Call to Order The meeting of the Archaeological Advisory Committee (AAC) was called to order at 5:30 p.m. on Wednesday, April 3, 2002. The meeting was held in the City Council Chambers.) II. Roll Call Present: Absent: Vice-Chairperson Fitzpatrick, Members Vesely and Wright Members Hoy and Eigenbrood Also Present: Department of Development Services Lee Whittenberg, Director Mr. Whittenberg introduced Mr. Douglas Wright, one of the new appointed members to the AAC, and asked Mr. Wright to provide a brief introduction to the Committee. Mr. Wright stated that he really did not have a background in archaeology. Mr. Whittenberg noted that Mr. Wright would learn a lot of interesting things in his role as a committee member. III. Mr. Whittenberg apologized for the time lapsed since the last AAC meeting. He stated that he was not aware of the number items that had accumulated until he began preparation of this meeting agenda. He noted that the most significant items for review would be Item I-a, an updated Research Design on the Hellman Project, and Item 7, a status report on the archaeology fieldwork completed on the Hellman Project last summer. 3 . . . Czty of Seal Beach Archaeologlcal AdvlSOry Commlttee Meetmg Mznutes of Aprzl 3, 2002 Member Vesely reported that he has access to a map from the Restoration Advisory Board (RAB) if any of the AAC members were interested in viewing the locations of the Naval Weapons Station (NWS) sites. MOTION by Vesely; SECOND by Fitzpatrick to approve the Consent Calendar as presented. MOTION CARRIED: A YES: NOES: ABSENT: 3-0-2 Fitzpatrick, Vesely, and Wright None Hoy and Eigenbrood VI. Scheduled Matters 20. Approval of Minutes of May 9,2001 Recommendation: Approve Minutes with any corrections determined appropriate. Vice-Chairperson Fitzpatrick stated he would abstain from voting on this item as he was absent from the AAC meeting of May 9, 2001. Mr. Whittenberg noted that the only person who could vote on the approval of minutes was Member Vesely. MOTION by Vesely; NO SECOND to approve the Minutes of May 9,2001 as presented. APPROVAL OF COMMENT LETTER RE: "Work Plan for Presence/Absence Archaeological Testing of a Portion of Site CA-ORA-322/1118 - Gardners Road and Bolsa Avenue, Naval Weapons Station, Seal Beach, Prepared for Seal Beach Naval Weapons Station by EDA W, Inc., dated January 2002 Recommendation: Authorize the Chairperson to sign the proposed comment letter with any amendments determined appropriate by the Committee. Receive and File subject report. Mr. Whittenberg explained that this report discusses the proposal by the Naval Weapons Station (NWS) to construct a new fire station on the premises as the existing station does not provide adequate facilities for both male and female firefighters. He stated that the project involves bringing in new utility lines, which requires archaeological testing prior to beginning construction. He indicated that this item was to have been presented at the March 2002 meeting, however, the meeting was canceled for lack of a quorum. As a result, he said the letter was late 4 . . . Member Vesely asked if the work plans include only the new structure and does not include demolition of the old structure. Mr. Whittenberg stated that this was correct and noted that there would be no digging into the ground. MOTION by Vesely; SECOND by Wright to authorize the Chairperson to sign the proposed comment letter with any amendments determined appropriate by the Committee. Receive and File subject report. Committee Concerns Vice-Chairperson Fitzpatrick requested an update on the preservation of the water tower located at the Naval Weapons Station (NWS). Mr. Whittenberg asked Member Vesely to respond to this inquiry. Member Vesely stated that the NWS does not wish to destroy the water tower, but because the tower is structurally unsound and it is not being used to store water, plans are in the works to remove it. He said that this is not scheduled to happen right away, but it is definitely scheduled to occur. Vice-Chairperson Fitzpatrick confirmed that plans had been made to repaint the tower. Member Vesely responded that the tower has been painted. Mr. Whittenberg reported that at one point the City had suggested that the NWS contact the cellular service providers in the area to see if there was interest in funding the reconstruction of the water tower for use as the fa9ade for a cellular communications tower. He stated that the NWS had expressed little interest in this idea, and he noted that this may have been due to the issue of heightened security on the base. VIII. Staff Concerns Mr. Whittenberg reported that elections of officers would take place at the next AAC meeting. IX. Adjournment MOTION by Vesely; SECOND by Fitzpatrick to adjourn the meeting at 5:50 p.m. to the next scheduled meeting.
