Minutes of l\1ay 9, 2001
I. Call to Order
The meeting of the Archaeological Advisory Committee (AAC) was called to order at 5:58 p.m.
on Wednesday, May 9, 2001. The meeting was held in the City Council Chambers.l

Lee Whittenberg, Director
Mr. Whittenberg reported that attempts to contact Member Eigenbrood by telephone have been
met with a recorded message stating his telephone number is no longer in service. He also stated
that several weeks ago Mr. Whittenberg had been told that Member Eigenbrood had relocated
due to ajob transfer.
The Director of Development Services also reported having received a telephone call from
Member Fitzpatrick requesting that he be excused from tonight's meeting due to his having to
attend an out-of-town conference. Chairperson Willey noted that it was so ordered.
III. Approval of Agenda
Member Willey requested that Item No.4 be removed from the Consent Calendar.

4. RECEIVE AND PILE Staff Report dated May 9, 2001 re: Receipt of Response to
COlmnent Letter re: "Draft EIRlEIS for the Bolsa Chlca Lowlands Restoration Project"
re: Cultural And Paleontological Resources
Chairperson Willey noted that In the response to comments from CalTrans on Page 3-88 for
Comment 12 under Section 4.6.2 on Page 3-159 of the comment letter to the California State
Lands Commission dated October 9, regarding the Draft EIR/EIS for the Bolsa Chica Lowlands
Restoration Project, CalTrans does not state that a full-time Native American is required as the
City has specified. Chairperson Willey asked if it would be appropriate to address a separate
letter to CalTrans to this effect. Mr. Whittenberg recommended that since this was not an
agenda, the Archaeological Advisory Committee might want to authorize him to send a letter to
the County indicating that their comments do not address the issue of a Native American
monitor.
MOTION by Basch; SECOND by Vesely to authorize the Secretary of the Archaeological
Advisory Committee to send a letter to the County indicating that their comments do not address
the City's request for a Native American monitor.

5. APROVAL OF MINUTES OF FEBRUARY 7, 2001
Recommendation: Approve Minutes with any corrections detennined appropriate.
Member Basch noted a correction to Page 4 of the minutes. She stated that she was absent from the
meeting and could not have made a motion to adJOurn. Mr. Whittenberg noted the correction.
MOTION by Vesely; SECOND by Basch to approve the Minutes of February 7, 2001 as
amended.
Member Basch noted that she would abstain from voting, as she was not in attendance at the
meeting of February 7, 2001.

6. APPROVAL OF COMMENT LETTER RE: "PROPOSED WATER LINE
REPLACEMENT PROJECT - ARCHAEOLOGICAL CLEARANCE REQUEST,
PREP ARED BY SEAL BEACH NAVAL WEAPONS STATION
Recommendation: Authorize the Chairperson to sign the proposed comment letter
with any amendments detennined appropriate by the Committee. Receive and File
subject report.
Mr. Whittenberg noted that this letter addresses the same issue of the Native American monitor
presented earlier by Chairperson WIlley.

7. REVIEW AND APPROV AL OF MEMORANDUM RE: "SECTION 106 .
COMPLIANCE INFORMATION - CITY OF SEAL BEACH WATER TANK FENCE
REPLACEMENT PROJECT, SEAL BEACH NAVAL WEAPONS STATION", LETTER
DATED MARCH 23,2001
Recommendation: Review subject letter request. Approve staff-prepared file
"Memorandum", with any amendments determined appropriate and instruct staff to
forward to the City Council and Planning Commission for information purposes.
Mr. Whittenberg stated that the City of Seal Beach actually owns property within the confines of
the Naval Weapons Station. He reported that the water tank facility was constructed in the
1920's before the Weapons Station existed, and when the property was condenmed to establish
the Naval Weapons Station, the City property was not condemned. He said that in order to
replace some perimeter fencing around the property, Staff had to prepare the documentation
presented because the water tank is on an archaeological site. He stated that the report does
indicate that a Native American monitor will be present when the work is in progress.
Chairperson Willey asked what the purpose of the project was. Mr. Whittenberg responded that
the old fencing around the tank is to be replaced. Chairperson Willey asked why the fence was
necessary. Mr. Whittenberg reported that the water tank had to be secured from the operations of
the Naval Weapons Station. Chairperson Willey asked what was being secured. Mr.
Whittenberg stated that it is an operating water tank facIlity that holds 2 million gallons and it
must be secured to prevent vandalizing. Chairperson Willey asked if just a section of the fence .
was to be replaced. Mr. Whittenberg reported that the fence is being moved forward about 25
feet toward the outSIde driveway. Member Vesely asked if this work were currently being done.
Mr. Whittenberg stated that work could not begin until approval from the Navy Historic
Preservation Office IS received. He saId that in looking at old repOlts on this area, it appears that
this area is mostly covered with fill.
MOTION by Basch; SECOND by Vesely to approve the staff-prepared file "Memorandum," and
instruct staff to forward to the City Council and Planning Commission for information purposes.

VII. Committee Concerns
Member Vesely asked if Item No.2, the letter to the Navy dated February 12, 2001 had been
sent. Mr. Whittenberg reported that it had been sent on February 12,2001.
Member Vesely thanked Mr. Whittenberg for the textbook on the Gabrielino Indians. He then
asked if Mr. Eigenbrood would no longer be attending meetings of the Archaeological Advisory

- COmITI1ttee. Mr. Whittenberg stated that he would send a letter to Mr. Eigenbrood's last known
address asking that he submit a letter of resignation.
VIII. Staff Concerns
Mr. WhIttenberg reported that preliminary archaeology investigation work has been completed
on the Hellman Ranch property. He stated that the detenninatIons of the archaeologists are that
there are probably three (3) sites that have the potential to be significant sites and will require
additional field evaluation. He said that once the budget and time schedule for this work is
approved, a visit to the sites by the members of the Archaeological Advisory COlmnittee would
be arranged. He said that the general comment receIved from the archaeologists was that they
found a lot more shell than they had expected.
IX. Adjournment

2001 meeting.
