status of the Hellman application and of the Research
Design? Mr. Whittenberg indicated the City has approved the project, the Hellman's

have submitted an application to the Coastal Commission, and it will probably be heard
by the Coastal Commission in February of 1998. The Research Design was part of the
Hellman submittal package and will be considered by the Coastal Commission at the
time the development application is considered. Once the Coastal Commission
approves the Research Design, then a coastal development permit can be issued by the
Coastal Commission for the "test phase" work on the Hellman Ranch.
In response to a question from Chairperson Johnston, Mr. Whittenberg indicated KEA
will continue with the archaeological work on the Hellman Ranch, and staff is not
intending to go out to bid for that work, KEA's work will continue on the property.
Member Willey arrived at 5:50 P.M.
Member Goldberg asked if after the Coastal Commission approves the Hellman Ranch
project, can anything hold up the project? Mr. Whittenberg indicated there has been a
lawsuit f11ed against the City, challenging the approval of the Environmental Impact
Report. Unless a judge issues a temporary restraining order, the project will proceed at
the developer's risk, pending final adjudication of the lawsuit. In addition, the
Hellman's will also need to obtain permits from the U.S. Army Corps of Engineers and
the Regional Water Quality Control Board for wetland restoration permits.

Member Goldberg asked about the status of the Bixby project, and will the Committee
be involved in that project also. Mr. Whittenberg indicated the Draft EIR is in
preparation and is expected to be completed in mid-January to early-February, and that
based on the 1995 EIR, there are no archaeological sites on the property. He would
expect the Committee involvement to be much less intensive than on the Hellman
project. Mr. Whittenberg reviewed the general land use proposals of the Bixby project.
In response to a question from Member Fitzpatrick, Mr. Whittenberg indicated the
Bixby proposal is real divisive issue in that part of town.
Member Fitzpatrick arrived at 5:57 P.M.
STAFF CONCERNS
Mr. Whittenberg indicated the Committee would need to adjourn to January 21, 1998 to
review information regarding a proposed Marine Corps Reserve Training Facility on the
Weapons Support Facility.
Presentation to Previous Committee Members

Mr. Whittenberg indicated the City Council has prepared appreciation plaques for those
members of the Committee who were not re-appointed when the Committee was downsized
to a 5 member committee. All of those members were requested to attend this evening to

receive their plaques, with members Price, Unatin, and Frietze indicating they could attend,
but only member Frietze is present. Mr. Whittenberg presented the appreciation plaque to
Jean Frietze for here 5 years of service to the City of Seal Beach. The Committee
expressed their appreciation for her service to the Committee.
ADJOURNMENT
There being no objection, Chairperson Johnston adjourned the Archaeological Advisory
Committee Meeting to Wednesday, January 21, 1998 at 5:30 P.M.
