MEETING MINUTES
DECEMBER 8, 1999
CALL TO ORDER
Chairperson Willey called the meeting to order at 5:40 P.M. in the City Council Chambers

Mr. Whittenberg indicated Member Eigenbrod had not called, and perhaps will arrive
later.
There being no objections, Chairperson Willey trailed this matter to the end of the
agenda.

INTRODUCTION OF NEW MEMBER and PRESENTATIONS TO
FORMER MEMBERS
Mr. Whittenberg indicated since Member Eigenbrod was not present; it would not be
possible to introduce him. He had met Mr. Eigenbrod and he was aware of the
. meeting tonight.

. Mr. Whittenberg also indicated that presentations were to be made to former members
Goldberg, Johnston, and Young this evening. Member Johnston is present and
Member Young is anticipated to be present. Member Goldberg has moved to New
Mexico and will not be present this evening, her presentation has been mailed to her.
Mr. Whittenberg asked Member Johnston to come forward and receive a plaque form
the City recognizing her service on the Committee from 1995 to 1999, and personally
thanked her for her service to the Committee and to the City. Mrs. Johnston stated her
pleasure in serving the City and thanked the Committee for this recognition.

Chairperson Willey asked for any corrections or amendments to the Minutes of the Special
Meeting of July 7, 1999. There were no corrections requested.

4. REVIEW AND APPROVAL of Comment Letter - "Building 26 and 206
Demolition Project Archaeological Clearance Request", prepared by Department of
Navy, Seal Beach Naval Weapons Station, dated November 4, 1999
Recommendation: Authorize Chairperson to sign proposed comment letter with
any amendments determined appropriate by the Committee. Receive and File
subject report.
Mr. Whittenberg introduced Lisa Bosalet, Cultural Resources Coordinator of the
Naval Weapons Station, to the Committee and reviewed the request for
archaeological clearance for the demolition of Buildings 26 and 206 at the Weapons
Station.
Member Fitzpatrick indicated he was concerned that Native American monitors
would not be present during ground disturbing activities. Members Basch and
Willey concurred with that concern. After discussion among the Committee and
Ms. Bosalet, the Committee determined to amend the proposed comment letter to
include the following paragraph as the third paragraph of the comment letter:
.
"However, It is the recommendation of the Committee that
on-site Native American Monitors be present during all
ground-disturbing demolition work, including appurtenant
utility line removal ground-disturbing activities. The
potential for buried deposits should not be discounted, and
the presence of on-site monitors during these activities will
ensure the highest level of protection of any unanticipated
cultural resources that may be encountered."
MOTION by Fitzpatrick SECOND by Vesely to authorize Chairperson to sign
proposed comment letter with the above amendment. Receive and File subject

5. REVIEW AND APPROV AL of Comment Letter - "Draft Final Historic Properties
Evaluation Plan for Sites 30-001502, 30-001503, and 30-001504 - Naval Weapons
Support Facility, Seal Beach, California", prepared by Mooney & Associates, dated
June 1, 1999

Recommendation: Review subject report. Authorize Chairperson to sign
proposed comment letter with any amendments determined appropriate by the
Committee and instruct staff to forward to the City Council for information
purposes. Receive and File subject report
Mr. Whittenberg reviewed the subject document, the previous comment letter of the
Committee, and the on-going concern regarding the lack of action relative to Site
30-001502 at the Naval Weapons Station. Mr. Whittenberg indicated it was his
opinion and recommendation to the Committee to re-state this concern to the Navy
strongly, given the approach of the winter storm season, and that is proposed in the
draft comment letter before the Committee.
Members Fitzpatrick and Willey indicated their concern regarding the lack of action
on this matter and requested clarification from Lisa Bosalet, Cultural Resources
Coordinator of the Naval Weapons Station. Mrs. Bosalet indicated this was an issue
of concern to the Navy also. However, funding to undertake the necessary removal
action is being processed in Hawaii and has not been received in the time frame
hoped for by the Navy. She concurred with the recommendation of staff, indicating
the letter could be even stronger in her opinion.

After discussion among the Committee, Mr. Whittenberg and Ms. Bosalet, the
Committee determined to amend the proposed comment letter as follows:
[J The comment letter to be addressed to Captain Bruno, Commanding Officer
[J The following language be added to the comment letter as determined most
appropriate by Mr. Whittenberg:
"Concern Rel!ardinl! Soecial Attention at Site 30-001502:
Given the sensitive nature of Site 30-001502, the
Committee strongly requests that an emergency
recovery and cataloging program be instituted as soon
as possible to adequately protect the known human
resources currently exposed at this site. This issue
should be resolved as expeditiously as possible, with the
remaining investigation program taking a position of
less immediate concern."
[J The first sentence of the fourth paragraph of the "Draft" comment letter be
revised as follows:

"As stated in our comment letter on the earlier "Revised
Draft" version of this document, the Committee is

o The third sentence of the fourth paragraph of the "Draft" comment letter be
revised as follows:

Navy to proceed with the necessary field investigation work
at Site 30-001502 as soon as possible."
After further discussion among the Committee, it was suggested that Mr.
Whittenberg be authorized to contact Captain Bruno by telephone and further set
forth the extreme concern of the Committee regarding Site 30-001502.
MOTION by Vesely SECOND by Fitzpatrick to authorize Chairperson to sign
proposed comment letter with the above amendments. Receive and File subject

Mrs. Bosalet thanked the Committee for their concerns relative to actions on the
Naval Weapons Station and indicated that future reports regarding cultural resource
issues regarding site remediation activities at the water tower and the conversion of
the farm lease area pumps from diesel to natural gas will be presented to the
Committee in the near future.

STAFF CONCERNS
Mr. Whittenberg indicated since Member Eigenbrod had not been in attendance, it is to the
discretion of the Committee to excuse his absence.

Ranch, Hellman Ranch, and Boeing properties. He wished the Committee a happy holiday
season.

There being no objections, Chairperson Johnston adjourned the meeting at 6:50 P.M.
to Wednesday, February 9, 2000 at 5:30 P.M.
