NOTICE IS HEREBY GIVEN that Lee Whittenberg, Secretary of the Archaeological
Advisory Committee, in accordance with the provisions of City Council Resolution No. 4351 and
direction of the Archaeological Advisory Committee, does hereby call and give notice of a special
meeting of the Seal Beach Archaeological Advisory Committee to be convened at 5:30 P.M.
on Wednesday, September 2, 1998 in the City Council Chambers, 211 8th Street, Seal Beach,
California for the purpose of meeting in public session to consider the following matters:

OLD RANCH TOWNE CENTER FINAL EIR, Section V.N, Cultural Resources
Recommendation: Upon conclusion of receiving all appropriate public
comments, staff recommends the Committee review the discussion and the proposed
mitigation monitoring measures for the Bixby Old Ranch Towne Center Final EIR.
The Committee should forward a recommendation to the Environmental Quality
Board as to the adequacy of the information provided, and forward a
recommendation to the Planning Commission as to the adequacy of the proposed
"Mitigation Measures". Approval should be through the adoption of Resolution
No. 98-1 and Resolution 98-2

Chairperson Johnston called the meeting to order at 5:40 P.M. in the City Council
Chambers

Mr. Whittenberg indicated Member Goldberg had called and indicated she would be

There being no objections, Chairperson Johnston excused the absence of Member
Goldberg.

Chairperson Johnston asked for any corrections or amendments to the Minutes of the
Special Meeting of May 6, 1998. Member Willey noted a correction on page 5, paragraph
3, line 4, the sentence should read "She does not want the Committee. . ", and on page 6,
first full paragraph, line 3, the sentence should read "Member Willey indicated that can be
done, . ." Member Young noted a correction on page 8, first paragraph, line 4; the
sentence should read "Member Young had heard the Native American Heritage
Commission . ." Mr. Whittenberg also indicated the Chairperson would need to abstain
due to being absent at this meeting.

12. RECEIPT OF PUBLIC COMMENTS and COMMITTEE REVIEW - BIXBY
OLD RANCH TOWNE CENTER FINAL EIR, Section V-N, Cultural
Resources
Chairperson Johnston requested a Staff presentation. Mr. Whittenberg indicated the
Committee discussed this item in relation to receiving comments on the Draft EIR at the
May 6 meeting, which have been provided as an attachment to this staff report. The
primary concern of the Committee was that there should a prepared work program as to
how the site survey should be accomplished, and that program should be reviewed by the
Committee prior to its approval. The Committee had requested staff to contact the
archaeologists under contract with the City to determine if that work program could be
prepared between the time of public comments on the Draft EIR and the time the matter
reached the Planning Commission. Mr. Whittenberg indicated staff demands did not allow
those contacts to be made. Staff is suggesting in the Staff Report, on page 9, that
additional language be added to Mitigation Measure N-l to reflect the concern of the
Committee. The underlined language reflects staff proposal to reflect the concern of the
Committee, and hopes it reflects the intent of the Committee..

Mr. Whittenberg further indicated that upon conclusion of receiving all appropriate public
comments, staff recommends the Committee review the discussion and the proposed
mitigation monitoring measures for the Bixby Old Ranch Towne Center Final EIR. The
Committee should forward a recommendation to the Environmental Quality Board as to
the adequacy of the information provided, and forward a recommendation to the Planning
Commission as to the adequacy of the proposed "Mitigation Measures" . Approval should
be through the adoption of Resolution No. 98-1 and Resolution 98-2, respectively. lethe
proposed language does not reflect the intent of the Committee, the Committee is
requested to revise the language as determined appropriate, and if the Committee is not
able to reach a determination this evening, to continue this matter to the regular meeting
of September 9. 1998.

Member Fitzpatrick indicated his concern was regarding the time element, he likes the
proposed language. How can this proceed? He did not see that issue addressed. Mr.
Whittenberg indicated the work would need to be done prior to any earth-moving activity
on the site. The evaluations would need to be completed prior to any earth-moving
activities being permitted on the site. In response to a question from Member Fitzpatrick,
Mr. Whittenberg indicated that is the standard procedure followed by the City, further
indicating he believes the process can be expedited as other matters are resolved regarding
the Hellman project.
In response to a question from Chairperson Johnston, Mr. Whittenberg indicated a
"Research Design" was not required because there are no known cultural resource sites on
the property. When there are no known sites, the standard policy of the City is to have
on-site monitoring during grading activities. In this case, the desire of the Committee is to
have some site survey and test work done on the "undisturbed" portions of the site prior
to grading work, consisting of a walk-over survey and some test pit and shovel test
probes, with a report to the Committee as to the results of those activities. The requested
"work program" would come before this Committee for review and recommendation prior
to approval by the City.
In response to a question from Chairperson Johnston, Mr. Whittenberg indicated the areas
in question are those area not previously disturbed by the construction of the golf course,
primarily to vacant field and sod farm areas. Chairperson Johnston indicated she has
reviewed the minutes from the previous Committee discussion regarding this matter.
MOTION by Willey; SECOND by Young to accept the language as proposed, and
adopt Resolution 98-1 and 98-2, respectively.

STAFF CONCERNS
Mr. Whittenberg indicated since the Committee has dispensed with the Bixby EIR matter,
there are no pending agenda items for the September 9 meeting, and requested the
Committee cancel the regular meeting of September 9, 1998.
