I. Call to Order
The meeting of the Archaeological Advisory Committee (AAC) was called to order at 5:34 p.m.
on Wednesday, AprilS, 2000. The meeting was held in the City Council Chambers.!

Mr. Whittenberg stated that he had spoken with Jake Eigenbrod who had indicated that he would
not be in attendance at tonight's meeting. He stated that Member Eigenbrod said that due to
other pressing work responsibilities that are taking up much of his time, he will have to submit
his letter of resignation from the Archaeological Advisory Committee.

Recommendation: Approve Minutes with any corrections determined appropriate.
MOTION by Basch; SECOND by Fitzpatrick to approve the Minutes of AprilS, 2000 as
presented.

2. COMMENTS ON DRAFf EIR - "Barns Area Restoration and Education Center
Project, Rancho Los Alamitos", prepared by the City of Long Beach
Recommendation: Authorize approval of letter with any modifications detennined
appropriate, instruct Chairperson to sign proposed Response Letter, and instruct staff
to forward to the City Council for information. Receive and File Staff Report.
Member Basch inquired if this was a new document or a review of the 1998 document. Mr.
Whittenberg replied that this was a new document. He explained that the 1998 document was
the Notice of Preparation, which is a document sent out by cities to advise that an Environmental
Impact Report (EIR) will be completed for specific projects submitted to the city for approval.
He reported that cities are invited to respond with comments regarding relevant issues related to
the project. After comments are received, the EIR is prepared and distributed to adjoining cities.
He noted that the comment letter prepared by Staff does reflect Committee comments made in
August 1998 regarding archaeological issues at this site. He stated that the comment letter
reflects the City's approval of the proposed mitigation measures. Mr. Whittenberg referred to
the proposed comment letter and asked the members to review the letter to determine if it is
inclusive of all appropriate comments. Member Fitzpatrick asked why an education center was
to be erected, as this would simply disturb the ambiance at this site. Mr. Whittenberg responded
that he was not sure but he believed this was for educational purposes and to expand the facility.
He stated that he really had not inquired into the non-archaeological issues at this site. Member
Fitzpatrick stated that it was in a sense an archaeological issue as this had to do with a partially
submerged building, which suggests that they would be digging down 10 to 15 feet. Mr.

Whittenberg referred to Figure 17 in the Staff Report, which identifies the cultural area in
relation to the barn area noting that the barn area was quite a distance away from the cultural
area. Member Fitzpatrick questioned the construction of the partial basement for housing the .
administrative office for this center and stated that they seemed to be concerned with "egrets"
and nothing else. Mr. Whittenberg stated that if the Committee Members were not satisfied with
the EIR mitigation measures, perhaps they would like to include other recommendations in the
letter to the City of Long Beach. Member Fitzpatrick stated that the mitigation procedures were
appropriate, he simply questioned the need for the digging for the partial basement for the
education center. Chairperson Willey stated that she felt the comment letter adequately
addresses the issue of appropriate mitigation measures for this site. Member Fitzpatrick stated
that he felt the letter did not adequately address this.
MOTION by Vesely; SECOND by Fitzpatrick to Authorize the Acting Chairperson to sign the
proposed comment letter with any modifications determined appropriate, and forward to City
Council for information purposes. Receive and File Staff Report.

Mr. Whittenberg commented to Member Fitzpatrick that he was welcome to forward a letter of
his own composition to the City of Long Beach expressing his concerns regarding this project.
VllI. Committee Concerns

Member Vesely commented that another member was needed to replace Member Eigenbrod.
Mr. Whittenberg remarked that once Member Eigenbrod's letter of resignation is received, the
respective Councilperson will appoint another member to the Committee. Member Fitzpatrick
inquired as to how soon this would take place. Mr. Whittenberg responded that this was
dependent upon the Councilperson.
Chairperson Willey commended Mr. Whittenberg for his work on the documents provided to
the Archaeological Committee at each meeting.
IX. Staff Concerns
Mr. Whittenberg noted that he would be out of town on June 7, 2000, and recommended that
the next scheduled meeting of the Archaeological Advisory Committee be scheduled for July 5,
2000 .

x. Adjournment
There being no objections, Chairperson Willey adjourned the meeting at 5:54 p.m. to the next
scheduled meeting on July 5, 2000.
