April 5, 2000
The meeting of the Archaeological Advisory Committee (AAC) was called to order at 5:30 p.m
on Wednesday, April 5, 2000. The meeting was held in the City Council Chambers.l

Mr. Whittenberg stated that had not heard from Jake Eigenbrod indicating that he would not be
in attendance at tonight's meeting. He stated that he had not checked his messages since
approximately 3:00 p.m. today and that there might be a message from Member Eigenbrod.

5. CONSIDERATION OF DRAFT REPORT RE: "Archaeological Survey 0/ Western
Portions of the Boeing Facility, Seal Beach, Orange County, California," prepared for
the City of Seal Beach by KEA Environmental, Inc., dated February 2000.
Recommendation: Review draft report and provide any comments or corrections to
KEA Environmental, Inc., determined to be appropriate by the Committee. Receive and
File subject draft report.

Mr. Whittenberg stated that Staff had prepared the Staff Report and provided a complete copy
for the AAC members. He said that since the report includes site maps the members of AAC
should keep this information confidential. He noted that a copy of the comment memorandum
from Mr. George E. Peterson of Project Dimensions, Inc. was also included. He stated that Mr.
Peterson has been retained by the Boeing Company to secure all the land use entitlements for the
subdivision of the property. Mr. Whittenberg reported that Mr. Jamie Cleland of KEA
Environmental, Inc. would make a brief presentation on the general findings on the report:
"Archaeological Survey of Western Portions of the Boeing Facility, Seal Beach, Orange County,
California," which was prepared by KEA Environmental.
Dr. James Cleland of KEA Environmental, Inc. introduced himself and stated that it was good to
be back in Seal Beach He provided some background on KEA Environmental and said that Mr.
Whittenberg had first discussed this survey of the Boeing property in late fall of 1999 or early
January 2000. He stated that at that time he took a quick survey of the property and noted that
there was a fair amount of shell along the surface. He said that he spoke to Jackson Underwood
and Andrew York regarding the survey, and discussed if it would be faster to identify the sites
with the same methods used on the Hellman Property. He introduced Dr. Jackson Underwood
who provided a brief review of the findings and stated that six archaeological sites were
identified consisting primarily of shell deposits He said that this was typical of lowland sites
within this area, and he described the fieldwork completed on these sites. He stated that the sites
were characterized by artifacts and shell density on the ground surface Dr. Underwood noted
that site maps were included with the report and he also presented photographs of the sites. He
described the aforementioned sites and the procedures to be used for excavation for possible
artifacts.
Mr. Whittenberg noted that a copy of the survey completed by KEA Environmental was attached
to the Staff Report. He also referred the Committee members to Page 3 of the Staff Report,
which begins the section where questions and answers related to concerns expressed by Project
Dimensions are presented. He described Boeing's proposed plans for subdivision of the property
and he also discussed the requirements for completion of the subdivision process. He stated that
once the environmental document for this project was complete, a copy would be provided for
each of the Committee members.
Mr. Peterson of Project Dimensions stated that one of their objectives was to be sensitive to the
City's interests and to understanding the archaeological site. He stated that integrity of the site
was always of primary concern in completing archaeological/geological surveys. He provided a
brief background of procedures used in previous surveys completed and described proposed
methods for ensuring that sites are not inadvertently contaminated
Mr. Whittenberg discussed the issue of site B-4/H, which is not located on the Boeing property,
but where a deeply buried deposit is located along a drainage control channel. He reviewed the
options for including evaluation of this site within the archaeological survey report.
Mr. Whittenberg noted that a memorandum to KEA Environmental containing any comments or
recommendations would be drafted and distributed to the members of the Committee.

The representatives from KEA Environmental and Project Dimensions then responded to
questions from the Committee regarding details of the archaeological sites under evaluation. Mr.
Peterson commented that the proposed subdivision as yet had no specific plans for development,
and as such, it is difficult to determine whether the same types of issue might arise as did during
the evaluation for development of the Hellman property.

Mr. Whittenberg noted that the next scheduled meeting date was June 7, 2000. He stated that
the Committee might be meeting before that date as KEA Environmental was completing the
final report on the Bixby project and Staff would want to bring that before the AAC as soon as
possible.
IX. Adjournment
There being no objections, Chairperson Willey adjourned the meeting at 6:30 p.m. to a
meeting date to be specified later.
