Call to Order The meeting of the Archaeological Advisory Committee (AAC) was called to order at 5:30 p.m. on Wednesday, August 7, 2002. The meeting was held in the City Hall Council Chambers. II. Roll Call Present: Absent: Members Coles, Dixon, Fitzpatrick, Hoy, and Vesely None Also Present: Department of Development Services Lee Whittenberg, Director III. Introduction of New Members Mr. Whittenberg requested each member of the Commission give a brief introduction of himself, as there are now three new members on the Committee. Each committee member gave a brief personal introduction, along with Mr. Whittenberg. IV. Approval of Agenda MOTION BY Fitzpatrick; SECOND by Hoy to approve the Agenda as presented. Scheduled Matters II. APROV AL OF MINUTES OF APRIL 3, 2002 Recommendation: appropriate. Approve Minutes with any corrections determined Director Whittenberg indicated that only those members present at the April 3, 2002 Committee meeting could vote on this matter; that being members Fitzpatrick and Vesely. MOTION by Vesely; SECOND by Fitzpatrick to approve the Minutes of April 3, 2002 as presented. MOTION CARRIED: 2 - 0 - 3 AYES: Fitzpatrick and Vesely NOES: None ABSENT: None ABSTAIN: Coles, Dixon, and Hoy 12. APPROVAL OF COMMENT LETTER RE: Request from Department of Navy for Comments re: "Archaeological Data Recovery Plan for a portion ofPrehistonc Site CA- ORA-322/1,118 to Mitigate Impacts of Soil Removal", Attachment C of "Draft Project Work Plan, Non-Time Critical Action, Installation Restoration Program Site 7 (Water Tower Area), Naval Weapons Station, Seal Beach", dated June 24, 2002 Recommendation: Authorize the Chairperson to sign the proposed comment letter with any amendments determined appropriate by the Committee. Receive and File subject report. Mr. Whittenberg reviewed the Staff Report and proposed comment letter, indicating the basic concern of the Committee in the past has been that a Native American monitor be present during all earth disturbing activities. Discussion occurred among the Committee members regarding the various comments included in the letter, with Mr. Whittenberg responding to answer those questions. The Committee determined the letter was appropriate as prepared. MOTION by Vesely; SECOND by Hoy to authorize the Chairperson to sign the comment letter as presented. Receive and File subject report. City of Seal Beach Archaeological AdvlSOry Commlttee Meetzng Mznutes of August 7, 2002 13. Status Reports re: Boeing and Hellman Archaeological Programs - Verbal Update Mr. Whittenberg indicated that Boeing Realty COrPoration is processing a "specific plan" proposal through the City for new development on their property. A "Research Design", including a test phase program has previously been approved by this Committee and the City Council. The Research Design was scheduled for approval by the California Coastal Commission, as Boeing requested the matter be removed from consideration. Staff will provide additional updates as appropriate. Mr. Whittenberg indicated that mass grading has begun on the Hellman Ranch project for the residential development being constructed by John Laing Homes (Heron Pointe). The city-selected archaeology firm, EDA W (previously KEA Environmental) and Native American monitors have been continuously monitoring the mass grading activities to ensure compliance with the cultural resource mitigation measures imposed on this project. All mitigation measures have been complied with. VIII. Committee Concerns - None. IX. Staff Concerns X.
