Call to Order The meeting of the Archaeological Advisory Committee (AAC) was called to order at 5:40 p.m. on Wednesday, October 4,2000. The meeting was held in the City Council Chambers.l II. Roll Call Present: Absent: Members Basch, Fitzgerald, and Vesely Chairperson Willey and Member Eigenbrood Department of Development Services Lee Whittenberg, Director . Mr. Whittenberg reported that both Member Eigenbrood and Chairperson Willey had telephoned to advise they would not be in attendance at tonight's meeting. Also Present: MOTION by Fitzgerald~ SECOND by Basch to excuse Chairperson Willey and Member Eigenbrood from the Archaeological Advisory Committee meeting of October 4, 2000. Appro\'al of Agenda Mr. Whittenberg stated that he had spoken with the representatives of Boeing and they would like to continue Item No. 5 (Research Design for the Evaluation of Seven Prehistoric Sites, Boeing Property) to the AAC meeting of November 8, 2000, to allow them more time to review the document. Approval Of Minutes Of July 19,2000 Recommendation: Approve Minutes with any corrections determined appropriate. Member Basch noted that because she was not present at the meeting of July 19, 2000, she would abstain from voting on this item. CONSIDERATION OF DRAFf REPORT RE: "Research Design for the Evaluation of Seven Prehistoric Sites, Boeing Property, Seal Beach, California", prepared for the City of Seal Beach by KEA Environmental, Inc., dated September 13, 2000 Item to be continued to AAC meeting of November 8, 2000. 6. RESPONSE LETTER RE: "Draft EIRIEIS for the Bolsa Chica Lowlands Restoration Project" re: Cultural and Paleontological Resources Recommendation: Instruct Chairman to sign proposed Response Letter, and instruct staff to forward to City Council and Planning Commission for information purposes. Receive and File subject documents. Mr. Whittenberg noted that Staff has reviewed the entire document on behalf of the City Council. He stated that the only recommendation by Staff was to ensure that Native American monitors would be available during the grading activities. . Acting Chairperson Vesely stated that in reviewing the document he did not see any mention of alternatives. Mr. Whittenberg reported that the alternatives review in the document is approximately 150 pages long. He stated that most of the alternatives propose having a tidal inlet directly from the ocean into the wetland area. He said that the other alternatives propose leaving the existing connection coming in from Anaheim Bay to Huntington Harbor, and dividing the existing tidelands into the wetlands. Mr. Whittenberg reviewed the proposed project and noted that Staff had included those alternatives that might have any archaeological implications. He then responded to questions from the Committee members. MOTION by Vesely; SECOND by Fitzpatrick to instruct Acting Chairperson to sign proposed response letter, and instruct Staff to forward to the City Council and Planning Commission for information purposes. RESPONSE LEITER RE: "Sewer line Replacement Project - Archaeological Clearance Request", prepared by the Seal Beach Naval Weapons Station, dated August 25,2000 Recommendation: Authorize the Chairperson to sign the proposed comment letter with any amendments determined appropriate by the Committee. Receive and File subject report. Mr. Whittenberg reminded the Committee that a memo and this document had been provided to them by Staff back in mid-September 2000, and these items were not included again in the Staff Report. He stated that Staff did not feel that there were any major concerns regarding this project. Member Fitzpatrick inquired whether any monitors would be present during this project. Member Vesely stated that he was not sure if a new trench was to be dug or if an existing one was to be reconfigured. Mr. Whittenberg stated that because an existing line was to be replaced, the need for a monitor might not be as significant as the ground had already becn disturbed when the initial sewer line was installed. Member Fitzpatrick referred to the section of the document that directs that both an archaeological monitor and a Native American monitor were to be provided. MOTION by Vesely; SECOND by Fitzpatrick to authorize Acting Chairperson to sign proposed comment letter with any amendments determined appropriate by the Committee. Committee Concerns Member Basch inquired regarding the Naval Weapons Station (NWS) contamination sites. Mr. Whittenberg reported that a number of sites have been totally cleaned up and have been cleared by the Depamnent of Toxic Substance Control and the Regional Water Quality Control Board. He said that probably the most difficult site to remediate is the area where the Saturn rocket boosters were formerly constructed. He stated that there is a substantial groundwater contamination plume at this site. He shared some of the options under consideration to help clean up this area. Member Vesely indicated that this particular project was a tough project involving some risks. Mr. Whittenberg responded to questions from the Committee members and noted that documentation of the status of the various clean-up projects for the NWS contamination sites are on file in the Department of Development Services and are available for reference, should the members wish to refer to them. Member Fitzpatrick questioned the use of pesticides or herbicides in the agricultural sector of the NWS, and stated that this issue was never appropriately addressed. Mr. Whittenberg stated that the pesticides in use today are carefully regulated and are essentially biodegradable. Mr. Whittenberg emphasized that the major high concentration of the contamination lies directly beneath the buildings at this site, . but it is slowly seeping off site. VIII. Staff Concerns None. IX.
